The twenty thousand dollars ($20,000.00) appro- priated for the purpose of purchasing two (2) new pump- ing engines was based on estimates received from repu- table manufacturers of Fire Apparatus prior to the March 1946 Town Meeting but between the time the estimates were received and the money voted, the cost of Fire Apparatus increased about thirty five (35) per- cent. It was therefore impossible to purchase or con- tract for their delivery because of insufficient funds. It will be necessary to supplement the appropriation already made for this purpose if we are to purchase the much needed equipment during the year 1947.

Report of the Tree Warden and Gypsy Moth Superintendent


I hereby submit my annual report on the care and removal of trees and brush.


On April 17 and 18, I sprayed for Tent Caterpillers and used three thousand gallons of spray. The formula I used during power spraying was one pound of D.D.T. and six pounds of arsenic to one hundred gallons of water.


During the week of June 3rd to the 8th, I sprayed for Gypsy Moths and Elmleaf Beetles and used twenty- six thousand, five hundred gallons of spray.


During the week of August 8th and 9th, we sprayed for Fall Webworms and used 5,400 gallons of spray.


On June 24, 25, and 26, we sprayed the outskirts and backroads by airplane, but we used one hundred and twenty gallons of fuel oil and forty-six gallons of D.D.T. We should have sprayed a week or so earlier by airplane, but because of difficulties Mr. Millis had in getting parts, we could not get to do it sooner, but the spray did a very fine job. I hope that we will continue this program of spraying. The roadsides also have shown a decided im- provement by spraying with this new formula of D.D.T. and we have eliminated about seventy-five per cent of Tent Caterpillers and Fall Webworms.


On the week of April 26, we planted fifty-six trees, all of which lived with the exception of one.


On the week of May 24, we planted fifty trees at the Memorial Park below Fino Field, all but a few lived, be- cause it was so late in the season.

On the night of June 8th, we had a very severe wind- storm and 11 trees were blown down, besides numerous branches being broken off. With the help of the highway surveyor and other men, we worked all night and the following day opening all roads by the following night.


Brush has been removed from Beaver Street, Maple Street, Asylum Street, Fiskmill Road, Medway Road, Silver Hill Road, Cedar Street and parts of Purchase Street.


Besides the eleven trees blown down, I have had to - remove twelve other trees that have had to be taken down since I have been in office.


I have received the new power machine this year, and it has been quite an asset to my department.

Town Counsel's Report


In 1946, 9 notices of tax taking of properties for un- paid real estate taxes were prepared at the request of the Tax Collector as compared with 58 in 1945 and 65 in 1944; 6 instruments of taking were prepared in 1946, the same number as in 1945 and 1944. One tax sale deed was drawn and recorded for non-payment of real estate taxes, which the Town had to buy in as no bidder ap- peared.


Four assignments of existing tax titles were pre- pared at the request of the Town Treasurer, notice to the taxpayer first having been given as required by General Laws (Ter. Ed.) Chapter 60, section 52 as amended by Statute 1936, Chapter 392, one of which was redeemed after such notice; 8 redemptions or disclaimers of tax titles were drawn in 1946 as against 11 in 1945 and 10 in 1944.


Notice of 9 new claims for personal injuries or prop- erty damage against the Town were received as compared with 7 in 1945 and 5 in 1944. Five claims were settled without suit having been brought. Three suits for dam- ages were filed in the Superior Court, two against the Town and one against a Town employee. One case in the District Court is pending.


Four cases with Boston and Worcester, involving welfare aid, are still pending in the Superior Court, and two new ones with Boston and Worcester were filed. A suit by the Town for damage to the flashing light stan- dard at South Main Street was brought and is still pend- ing. One mandamus case against the Board of Health is still pending in the Superior Court, waiting for a deci- sion by the Court on a Master's Report.


One bond and mortgage were drawn for old age re- cipients, at the request of the Welfare Board.

Numerous written opinions have been given to vari- ous Town Departments, with copies to other boards where needed. Deeds and leases, contracts between the Town and third parties, and releases in all disposed of claims have been prepared and executed.


Attendance was given to various hearings before State Departments and before a Legislative Committee for passage of a Bill to secure Federal aid for repairs to the interior of the Town Hall. Partial advance of Fed- eral funds was received by the Town to cover this work, but the Town Meeting refused to go through with the project.

Report of the Planning Board for 1946


To the Citizens of the Town of Milford :


In passing familiar surroundings does anyone ask, "Do these well known landmarks represent the best pos- sible arrangement for meeting the needs and possibili- ties of my town?" Deterioration occurs to our houses, our furniture, and our clothing. But do we ever think that our town can depreciate, fall apart, or go out of style? With this in mind the planning board submits the following suggestions to the various town departments and to the townspeople as a whole.


1. Monthly Trash and Rubbish Collections


At the present time the citizens have the opportuni- ty of ridding their premises of trash and rubbish during the one week set aside as "Clean-Up Week". It is felt that by the proper sectioning of the town into districts and by alloting certain days to each district that this service can be rendered monthly.


2. Waste Disposal Plant


It is hoped that in 1947 some definite action will be taken in reference to the town dump on Cedar Street. This project should be placed under the jurisdiction of the Highway Department and a sufficient appropriation should be made to cover the work in this area. At present the conditions existing at the dump are not such as would point to a progressive town. It is suggested that the town appropriate and set aside a sum of money for a few years and seriously consider the construction of an in- cineration plant. Several towns throughout the nation have solved their Waste Disposal problems by incinera-

tion. Brookline and Hull, Mass., already have plants in operation for over 20 years. Many of the servicemen have seen the standard incinerators in operation at many posts throughout the country.


3. Automatic Voting Machines


At the present time more than 3,500 cities and towns from coast to coast are using these machines and the board considers them to be a better and less expensive voting system. The use of these machines will cut down the expense entailed in a recount of votes, and election reports can be given to the public a few minutes after the last voter has cast his or her vote. The machines would pay for themselves in the course of years by elim- inating the personnel required to count the votes.


4. Smoke Control


It is recommended that legislative action be taken to adopt a town by-law for smoke control. If this is adopt- ed all large fuel users will install the latest and most ef- ficient smoke prevention devices.


5. Street Flusher and Sprinkler


In many cities during the summer months, their streets are kept clean and cool by the use of a street flusher truck. This truck could be used in the winter to increase the highway snow-removal equipment. It is hoped that the Highway Department will include this item in their future budget.


6. Garbage Collection


It is recommended that the town purchase two auto- matic loading, all enclosed garbage collection trucks. These trucks would be rented to the successful bidders and they would be responsible for the cost of mainten- ance and repairs.


7. Bus Terminal

The board during the past year has considered the problem of a bus terminal in the center of town. The board in its future meetings will give this problem more careful and detailed study.


8. Comfort Station


The installation of a comfort station is a must for 1947. The board feels that with the cooperation of the Park Department and if there are no by-laws preventing it that the area on the corner of Park and Congress Streets may be set aside for this purpose.


9. War Memorial


During the past year the board has discussed this project. It feels that a fitting Memorial Recreation Cen- ter should be established in Milford. A project of this type can run from a small building to a million dollar plant.


It is realized that all of the suggestions mentioned above can not be adopted in one year. It is hoped that as many as possible will be adopted. The above are not presented as the best possible solution to each problem but they are submitted with the purpose of stimulating discussion and thereby reaching a solution for the bet- terment of our community. Planning Board meetings are open to the public and persons interested are invited to attend.
