ADJOURNED TOWN MEETING, January 2, 1946
The meeting was called to order by Moderator John F. Curran and the Monitors checked the lists and 87 being present not a sufficient number to constitute a quorum a motion was made and seconded that a fifteen minute recess be declared to see if members could be contacted and a quorum be present.
A second check was taken by the Monitors and 91 being present still an insufficient number to constitute a quorum. The meeting was adjourned to Friday, January 4th, 1946 at 8 P.M.

ADJOURNED TOWN MEETING, January 4, 1946 at 8 P.M.
The meeting was called to order by Moderator John F. Curran, and the Monitors were presented the lists. The check showed 122 present enough for a quorum so the Clerk read the Warrant and the officer's return.
Article 1. Voted: That the Town vote to transfer the sum of Ten thousand, eight hundred dollars ($10,- 800.00) from the Excess and Deficiency Account to the Highway Department Snow Removal Account.
Voted: To pass over the remainder of the article.
Article 2. Voted: That the Town vote to transfer the sum of One hundred forty-three dollars and fifty-six cents ($143.56) from the Excess and Deficiency Account to the Town Hall Expense Account.
Voted: To pass over the remainder of the article.
Article 3. Voted: That the Town vote to transfer the sum of One hundred thirty dollars and six cents ($130.06) from the Excess and Deficiency Account to the Street Lights' Account.

Pursuant to the foregoing warrant issued by the Selectmen of Milford the polls were opened at 8 A.M. Precinct Officers appointed by the Selectmen appeared before Catherine L. Coyne, Town Clerk and were sworn in.
Ballots cast in the several precincts and the voting lists were sealed and certified by the Election Officers and delivered to the Town Clerk, March 4-5, 1946.

Chap. 727 AN ACT RELATIVE TO EQUAL PAY FOR MEN AND WOMEN TEACHERS
Be it enacted, etc., as follows :
SECTION 1. Chapter seventy-one of the General Laws is hereby amended by striking out section forty as amended, and inserting in place thereof the following section :- SECTION 40. The compensation of every teacher employed in any public day school in the common- wealth, except persons in training and those employed as temporary substitute, shall be at a rate of not less than one thousand dollars in towns of less than two million five hundred thousand dollars valuation for the fiscal year preceding and in all other towns at a rate of not less than twelve hundred dollars for the school year in that school. Women teachers employed in the same grades and doing the same type of work with the same prepara- tion and training as men teachers shall be paid at the same rate as men teachers.
SECTION 2. This act shall be in force only in such cities and towns as accept the same, in a city by vote at a regular or biennial city election and in a town by vote at an annual town meeting, in answer to the following question : "Shall an act passed by the general court in the year nineteen hundred and forty-five, entitled 'An Act relative to equal pay for men and women teachers', be in force in this city (or town) ?",

ANNUAL TOWN MEETING, MARCH 13, 1946 Commonwealth of Massachusetts

Milford, March 13, 1946
At a legal meeting of the inhabitants of the Town of Milford qualified by law to vote in Town Affairs held in Town Hall on the thirteenth day of March A.D. 1946, the said inhabitants proceeded as follows :
The annual meeting was called to order by John F. Curran, Moderator and the Monitors were sworn in. The following persons were appointed Monitors for 1946:

Precinct 1 John F. Maher
Precinct 2
Joseph L. DeLuca
Precinct 3 William J. Moore
Precinct 4 Alfred Daigle
Precinct 5
L. Blaine Libbey
The Monitors checked the lists of Members present and there were 167 persons present, a sufficient number to constitute a quorum, so therefore the meeting was opened by the Clerk reading the warrant and the officer's return thereon.

Mr. Murray, through the Chair addressed the meet- ing and referred to the passing of the late John T. Mc- Loughlin who was Moderator for many years, also, he referred to the passing of Alfred P. Henderson, a Mem- ber of the Board of Public Welfare and a Town Meeting Member. He made a motion that a committee to formu- late resolutions on the passing of these members be appointed by the Moderator, and the motion was seconded.
Mr. William J. Moore addressed the meeting through the Chair and made a motion that the Board of Select- men, the Town Counsel and Town Clerk be appointed members of a committee to draw up Resolutions on any members passing in 1946. Mr. Moore stated that in the past Resolutions on Members often appear in the annual report of the following year instead of the year that the member served and thought as long as the above persons met weekly that the matter could be taken care of in the year that the person served.
The motion was seconded and the town voted that the Board of Selectmen, Town Counsel and Town Clerk be appointed members of a committee to draw up Reso- lutions on any Members who may. pass away in 1946.
Under Article 1, Rules were presented to the meet- ing by the Chairman of the Rules Committee, James E. Birmingham. The following is the report submitted.
The Committee appointed by the Moderator at the last Town Meeting, make the following report and re- commend the adoption of the following rules for the Town Meeting.
Rule 1
A meeting of a majority of the members of a pre- cinct shall constitute a quorum and they shall elect from their own number a chairman and a clerk. The chairman shall act as monitor for the precinct.
