REPORT OF COMMITTEE ON WAR MEMORIAL TOWN OF MILFORD, MASSACHUSETTS
Your Committee on War Memorial beg at this time to submit their report.
After long consideration of the subject as to a suitable memorial and location for the same, the several kinds, designs and locations, from time to time, this Committee has come to a unanimous decision.
That the present Honor Roll on Gen. Draper Park is at present in a dilapidated condition, beyond reasonable repair, and presents hardly a creditable appearance to that part of the park or a proper respect to our veterans.
To remove it and not replace by a permanent memorial would not be in keeping with the pledges 15 years ago to the veterans, when we as citizens welcomed them home, and promised due gratitude and recognition for their service.
The Committee is encouraged to recommend at this time, the erection of a permanent memorial as it seems quite certain that Federal funds can be obtained to de- fray the greater portion of the cost; the Committee has the hearty co-operation of the Board of Selctmen in the effort to secure a Federal grant. The construction of the memorial at this time will add materially to the employ- ment of our local granite workers, which actuates the Government to look with favor upon such a grant.
The Committee recommend that the memorial be of a monumental type and located on Gen. Draper Park, and face Main street, about in the location of the present Honor Roll, but a little farther back from the sidewalk line. It has been a long standing local custom, to do planting at the base, and Memorial Day on the march to Vernon Grove Cemetery, for the veterans to halt at the present Honor Roll, hold a brief service, before continu- ing on to the cemetery. This location and the planting space provided in the design suggested, provide for the

continuance of these customs. This location offers a prominent position for the displaying locally an example of the monumental type of structure, as recommended, when executed in our Milford granite. The carved urn feature, an example of its beauty, when used in such work.
The Committee after due consideration of many de- signs have unanimously selected and recommended the adoption of a design of Robert Allen Cook and Wendell T. Phillips, Associate Architects.
A memorial Classic in general style, which it is con- templated built of our Milford granite.
It consists of a central shaft 141/2 ft. wide and 141/2 ft. high resting on a red and blue-stone flag paved platform 31 by 15 ft. two steps above grade, with curved retaining walls 3 ft. high from the central shaft, on each side, and at pedestals which are surmounted by carved granite urns, an ornamental feature. The steps slightly curved and extending across the entire front between the pedestals.
On the face of the shaft the bronze Honor Roll 9 by 7 ft. upon which inscribed the 726 names of Milford's World War Veterans, above it a bronze shield with the Town Seal. On the inside of the retaining walls in 6" incised letters the general inscription.
It has been estimated as a W. P. A. project and as con- sidered by the Federal authorities for a grant, the cost to erect complete including grading, at $27,905.00; the Federal funds provide $21,147.00 leaving $6,758.00 for such portions as are to be provided by the Town.

Article 2. A motion was made "That the Town estab- lish a War Memorial in accordance with plans submitted in the report of the Special Memorial Committee."
The motion was amended to read as follows: That the Town establish a War Memorial in accordance with plans submitted, after a competition among Milford designers and architects.
The amendment was carried by a rising vote. Yes, 60; No, 53 and it was voted :
That the Town establish a War Memorial in accordance with plans submitted after a competition among Milford designers, and architects.
A motion was made to appoint a committee of ten to have charge of establishing a War Memorial.
The motion was amended to read as follows :
That a Committee of ten, two from each precinct be appointed to have charge of establishing a War Memorial.
The motion was further amended to read as follows : That the original Committee be included in the Com- mittee of ten. The amendment was defeated on a voice vote.
The first amendment was carried on a voice vote, and it was voted, "That a Committee of ten, two from each precinct be appointed to have charge of establishing a war memorial.
Voted : To pass over the remainder of the article.
Article 3. Voted: That the Town appropriate the sum of Thirty two hundred ninety three and 99/100th ($3293.99) dollars from the surplus War Bonus Fund received under the provisions of Chapter 480, Acts of 1924, for the purpose of meeting part of the cost of con- structing a War Memorial. Voice Vote.
Voted : To pass over the remainder of the article.
Article 4. Voted : To appropriate from the Soldiers' Relief appropriation the sum of Five Thousand

($5000.00) dollars to the appropriation for Purchase of Tools, and Materials and for Trucking and Team Hire and for Investigation and Maintenance Expenses that may be incurred in connection with ERA or other Gov- ernmental projects and adjustments or projects that the Town may undertake with Welfare Labor. Voice vote.
Voted: To pass over the remainder of the article.
Article 5. Voted : To appropriate from the appropria- tion for Rifle Practice the sum of One Hundred Twenty Eight dollars and ninety cents ($128.90) to the appropri- ation for Purchase of Tools and Materials, and for Truck- ing and Team Hire and for Investigation and Main- tenance Expenses that may be incurred in connection with ERA or other Governmental projects and adjust- ments or projects that the Town may undertake with Welfare Labor. Voice Vote.
Voted : To pass over the remainder of the article.
A motion to dissolve the warrant was defeated. Ris- ing vote, Yes, 47; No, 69.
A motion to reconsider the motion whereby it was voted : To pass over the remainder of Article 2, was de- feated. Voice vote.
