Pursuant to a warrant signed by the Selectmen of Milford, the inhabitants of the Town of Milford qualified by law to vote in Primaries, met in Dewey Hall, in said Town on Tuesday, the seventeenth day of September, A. D. 1940, and were called to order by John H. Gardella, Selectman, Presiding Election Officer.
The Town Clerk read the warrant and the Officer's return thereon.
All legal requirements having been complied with, the polls were declared open at 10:02 o'clock A. M.
At 12:10 o'clock the ballot box was opened when it registered 379 and at 2:25 o'clock when it read 800; at 4 o'clock when it read 1100; 6:10 o'clock when it read 1750; 7:10 o'clock when it read 2316; 8:30 o'clock when it registered 2961.
The polls were declared closed at 8 o'clock P. M.

Report of the Finance Committee presented to the Moderator :
Mr. Moderator:
The Finance Committee after considering the article in the Warrant for the special Town Meeting to be held on October 23rd, 1940, make the following recommenda- tions :
Article 1. No action taken on this article.
Article 2. We recommend that the sum of the five items in article two or a total of Fifteen hundred ninety dollars and seventy-one cents ($1590.71) be transferred for use by the Department of Public Welfare for General Aid.
Article 3. We recommend that the Town votes to ap- propriate from the appropriation of 1940 for Old Age Assistance for use by the Department of Public Welfare for General Aid the sum of Fifty-two hundred ($5200.) dollars.
Article 4. We recommend that the Town vote to ap- propriate from the appropriation of 1940 for Old Age Administration for use by the Board of Public Welfare, the sum of Eleven hundred ($1100.) dollars.
Article 5. To see if the Town will vote to appropriate from the appropriation of 1940 Aid to Dependent Chil- dren Administration for use by the Board of Public

Welfare for General Aid, the sum of One hundred and ten ($110.) dollars.
On this article we have taken favorable action.
Article 6. To see if the Town will vote to appropriate the sum of Ten thousand dollars ($10,000.) for use by the Board of Public Welfare for General Aid.
On this article we recommend the sum of Eight thou- sand ($8,000) dollars.
Article 7. On this article your committee does recom- mend that the Town votes to transfer the sum of Five hundred ($500.) dollars from balance of appropriation for drainage on Fells Avenue to the W.P.A. purchase of material account.
Article 8. We have taken favorable action on this article permitting the transfer of Thirteen hundred fifty ($1350.) dollars from Item 1 Wages and Salaries in the School Department to Item 2 General.
Article 9. On this article we have no action.

Voted: That the Town vote to transfer the sum of Eleven dollars ($11.00) balance of appropria- tion for installing electric plugs in Town Hall; the sum of Two hundred five dollars and thirty-five cents ($205.35) being balance of appropriation for rebuilding Town Farm; the sum of Six hundred forty-five dollars and forty-eight cents ($645.48) from the appropriation of Workmen's Compensation Premium; the sum of Six

Under Article 9 a motion was made that the Town accept the recommendations of the Zoning Board ap- pointed by the Selectmen under Article 14 of the Annual Town Meeting 1937, in accordance with G. L. (Ter. Ed.) Chapter 40, Sections 25-30A (inserted by Statute 1933, Chapter 269) as amended, for the purpose of originally establishing the boundaries of the districts and the reg- ulations and restrictions to be enforced therein, and adopt such ordinances or by-laws with respect thereto as may be contained in said recommendations.
An amendment to the motion was offered striking out the words "Jefferson Street," in the sixth and seventh lines under paragraph entitled "District A, Building Re- stricted Area, Designated on Map by letter A" and sub- stituting therefor the words "North Bow Street," and by striking out the words "Pine Street" in the eleventh and twelfth lines under said paragraph and substituting therefor the words "Pearl Street."
After debate the Moderator put the question to the meeting with the amendment, and it was voted: To accept the recommendations of the Zoning Board with the words "Jefferson Street" struck out and "North Bow Street" substituted therefor and the words "Pine Street" substituted therefor, in accordance with the amended motion.
The meeting was adjourned at 9:30 P. M.

In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the in- habitants of the Town of Milford, qualified by law to vote in State Elections to meet in their respective Pre- cincts in said Town at the following places designated and appointed by the Selectmen to wit:

(a) If a voter desires to permit the sale in this city (or town) of any and all alcoholic beverages to be drunk on and off the premises where sold, he will vote "Yes" on all three questions.
