For the first time in over twenty-five years, the Mil- ford Teachers' Association attained a one-hundred per cent membership. Of this fact we are very proud.


Several of our meetings were devoted to a discussion of the important question of teachers' salaries and of the justifiable reasons for requesting that substantial in- creases be granted locally to the members of a long under- paid profession. This, however, is not a local problem : It is a nationwide one that daily gains favorable recogni- tion and comments on the streets, in the press, and on the air. Our Salary Committee, composed of David I. Davoren, chairman, Miss Rose Bertorelli, Miss Mary Gil- more, Miss Agnes Lynch, Miss Dorcas Whipple, and our President, Mr. Harold M. Moran worked patiently, dili- gently, and well in securing and imparting vital and per- tinent information on the subject of our request for an increase in our salary that will be in keeping with the trend to help to attract to and retain in the teaching pro- fession the persons best qualified to teach the youth of Milford and America. It is the hope of the Association that the School Committee will invite a committee of teachers from the Association to work with the School

Committee and superintendent of schools in revising the present outmoded salary schedule so that a teacher's years of training, experience, and professional improve- ment will be considered and evaluated before a beginning teacher can advance to the maximum established for a certain position.


The Association, together with other school depart- ment employees, presented in September a purse of money and a beautiful floral bouquet to both the Misses Martha Toher, and Mary Mullane, former members, who retired last June after several years of faithful service in the classroom. We wish them many years of good health and contentment. They will be remembered again at Christmas time, as will all former living members of the Association, an activity continued by the Association for many years.


The Association's Library Committee again pur- chased a valuable set of reference books for our Town Library. The Association purchased another Health Bond this year to aid the Southern Worcester County Red Cross Seal Committee in its campaign to help stamp out tuberculosis. Miss Rita M. Daigle, a past-president of the Association, is local chairman of the drive.


We note with regret the deaths in service of two of our members, Superintendent of Schools, Frank C. Berry, a past President of the Association, and of Miss Mary E. Kelly, a teacher, in the Stacy school. We also record with regret the deaths of three retired teachers and former members, namely, Mrs. Katherine Edwards, Miss Jennie McGann, and Miss Agnes S. Mc- Dermott. Well done, thy good and faithful servants. May God reward you all in your Heavenly classrooms, where we hope that the Eternal Light will shine upon you.

Herewith I submit my annual report of the financial transactions of the Town of Milford for the year end- ing December 31, 1946.


Included is a Detailed Report of the Receipts from all sources of Income, a Detailed Report of the Expendi- tures of each Department and Account, a Recapitulation and Estimate Table showing the Appropriation, Receipts and Transfers, Expenditures, and Balance December 31, 1946 and the estimated cost to run various departments as submitted by them for the coming year.


Included also is the usual Balance Sheet, a table showing the Salaries paid Town Officers and also a De- tailed Summary of the Net Funded or Fixed Debt of the Town.
