Article 9. To see if the Town will appropriate from available funds under the excess and Deficiency Account a sum of money for use by the Board of Assessors in fixing the tax rate for 1942, or take any action in relation thereto.

Article 18. To see if the Town will vote to raise and appropriate the sum of One hundred and fifty dollars ($150.00) for the use of the Tree Warden for his car or take any action in relation thereto.
Article 19. To see if the Town will vote to accept the provisions of the General Laws (Ter. Ed.) Chapter 33, Sec. 54 inserted by the Acts of 1939, Chapter 425 relative to leave of absence for Town Officers or other employees for Military Service or take any action in relation thereto.
Article 20. To see if the Town will vote to raise and appropriate the sum of Eleven hundred and fifty dollars ($1150.00) to construct a stone curbing and cement con- crete sidewalk on the north side of Carroll Street approxi- mately a distance of 330 ft., and to change the grade of

the road for drainage purposes, or take any action in rela- tion thereto.
Article 21. To see if the Town will vote to increase the pay of the chairman of the Board of Public Welfare to Five hundred dollars ($500.00), and the two remaining members to Three hundred dollars ($300.00), per year, or take any action in relation thereto.
Article 22. To see if the Town will empower the Sewer Commissioners to appoint a Member of the Board as Superintendent of Sewers at an annual salary of Seven- teen hundred and sixty dollars ($1760.00), said salary to be appropriated from the General Sewer appropriation of the year in which said office is created.
Article 23. To see if the Town will raise and appropri- ate the sum of One thousand dollars ($1000.00) for use by the Sewer Commissioners for the purpose of purchas- ing a motor truck, or take any action in relation thereto.
Article 24. To see if the Town will vote to raise and appropriate a sum of money for the purpose of construct- ing a surface drain from its present termination on High- land Street northerly, or take any action in relation thereto.
Article 25. To see if the Town will vote to raise and appropriate the sum of Six thousand dollars ($6000.00) for the purpose of constructing sewers on Archer Street and on Ravenna Street, or take any action in relation thereto.
Article 26. To see if the Town will vote to raise and appropriate the sum of Five thousand dollars ($5000.00) for the improvement of Congress Street under Chap. 90, said money to be raised and appropriated only in the event that Five thousand dollars ($5000.00) is contrib- uted by the county and Ten thousand dollars ($10,000.00) is contributed by the State therefor, or take any action in relation thereto.
Article 27. To see if the Town will vote to raise and appropriate the sum of Thirteen thousand dollars ($13,000.00) to be used to meet the expenses of the Civilian Defense Committee, the same to be spent under

And you are hereby directed to serve this Warrant by publishing at least seven days before said meeting an attested copy of this warrant in the Milford Daily News, a newspaper published and having a general circulation in the Town of Milford, and by posting at least seven days before said meeting attested copies of this warrant in five or more public places located in said Milford.
Hereof Fail Not, and make due return of this War- rant with your doings thereon to the Clerk of said Town at the time of said meeting aforesaid.

ANNUAL TOWN MEETING, MARCH 11, 1942

At a legal meeting of the inhabitants of the Town of Milford qualified by law to vote in Town Affairs held in Town Hall on the eleventh day of March, 1942, the said inhabitants proceeded as follows :
The meeting was called to order by John T. Mc- Laughlin, Moderator, at 8:00 o'clock P.M.
The following Monitors to check the lists of Town Meeting Members and the Members-at-Large were ap- pointed by the Moderator :

· Elmer Nelson was appointed to fill the vacancy at Large incurred by the absence of Walter L. Adams.
The following were appointed to check the lists : George W. Billings, John J. Best, William E. Moore.
· There were 168 present which constituted a quorum. The Clerk read the warrant and the Officers return.
It was voted to dispense with the reading of the war- rant.
Article 2. Myron Morey, Secretary of the Finance Committee, presented the following report of the Finance Committee :
TO THE VOTERS OF MILFORD
We are in serious times. Federal expenses are run- ning to figures beyond our comprehension and these ex- penses are, of course, reflected in both direct and hidden Federal taxes. As a consequence it would appear that

local and selfish appropriations should be carefully studied and only those things which are NECESSARY to the town should be voted during the emergency. We therefore ask that each Town Meeting Member give more time than usual to careful thought about each item before voting on that item.
Realizing that living costs are increasing and that those engaged in defense work are able to work longer hours and receive a larger salary we have decided that certain, temporary at least, help should be given to town employees.
We have therefore passed the following vote and have adjusted the budget requests of each department in accord with the raises in pay involved.
"We recommend that all appointive employees of the town who have not received an increase in salary since January 1st, 1940, be given an increase of 10% ; that all appointive employees of the town who have received an increase in salary since January 1st, 1940, and before January 1st, 1942, be given an increase of 5% ; that there be no further increase to any ap- pointive employee whose salary has been increased since January 1st, 1942; that in no event shall any ap- pointive employee receive an increase of more than $200.00 per year; that all of said increases shall be effec- tive only for the period beginning March 1st, 1942, and ending March 1st, 1943, and that said increases shall be in addition to any step increases now in force."
This method may not satisfy all concerned but ap- peared fairer to us than only recommending raises to those who asked for them.

Article 3. Asks authority for Town Treasurer to borrow money for Town expenses, when approval is given by Selectmen. Finance Commission recommends that such authority be given.
Article 4. Asks authority for the Selectmen to take charge of all legal proceedings for or against the Town. Finance Commission recommends that such authority be given.
Article 5. Seeks to set the compensation of the Tax Collector for 1942. Finance Commission recommends that this amount be continued at $3,500.00.
Article 6. Asks that the $1,667.85 return from the County for 1941 Dog Taxes be appropriated to the Town Library. Finance Commission recommends that $350.00 be appropriated to salaries and wages and $1,317.85 to expenses under Library account.

Article 7. Asks that the Town choose a Director of County Aid to Agriculture. Finance Commission does not act on this article.
Article 8. Asks authority for the Selectmen for the year 1942 to sell any Real Estate acquired under Tax Title foreclosures. Finance Commission recommends that this authority be given.
Article 9. Asks for authority to use available funds against the total of Town appropriations for 1942. To be used by the Assessors in setting rate for 1942. Finance Commission recommends that a sum not to exceed $25,- 000.00 be authorized for this purpose from the E. and D. account.
Article 10. Asks the Town to raise and appropriate $780.00 to pay for clerk hire for the Town Clerk. Seeks to make this appropriation retroactive to January 1st, 1942. Finance Commission recommends that the sum of $400.00 be raised and appropriated to assist in cost of clerical work in Town Clerk's Department.
Article 11. Asks authority to transfer $1,400.00 from Machinery Fund of the Highway Department to the Machinery Account. Finance Commission recommends that this authority be given inasmuch as this money was earned by the Highway Department but cannot be used by that Department until transferred.
Article 12. Asks the Town to increase the salary of the Highway Surveyor. Finance Commission recom- mends that the salary for Highway Surveyor and Clerk of Highway Department be set at $2,400.00 per year, and that the Town raise and appropriate $400.00 for said pur- pose to be added to Salary and Wages account of the Highway Department.
