Annual Report of the Board of Selectmen
The Selectmen organized March 5, 1946, Adam F. Diorio being chosen chairman.
The Zoning By-Laws were approved by the Attor- ney General during the year, thus culminating a ten year effort to establish some regulation in the location and operation of trading and manufacturing establishments. The Selectmen are of the opinion that in practice they have worked out very well but feel that the Zoning By- Laws should be amended. Now no owner of a home in the residence zone can have forced upon him as a neighbor, an undesired business, without an opportunity of being heard. At the same time the zoning laws in Milford are far less stringent than those in most other towns, and afford the widest latitude in construction on all lots re- gardless of size or set backs from street lines.
A majority of the Board of Selectmen have voted to establish parking meters in parts of the business section. An opinion from the Town Counsel in writing was ob- tained as to their legality and until some court of last resort decides otherwise, that opinion stands. To remove all doubt on this point, however, a special legislative committee is expected to recommend to the 1947 Legis- lature an act specifically authorizing their use.
Experience has proven that the all day parker where the meters are located, has been eliminated, leaving space for motorists to park to do business and drive off, leaving: the space for somebody else.
While the plan is not designed as a revenue producer, the receipts from the meters have been surprisingly large, and by appropriation in Town Meeting, can be used for all purposes incidental to traffic regulation.
The vaults which contain Town Records in Town Hall are woefully inadequate. Vital Statistics, such as birth, marriage and death records are kept in non-fire proof containers for want of room. Other irreplaceable

Town Records increasing daily, are similarly exposed. The Board of Selectmen of 1945 instituted a project, with financial assistance from the Federal Works agency, to remodel the interior of Town Hall, which in part, would have provided for two thirty feet vaults with en- trances on the first and basement floors, totaling sixty feet. A cash advance was actually received from the Fed- eral Treasury in 1946 for part of the cost. The Legisla- ture of 1946 at the request of the 1945 board passed a special act authorizing the Town to make the improve- ment. An article in the March 1946 Town Meeting pro- viding for the work was passed over on a voice vote, and again passed over on a voice vote at the Special Town Meeting in December 1946.
The Board of Selectmen or a majority of them at least, believe it was a mistake to pass by this opportunity of modernizing the interior of the Town Hall, with part of the expense being borne by the Federal Government, and at the same time provide fire proof vaults to keep records, which when once lost, will result in irretrievable damage and harm to all citizens and their decendants, who some time in future years may require them.
We also recommend that a suitable appropriation be made for Cedar Swamp Pond Development so that the channel can be kept clean and not accumulate with debris and rubbish to be drained down under the covered chan- nel beneath Calzone Park and block it, increased appro- priation to repair existing street signs, and install new ones where needed, that a committee be appointed to in- vestigate the construction of a public parking space near the business section and the acquisition of land therefor, and that money be appropriated to wall in the area sur- rounding the Town Dump on Cedar Street, so that even- tually it can be entirely filled in, the top graded and seeded.
These are all capital improvements, and should re- ceive the same attention that is given to meet the going expenses such as salaries, wages and operation costs.
