Allowing for all the other things which are added or credited to this sum you will have to raise by taxation $869,074.00. With a net valuation of $14,600,000.00 you will therefore have a Tax Rate of $42.00 per thousand dollars of valuation.


Whatever you have added or subtracted from our recommendations will increase or decrease the Tax Rate.

ADJOURNED TOWN MEETING, MARCH 16, 1942 COMMONWEALTH OF MASSACHUSETTS

Milford, March 16, 1942


The meeting was called to order at 8 P. M. by the Moderator John T. McLoughlin and a quorum present the business was transacted.


A motion was made that there be added an item to the budget and it was Voted: That there be added to the items of the budget under Article 2 the following :


"Annuity to Lillian E. Sonne, widow of Andrew A. Sonne, under G. L. (Ter. Ed.) Chap. 32 Sec. 89 as last amended by St. 1936 Chap. 326, amount One thousand dollars ($1,000.00)."


Article 3. Voted: That the Town Treasurer, with the approval of the Selectmen, be and hereby is author- ized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1943 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may have been given for a period of less than one year in accordance with Chapter 44, Section 17, of the General Laws (Ter. Ed.).


Standing vote-123 in favor and none opposed.


Article 4. Voted: To authorize the Selectmen to take charge of all legal proceedings for or against the Town.


Article 5. Voted: That there be raised and appro- priated for the use of the Tax Collector for the year 1942 the sum of five thousand dollars ($5,000.00) of which Three thousand dollars ($3,000.00) shall be paid the Tax Collector as his salary for said year, and One thousand dollars ($1,000:00) to provide for Clerical hire and One thousand dollars ($1,000.00) to provide for other expenses incurred by him in the collection of said taxes or other assessments.

Article 6. Voted: That there be appropriated from the Dog Tax Three hundred fifty dollars ($350.00) for Salary and Wages and Thirteen hundred seventeen dol- lars and eighty-five cents ($1,317.85) for expenses under Library Account.


Article 7. Voted: That the Town choose as Director of County Aid to Agriculture Mrs. Catherine Moore, 39 Glines Ave., in accordance with the Provisions of Chap- ter 128 of the General Laws.

Article 8. Voted: That the Town authorize the Selectmen to sell any or all real estate owned by the Town by reason of the foreclosure of tax titles thereon, and to execute, acknowledge and deliver a proper deed or deeds therefor, authority therefor to terminate March 1, 1943.


Voted: To pass over the remainder of the article.


Article 9. Voted: That the Town appropriate from available funds under the Excess and Deficiency Account a sum not to exceed Twenty-five thousand dollars $25,- 000.00) for use by the Board of Assessors in fixing the tax rate for 1942.

Article 10. Voted: To raise and appropriate the sum of Seven hundred eighty dollars ($780.00) for the purpose of paying for Clerk Hire in the Town Clerk's Office to be effective as of January 1, 1942.

Article 11. Voted: That the Town transfer Four- teen hundred dollars ($1,400.00) from the Machinery Fund Highway Department to the Machinery Account of the Department.

Article 12. Voted: That the Town accept the recom- mendation of the Finance Commission so that the salary of the Highway Surveyor and Clerk of the Highway De- partment be set at Twenty-four hundred dollars ($2,-

Article 13. A motion was made that the Town raise and appropriate the sum of Ten thousand dollars ($10,- 000.00) for improvements to Congress Street.


An amendment was made to the motion that the Town vote to raise and appropriate the sum of Twenty- five hundred dollars ($2,500.00) for the improvement of Congress Street, and it was Voted: That the Town raise and appropriate the sum of Twenty-five hundred dollars for the improvement of Congress Street. ($2,500.00).


Article 14. Voted: That the Town raise and appro- priate the sum of Eight hundred dollars ($800.00) for Chapter 90 Maintenance, said money to be used provided that Eight hundred dollars ($800.00) be contributed by the State and Eight hundred dollars ($800.00) be con- tributed by the County.


Voted: To pass over the remainder of the article.


Article 15. A motion was made that the Town vote to raise and appropriate the sum of Twenty thousand dollars ($20,000.00) for the purchase of tools, materials and equipment, and for trucking, team hire and main- tenance expenses that may be incurred in connection with WPA or other governmental projects that the Town may undertake to do with Welfare Labor.


The motion was lost and it was Voted: That the Town raise and appropriate the sum of Two thousand four hundred fifty dollars ($2,450.00) for Salary and Wages and Twelve thousand five hundred fifty dollars ($12,550.00) for Expenses for the purchase of tools, ma- terials and equipment, and for trucking, team hire, and maintenance expenses that may be incurred in connection with WPA or other governmental projects or projects that the Town may undertake to do with Welfare Labor.


Voted: To pass over the remainder of the article.

Article 17: Voted: That the Town set the com- pensation of Tree Warden at 75c per hour or Thirty-three dollars ($33.00) per week of 44 hours while working.

A motion was made to raise and appropriate the sum of Five hundred dollars ($500.00) for Gypsy Moth Sup- pression. The motion was defeated and it was Voted: That under Gypsy Moth Suppression Eighty-five dollars ($85.00) be raised and appropriated for Salary and Wages and Fifteen dollars ($15.00) for Expenses.


Article 19. Voted: To pass over the article.

Article 21. A motion was made that the Town vote to raise and appropriate the sum of Five hundred dollars ($500.00) for the pay of the Chairman of the Board of Public Welfare, and to the two remaining members to Three hundred dollars ($300.00) per year.


An amendment was made that the town vote to raise and appropriate the sum of Sixty-five dollars ($65.00), allowing an increase of 10%, to be added to the Welfare Salary and Wages account for the Members of the Wel- fare Board.


The motion was lost and it was Voted: That the Town raise and appropriate the sum of Sixty-five dollars ($65.00), allowing an increase of 10% to be added to the Welfare Salary and Wages account for Members of the Board of Welfare.

An amendment was made that the town raise and appropriate the sum of Thirty-five hundred dollars ($3,- 500.00) to be used to meet the expenses of the Civilian Defense Committee, the same to be spent under juris- diction of the Board of Selectmen.


The motion was carried and it was Voted: To raise and appropriate the sum of Thirteen thousand Dollars ($13,000.00) to be used to meet the expenses of the Civil- ian Defense Committee, the same to be spent under juris- diction of the Board of Selectmen.

Greeting :


In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of the Town of Milford, qualified by law to vote in Town Affairs, to meet in the Town Hall, in said Town on Friday, July 31st A.D. 1942, at eight o'clock in the evening, then and there to act upon the following articles, namely :


Article 1. To see if the Town will vote to transfer Seven thousand ($7,000.00) dollars from Salary appro- priation in the School Department to the General appro-

priation in the School Department for the purpose of establishing a Machine Trade School, or take any action in relation thereto.


Article 2. To see if the Town will vote to transfer Nine thousand ($9,000.00) dollars from available funds to the General Appropriation in the School Department for the purpose of establishing a Machine Trade School, or take any action in relation thereto.


Article 3. To see if the Town will vote to authorize the Selectmen to sell or otherwise dispose of a building known as the Park Portable School Building, or take any action in relation thereto.


Article 4. To see if the Town will vote to transfer from available funds a sum of money for the purpose of meeting premium expenses of War Damages Insurance on Town Property, or take any action in relation thereto.


Article 5. To see if the Town will vote to transfer One thousand ($1,000.00) dollars from Resurfacing appro- priation in the Highway Department and Seven hundred ($700.00) dollars from General Expenses in the Highway Department to the Salary and Wages appropriation in the Highway Department, or take any action in relation thereto.


Article 6. To see if the Town will vote to transfer a sum of money from the appropriation for purchase of Tools, Materials and Equipment and for Trucking and Team Hire and Maintenance Expenses for WPA Projects, to the account for Salary and Wages therein, for the pur- pose of meeting expenses to be incurred for labor and maintenance of the new Athletic Field, or take any action in relation thereto.


Article 7. To see if the Town will vote to accept G. L. Chap. 85 Sec. 11A as last amended by Acts of 1941 Chap. 710, relative to the Registration of Bicycles, or take any action in relation thereto.


And you are hereby directed to serve this Warrant by publishing at least seven days before said meeting an attested copy of this warrant in the Milford Daily News, a newspaper published and having a general circulation in the Town of Milford, and by posting at least seven days
