Annual Report of the Board of Selectmen


At the organization of the Board March 5, 1940, John H. Gardella was unanimously reelected Chairman, Mr. Carroll and Mr. Henderson, the newly elected members, comprising the Board.


This was the first year since 1933 that no Public Works administration project occupied the Board's attention, the Federal Government having terminated this type of work. The projects carried out under that program by the Selectmen were the construction of the new high school, the installation of the Imhoff trickler plant at the sewage works, and the reclamation of the Cedar Swamp Pond area, in that order. These are permanent improvements, and the Federal Government paid a large fraction of the cost.


The Works Progress Administration, however, still continues to function through successive Congressional appropriations, and Milford has received its share of the Federal grants for that purposes. A detailed account of such work may be found in the report of the W.P.A. Co- ordinator, Mr. Coleman. A million, four hundred and seven thousand dollars have been paid Milford W.P.A. workers under this program.


At the annual meeting in March, 1940, it was voted to appoint an unpaid committee of three as a Municipal Field Committee to work out a W.P.A. project for the erection of an enclosed athletic field on the so-called foundry site, the project to be under the direction of the Selectmen and to be financed from the funds voted for W.P.A. projects. On April 2, 1940, the Selectmen ap- pointed Joseph E. Gallagher, /Walter E. Corbett and Frank C. Berry as the Committee.


On May 1, 1940, an application was filed with the Works Progress Administration. This application in- cluded items for brush-cleaning and removing the debris

on the premises which remained after tearing down and removal of the main structures. After numerous in- quiries, telephones, letters and conferences, on September 30, 1940, notice was received that the project, in so far as it included cleaning up the property, could not be ap- proved.


The Selectmen immediately filed a protest and asked for a hearing at Boston. At the hearing, the matter was referred to Frank A. Marsh, Project Control Division at Washington, who on October 14, 1940, notified the Select- men that the original decision would not be reversed. Accordingly, an amended application eliminating the cleaning up part of the work was filed on November 12, 1940, and on December 17, 1940, the application was for- warded to Washington by the Boston office. On January 27, 1941, notice was received that the application thus amended had been approved.
