Annual Report of the Board of Selectmen
The organization of the Board of Selectmen for 1942 took place on March 3, 1942. Patrick Carroll was unanimously chosen Chairman, the other two members being John H. Henderson and Adam F. Diorio.
For the first time since 1933, John H. Gardella was not a member of the Board, he having declined to be a candidate because of ill health. For nine consecutive years he was elected as a Selectman, the first to be so honored in the Town's history. He brought to the Board of Selectmen a broad business knowledge, gained by many years of successful private business enterprise.
He was courageous and energetic enough to take the time from his business affairs and devote part of it to the town in which he lived. Defying abuse and calumny, he refused to be driven out of public affairs, but had con- fidence in the sound judgment and fairness of the elec- torate, which never failed him of election. He possessed the virtues of honesty, humanity and humility and he had that elusive gift of knowing how to get along with people, a most valuable asset in civilized communities. His death occurred on September 14, 1942, and his memory will long endure as an example of good citizen- ship.
It is now certain that Works Progress Administra- tion projects will be discontinued by the Federal Govern- ment during the coming year. An outline of the local projects sponsored by the Town are contained in the report of the W.P.A. Agent.
There are still some copies of the book containing a codification of the Legislative Acts accepted by the Town, and of the By-laws and Traffic Rules which have not been distributed. They can be obtained for twenty- five cents each, as fixed by Article 18 of the 1941 Annual Town Meeting.
Repeated protests are made to the Selectmen by various residents on account of the opening of mercantile establishments in certain residential areas. Nothing can be done in the matter, however, until Zoning Rules and

Regulations are adopted by a Town Meeting upon the report of a committee appointed for the purpose. Unless there has been a change in public sentiment since the last report was submitted, the fate of which was unfortunate, it would not seem fair to ask a new committee to under- take this laborious and detailed work at this time.
This Board has co-operated with the Federal and State Governments in the work of Civilian Defense and in other matters incidental to the progress of the war. A chairman of the Defense Committee was appointed by the State Director of Civilian Defense upon recommenda- tion of the Selectmen. Various officials, sub-committees and divisions have been, in turn, set up throughout the Town and the value of the voluntary work, time and effort given by these men and women who have taken part, cannot be over-estimated. All bills contracted for must be first approved by the Chairman of the Defense Committee before submission to the Selectmen for pay- ment out of the appropriation made in 1942.
The Selectmen were called upon by the Governor to appoint a Rationing Board and to provide an office with necessary equipment for its use. The control of this work, choosing of employees and the performance of their multiple duties, are all functions of the Rationing Board, but with the exception of the clerk's salaries the cost of maintenance is paid by the Town, all bills therefor being approved by the Selectmen.
Legislation was passed in 1941 providing for replace- ments of town officers and employees who have enlisted in the military or naval service, who are entitled to a leave of absence for the duration of the war or until their terms of office expire, whichever first occurs. Military substitutes for the elected officers are chosen by a board composed of the Moderator, Selectmen, Town Clerk and Town Treasurer, while the appointed officers are filled by the Board who have the authority to make the original appointment. Several leaves of absence under this legis- lation have been granted and military substitutes ap- pointed in accordance with the statute.
The current shortage of fuel oil has affected all Town buildings in which oil is used. The Selectmen sea- sonably applied to the War Production Board for a pri- ority on a stoker for the Town Hall, which was not

granted. Conversion to coal has now been made possible by the use of grates, which are expected to arrive shortly, after which the Town Hall will be reopened Saturdays as formerly.
A service flag hanging from Memorial Hall, placed there by the American Legion, proclaims the solemn fact that over 1200 residents of Milford are now in the armed forces. Additional numbers are being constantly added. To these men and to their relatives left behind, the Selectmen, in behalf of the Town, extend sincere grati- tude and appreciation for the sacrifices they are making in helping to bring the war to a successful conclusion. Milford's contribution to the present war, in numbers and in personnel, upholds the splendid tradition and example set by the Town in previous national conflicts. We know that they will do their share, side by side with their comrades from every city and town, village and hamlet in the country. And while they are doing this, we pledge all the efforts and resources of the community, insofar as they are legally available, to them and to our country until complete victory is won.
One parcel of real estate and part of another owned by the Town by tax foreclosures in the Land Court, have been sold under authority granted by the 1942 Annual Town Meeting. Two abandoned schoolhouses were like- wise authorized to be sold, which the Selectmen did after advertising the proposed sales.
An allottment from the Excess and Deficiency Fund to apply on the tax rate of 1942, was obtained from the Division of Accounts, with a substantial reserve left to apply against future obligations, and the bonded debt of the Town was reduced $44,744.03. Early considera- tion to liquidating 1942 and prior taxes should be given by the Tax Collector before the Commissioner of Taxa- tion approves the rate for 1943, otherwise this year permission will not be forthcoming.
The usual number of public hearings have been given on varied matters which have arisen during the year, questions of policy involving Town affairs put to the Selectmen by those interested have been disposed of, all bills against the Town have been examined by the Selectmen before approval for payment, and meetings

of the Selectmen have been held at least once each week to dispose of public business.
We are grateful to the townspeople and the Town officials for the kind consideration shown us during the past year in the performance of our duties, for it has helped to lighten them in no small degree.
