Report of the Milford Town Library
REPORT OF THE LIBRARY TRUSTEES
The Trustees of the Milford Town Library submit the following report for the year 1942 :-
There has been a decrease in the circulation of books. The downward trend in this circulation can be explained by the fact that many of the borrowers of the Library are engaged in different walks of life. Many are in the Armed Services and other War Activities and do not have the opportunity of using our Library facilities or the time previously had for reading. The funds at the disposal of the Library are limited and do not adequately supply our demands.
The Trustees have three of their close associates in the Armed Forces, Mr. David Davoren, a Trustee, Mr. William O'Brien, a past Trustee, and Mr. Robert Mc- Ginnis, former Librarian, to whom a leave of absence has been given for the Duration of the War. To these gentlemen the Trustees and the Library Staff extend heartiest good wishes and we hope for their safe and speedy return.
The Trustees also wish to extend their appreciation to every organization and individual, who donated books to the Library during the past year.
At this time, may the Trustees and Staff of the Library thank all who made donations to the Victory Campaign.
The Board respectfullly calls your attention to the Librarian's report which follows and which describes in detail the facilities offered by the Library and its activi- ties for the year 1942.

To the Trustees of the Milford Town Library :- Gentlemen :-
I herewith submit the following report for the year ending December 31, 1942.
CIRCULATION
The library was openi 302 days, during which time 46,039 books were loaned to patrons. This figure shows a loss of 13,045 as compared with 59,084, the circulation figure for the year 1941.
The highest daily circulation was 332 and the lowest was 34. The average daily circulation was 152.4.
There were 881 notices sent to delinquents. This ap- plies only to first notices.
The total registration as of December 31, 1942 was 4010.

NOTES
Through the kind co-operation of Mr. Robert Cene- della, a Library Trustee and Principal of the Stacy School, the Library has established a small Branch Li- brary in the Stacy School to serve the pupils there. Miss Harriett Carter has been in charge and has been very successful. The Librarian wishes to thank Miss Carter publicly for the intrest and effort she has put into this work. The Librarian wishes, too, to thank Mrs. Harriet Hunter and Miss Cecelia Wallace for their co-operation in every way. To the Part-time Assistants, Miss Benlac and Mr. H. O'Brien, the Librarian is grateful for their co-operation.
National Book Week was observed in November.
The Milford Teachers' Association very generously donated three books of religious nature to the Library. The Library has been redecorated, new lights and blinds installed.
We are exhibiting posters, pamphlets, and literature of War Defense and we are very happy to serve the pub- lic regarding War and Defense Information. Soldier's Handbooks have been purchased and placed at the dis- posal of all.

Town Counsel's Report
The suit in Worcester Superior Court against Ralph T. Harnden for breach of contract, arising out of the pur- chase by him of the Iron Foundry buildings, resulted in a finding for the Town of $2,080.00. Supplementary process proceedings on the judgment were filed in the District Court of Western Norfolk at Franklin on Sep- tember 24, 1942, which are still pending.
In 1942, 275 notices of tax taking of properties for back real estate taxes were prepared at the Tax Col- lector's request, as compared with 260 in 1941; 46 in- struments of taking were drawn during the year, as com- pared with eight in 1941; and nine tax titles previously taken were redeemed or disclaimed, adjustment of the tax being made by the taxpayer, as compared with ten in 1941.
Four petitions to foreclose tax titles in the Land Court were filed at the request of the Town Treasurer, which is one more than in 1941. One foreclosure case was disposed of during the year by adjustment with the taxpayer, approval being first obtained from the State Tax Commissioner. This leaves a total of five foreclosure cases pending, the two oldest ones not being reported as yet by the Land Court title examiner.
Two petitions for abatement of taxes were filed against the Assessors in the State Board of Tax Appeals, but these, with the one pending from last year, were ad- justed after hearing.
Four of the actions pending in the Superior Court against the Town for highway accidents were disposed of during the year. One tried to a jury resulted in a verdict of $2,400.00, which was later compromised in the process of the Town's taking an appeal to the Supreme Court. Two resulted in judgments for the Town and the remaining one was settled. There is one case pending in the District Court.

One new suit for sidewalk injuries was entered in 1942 as compared with three in 1941. There were two pending in the Superior Court on January 1, 1943 as against five on January 1, 1942.
Five notices of new claims were served on the Town Clerk in 1942 as compared with ten in 1941. Thirteen claims were settled without suit having been brought as compared with one in 1941.
Two claims for land damages arising out of Purchase Street construction were settled. One case for damages to a traffic light standard instituted by the Town is pending in the Superor Court at Worcester.
The City of Boston brought a suit in Suffolk County Superior Court against the Town for aid alleged to have been furnished Milford residents, and the Town has filed a counter-claim for aid furnished persons with Boston settlements, which are pending.
The Town has brought suit against the Town of Northbridge for aid furnished Northbridge residents, which is pending in Worcester County Superior Court.
A suit has been brought against the Town for dam- ages claimed for alleged breach of a garbage contract made in 1942 by the Board of Health, which is pending in the Superior Court of Worcester County.
A legacy of $500.00 was collected from the Estate of Carrie P. Reid in Suffolk County Probate Court, to be used for care of Vernon Grove Cemetery.
Two mortgages and bonds from Old Age recipients were prepared and recorded in the Registry of Deeds as required by G. L. (Ter. Ed.) Ch. 118-A (St. 1936, Ch. 436), the same number as in 1941. Nine discharges were prepared in favor of the estates of the recipients, as compared with two in 1941.
Numerous written opinions have been given to the various Town Departments, with duplicate copies to other

Departments affected; many letters have been written, deeds covering conveyances from and to the Town, con- tracts between the Town and third persons, and releases in cases of all claims against the Town were prepared and their execution attended to. Answers in suits, in which the Town was named as Trustee, have been prepared and filed.
An itemized list of the cases which have been dis- posed of, with the location and date of the same, is ap- pended hereto.

I submit herewith my report of an audit of the books and accounts of the town of Milford for the period from September 1, 1941 to June 14, 1942, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. Herman B. Dine, Assistant Director of Accounts.

Sir:
In accordance with your instructions, I have made an audit of the books and accounts of the town of Mil- ford for the period from September 1, 1941, the date of the previous audit, to June 14, 1942, the following report being submitted thereon:
The financial transactions as recorded on the books of the several departments receiving or disbursing money for the town, or committing bills for collection, were examined and reconciled with the books and records in the town accountant's office.
The books and accounts in the town accountant's of- five were examined and checked in detail. The recorded receipts were verified by comparison with the treasurer's books and with the records in the several departments making the original charges. The disbursements were checked with the warrants authorizing the treasurer to disburse town funds and with the payments as shown by the treasurer's books. Approved vouchers and payrolls were examined and checked with the books of original entry, and the recorded appropriations and transfers voted by the town were verified by comparison with the town clerk's records of town meetings.
