MEETING TO FILL VACANCY IN BOARD OF TRUSTEES OF PUBLIC LIBRARY


COMMONWEALTH OF MASSACHUSETTS

At a joint meeting of the Selectmen and the Members of the Trustees of the Public Library held on the above date, for the purpose of filling a vacancy, in the Board of Trustees of Public Library, caused by the death of Dr. Thomas J. Nugent, the said members of Selectmen and members of Trustees of Public Library, proceeded as fol- lows : Lyndhurst A. MacGregor, Chairman of Selectmen, was chosen Chairman of the meeting, Dennis J. Sulli- van, Clerk of Selectmen, was chosen as Secretary of the meeting. A ballot was taken for the choice of a Mem- ber of the Trustees of Public Library.


Result of the ballot: Robert L. Dillon had eight votes.


Unanimous choice, and he was declared elected to fill the vacancy of the Trustee of Public Library.

To Either Constable of the Town of Milford, in said County : Greeting :


In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of

the Town of Milford, qualified by law to vote in Town Affairs, to meet in the Town Hall, in said Town on Mon- day, the sixteenth day of September, A.D. 1935, at eight o'clock in the evening, then and there to act upon the fol- lowing articles, namely :


Article 1. To see if the Town will vote to prescribe the manner by which notice shall be given of all Town Meetings; or take any action in relation to the same.


Article 2. To see if the Town will vote to accept the offer of the United States of America to aid the Town in financing the construction of a sewage treatment plant by making a grant to the Town in the amount of forty five per centum (45%) of the cost of said project (but not exceeding $40,500.00) subject to Federal rules and regulations, and authorize the Board of Sewer Commis- sioners to construct said project and contract with re- spect thereto, or take any action in relation to the same.


Article 3. To see if the Town will vote to raise and appropriate the sum of $89,815.00 including the amount of $4,000 appropriated under Article 25 of the Warrant for the annual Town Meeting of 1935, to meet the cost of completing the construction of an additional sewage treatment plant of the Imhoff Trickler Type at the sew- age disposal works, and to authorize the Town Treasurer, with the approval of the Selectmen, to borrow such sums as may be necessary to meet any appropriation made, un- der the provisions of Chapter 404, Acts of 1935, or take any action in relation to the same.


Article 4. To see if the Town will vote to raise and appropriate the sum of $35,000.00 for the purpose of meeting part of the cost of improving the Cedar Swamp Pond property, so-called, now owned by the Town by the construction of walls around said Pond, and to author- ize the Town Treasurer, with the approval of the Select- men, to borrow said sum under the provisions of Chapter 188, Acts of 1935, or take any action in relation to the same.

Article 5. To see if the Town will vote to raise and appropriate the sum of $10,000.00 for the purpose of meeting part of the cost of constructing a dam in the Cedar Swamp Pond, on property now owned by the Town, and to authorize the Town Treasurer, with the ap- proval of the Selectmen, to borrow said sum under the provisions of Chapter 188, Acts of 1935, or take any ac- tion in relation to the same.


And you are hereby directed to serve This Warrant by posting up attested copies thereof at each of the Pub- lic Meeting Houses, in each voting precinct and at the Post Office in said Town; also cause an attested copy to be published in the Milford Daily News, a newspaper published in said Town, Two Sabbaths at least before the time set for said meeting.


Hereof Fail Not, and make due return of this War- rant with your doings thereon to the Clerk of said Town at the time of meeting aforesaid.

SPECIAL TOWN MEETING, SEPTEMBER 16, 1935

At a legal meeting of the inhabitants of the Town of Milford qualified by law to vote in Town Affairs, held this sixteenth day of September, A. D. 1935, at eight o'clock in the evening, the said inhabitants proceeded as follows :


The meeting was called to order by John T. McLough- lin, Moderator, at eight o'clock P. M.


The Town Clerk read the warrant and the officers re- turn thereon.


There were 152 Town Meeting Members present, said number constituting a quorum.


The Finance Committee through Myron Morey, Secre- tary, presented the following report :


Mr. Moderator :


Voted: That the Finance Committee recommend that favorable action be taken on Article (3) three.


Voted: The Finance Committee recommend the ex- penditure of the sums called for in article (4) four and

(5) five of the Warrant provided there are no land dam- ages, for the purpose of developing the plans as sub- mitted to the Finance Committee minus the West Shore driveway and bridge, but including all the work specified for the entire development plus the bathing beaches.


The work not to be begun until after an official survey had been made and bounds placed establishing the town line.


This recommendation is made contingent on the Fed- eral Government allotting for these projects the sum of ($192,000.00) one hundred and ninety two thousand dol- lars.

Voted: That the Board of Sewer Commissioners are authorized to proceed with the construction of said proj- ect and enter into all necessary and property contracts and agreements in respect thereto, all subject to appli- cable federal regulations; and the Board of Sewer Com- missioners are authorized to do all other acts and things necessary or convenient for obtaining said grant, for ask- ing said loan, and for constructing said project. ARTICLE 3. Voted: That there be appropriated the sum of $69,815.00 to meet the cost of completing the con- struction of an additional sewage treatment plant of the Imhoff Trickler Type at the sewage disposal works, in accordance with plans drawn by F. A. Barbour, Engineer of the Sewage Commission; and that to meet said ap- propriation, the amount of $4,000.00 appropriated under Article 25, of the Warrant for the annual Town Meeting of 1935 be transferred for this purpose, and that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow for a term not exceeding twenty years, a sum not to exceed $50,000.00 at a rate of interest not to exceed three and one-half per cent per an- num, and to issue bonds or notes of the Town therefor, said bonds or notes to be payable in accordance with the

provisions of Chapter 44, G. L. (Ter.Ed.) and Chapter 404 of the Acts of 1935. All money received from the Federal Government on account of this project shall be applied to meet the cost of said project, or, in case the amount of loan authorized is in excess of the town's share of the cost, it shall be applied to the loan herein author- ized to the extent of such excess. The loan of $61,000.00 authorized under Article 25 of the Warrant for the an- nual Town meeting of 1935, as amended at the special Town Meeting held May 20, 1935, is hereby cancelled.

Voted: That there be appropriated the sum of $35,000.00 for the purpose of meeting part of the cost of improving the Cedar Swamp Pond property, so-called, now owned by the Town, in accordance with plans drawn by the E. R. A. Engineering Department at Boston, Massachusetts; and that to meet said appropri- ation, the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow for such period and at such rate of interest as may be determined by the Emergency Finance Board, a sum not to exceed $35,- 000.00 and to issue bonds or notes of the Town therefor, said bonds or notes to be payable in accordance with the provisions of Chapter 188 of the Acts of 1935; PRO- VIDED, however, the project therefor is approved by the Works Progress Administration, and a sum not less than $159,000.00 is allotted by it to pay the labor cost neces- sary to carry out said improvement, and provided further that the Selectmen before proceeding with the construc- tion of said project shall save the town harmless from and on account of all land damages.

R. A. or other Governmental projects and adjustments, or proj- ects that the Town may undertake with Welfare Labor, or take any action in relation to the same.


Article 5. To see if the Town will vote to appropriate from the appropriation for Rifle Practice the sum of One Hundred Twenty-eight dollars and ninety cents ($128.90) to the appropriation for Purchase of Tools and Materials and for Trucking and Team Hire and for Investigation and Maintenance Expenses that may be incurred in con- nection with E. R. A. or other Governmental projects and adjustments, or projects that the Town may undertake with Welfare Labor or take any action in relation to the same.

SPECIAL TOWN MEETING, DECEMBER 9, 1935 COMMONWEALTH OF MASSACHUSETTS

Milford, December 9, 1935.


At a legal meeting of the inhabitants of the Town of Milford, qualified by law to vote in Town Affairs held this ninth day of December, A.D. 1935 at eight o'clock in the evening, the said inhabitants proceeded as follows :


The meeting was called to order by John T. McLough- lin, Moderator.


The names of Town Meeting Members present were checked and it was found that there was not a quorum.


Voted : to declare a recess for five minutes.


The meeting was again called to order, the names of Town Meeting Members were checked and it was found that 119 Members were present, said number consti- tuting a quorum. The Town Clerk read the warrant and the Officer's return thereon.


Article 1. The Finance Committee through Myron Morey, Secretary presented the following report.


Milford, Mass., December 9, 1935. Mr. Moderator :


The Milford Finance Committee has Voted: That fa- vorable action be taken on Article (3) Three, Article (4) and Article Five (5) of the Warrant for the Town Meet- ing of December 9, 1935.
