Rule 2


The Monitors of each precinct shall receive from the Town Clerk a list of representative meeting members in their precincts and shall by roll-call then check the names of the members present or absent on said lists, these lists to be filed with the Town Clerk.

Rule 3


Upon the request of 12 Town Meeting Members the vote shall be taken by ballot and the use of the check list in the following manner: The Monitor of each Pre- cinct and of the delegates-at-large shall furnish the mem- bers of his division with ballots: as each ballot is de- posited the voters name shall be checked by the Monitor; when all have voted who wish to do so, the Monitors shall deliver the ballots to a committee appointed by the Moderator; said ballots shall be deposited in one recep- tacle and thereupon said committee shall proceed to sort and count the ballots and report the accumulated result to the Town Clerk.


This rule shall not be altered, suspended or repealed except by a vote taken by ballot.


Adoption of these rules by the body repeals all previous rules.

Voted: That in taking action under Article 2 of the Warrant, that the Rule passed in 1941 be followed name- ly : that there be reading of each one of the budget items, together with the amount requested and the recommen- dation of the Finance Commission; that as each item is read, any voter who desires to object to the amount re- commended by the Finance Committee shall state that he objects thereto ; after all the items have been read, a mo- tion be made incorporating all these items to which no objection has been made. After such vote has been taken, the items to which objection has been made shall be taken up separately for action thereon.

Article 3. Voted: That the Town Treasurer, with the approval of the Selectmen, be and hereby is autho- rized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1947, and to issue a note or notes therefor, payable within one year, and to renew such note or notes as may have been given for a period of less than one year, in accordance with Sec. 17, Chap. 44 of the General Laws.


The vote was unanimous.


Article 4. Voted: That the Town vote to authorize the Selectmen to take charge of all legal proceedings for or against the Town.


Article 5. Voted: That the salary of the Tax Col- lector for the year 1946 be set at $3,700.00.


Article 6. Voted: That the Town vote to choose Mrs. Lillian Luby as Director of County Aid to Agricul- ture in accordance with the Provisions of Chapter 128 of the General Laws.


Article 7. Voted: That the Town vote to authorize the Selectmen to sell any or all real estate owned by the Town by reason of the foreclosure of tax titles thereon, and to execute, acknowledge, and deliver a proper deed therefor, authority therefor to terminate March 1, 1947.

Article 8. A motion was made and seconded to postpone action under Article 8 until after the last article in the warrant.


Article 9. Voted: That the Town vote to establish the salary of the Town Treasurer, at $1850.00 per annum.


Article 10. Voted: That the Town vote to accept the recommendation of the Finance Commission and es- tablish the salary of the Highway Surveyor at Three thousand ($3,000.00) dollars for the ensuing year.


Article 11. Voted: That the Town vote to raise and appropriate the sum of One thousand ($1,000.00) dollars for the improvement of Mellen Street Bridge, said money to be expended in conjunction with an equal amount that may be allotted by the Town of Hopedale for said purpose, money to be expended under the supervision of the Selectmen and the Highway Surveyor.


Article 12. Voted: That the Town vote to raise and appropriate the sum of Twelve hundred and fifty ($1250.00) dollars for the improvement of Howard Street Bridge, said money to be used in conjunction with money that may be allotted by the Town of Hopedale for said purpose, money to be expended under the supervision of the Selectmen and Highway Surveyor.


Article 13. Voted: That the Town vote to raise and appropriate the sum of Six thousand ($6,000.00) dollars for the improvement of Depot Street Chapter 90 Con- struction, said money to be used in conjunction with money that may be allotted by the State and County or both for said purpose, the same to be expended under the supervision of the Selectmen and the Highway Sur- veyor.


The meeting was adjourned at 10:35 P.M. until March 18th at 8 P.M.

The meeting was called to order by Moderator Cur- ran and the Monitors checked the lists. There being 137 persons present, enough to constitute a quorum the meet- ing was opened.

Article 16. A motion was made that the Town vote with the Annual Election in 1947 that the Town Clerk shall be elected for a term of three years, instead of one year as heretofore.

Article 17. A motion was made that the Town vote to raise and appropriate the sum of Four thousand three hundred nine dollars and sixteen cents ($4,309.16) to be used for the purpose of paying the balance of the Tax Title Loan due from the Town to the Commonwealth of Massachusetts.


An amendment to the motion was made that the Town raise and appropriate the sum of Two thousand nine hundred fifty-three dollars and twenty cents ($2,- 953.20) to be used for the purpose of paying the balance of the Tax Title Loan due from the Town to the Com- monwealth of Massachusetts, and it was so voted.


Article 18. Voted: To pass over the article.


Article 19. A motion was made that the Town vote to appropriate the sum of Six thousand two hundred thirty-one dollars and thirty-one cents ($6,231.31) from the unexpended Civilian Defense Account, for the pur- pose of celebrating the return of the men and women who served in or were affiliated or associated with the armed forces of the United States in World War II as authorized by the Acts of 1946 Chapter 1. This celebra- tion to be held after September 1st, 1946.


An amendment to the motion was made that action on this article to be taken up after action on Article 23.


Article 20. Voted: That the Town vote to appro- priate the dog tax of Fifteen hundred and nineteen dol- lars and fifty-cents ($1,519.50) for Town Library.


Article 21. A motion was made that the term of the Tree Warden be set for three (3) years. The motion was lost.


Article 22. Voted: That the wages of the Tree Warden be set at One ($1.00) dollar per hour.


Article 23. A motion was made that the sum of Three Hundred fifty dollars ($350.00) be raised and ap- propriated for the purchase of a power saw for use by the Tree Department.

Article 24. A motion was made that the Town vote to raise and appropriate the sum of Two hundred ($200.00) dollars for the purpose of meeting the cost of making the survey of the location of a proposed street known as Pine Island Road leading from Camp Street to North Pond.


Voted: To pass over the article.


Under Article 25 the Clerk read the following lay- out :


Front Street


Beginning at a stone bound in the Northerly side of Central Street and being 49.5 feet southeast of a stone bound at the intersection of westerly line of a right of way, called Front Street, and said northerly line of Cen- tral Street at land of Locke-Lumber Co., thence turning an interior angle of 93 degrees, 55 minutes and running north 31 degrees, 45 minutes East a distance of 392.35 feet to a stone bound in the Northerly line of a 25 feet of Right of Way and land of Knott Tool Co., thence turn- ing an interior angle of 91 degrees 51 minutes and run- ning northwesterly and bounding Northerly by land of Knott Tool Co. a distance of 130.83 feet more or less to a stone bound at land of Boston and Albany Railroad Co., thence turning an interior angle of 90 degrees and running Southwest 25 feet to a stone bound at land of Bradbury-Locke, Lumber Co., then turning an interior angle of 90 degrees and running southeasterly and bound- ing Southerly by land of said Bradbury-Locke Co. a dis- tance of 94.83 feet to a stone bound in the Westerly side of the proposed Layout of Front Street, said point being 36 feet West of the first described line, thence turning an interior angle of 271 degrees 51 minutes and running

south 31 degrees, 45 minutes West and parallel to the first described line and 36 feet West thereof a distance of 367.35 feet more or less to a stone bound in the Northerly side of Central Street, thence turning an interior angle of 86 degrees, 05 minutes and running Southeast along the North line of Central Street a distance of 36 feet to point of beginning, said street shall be 36 feet wide for a distance of 367.35 feet and 25 feet wide for a distance of 130.83 feet more or less to land of Boston and Albany Railroad Co.

Voted: That the Town vote to accept and allow the report of the Selectmen on the laying out of a public way a private way known as Front Street.


Article 26. A motion was made that the Town vote to raise and appropriate the sum of Forty-two hundred ($4200.00) dollars for the purpose of constructing a side- walk on Lawrence Street.


It was voted to pass over the article.


Article 27. A motion was made that the Town vote to raise and appropriate the sum of Sixty-four hundred fifty-two ($6452.00) dollars for the purpose of construct- ing a sidewalk on the southerly side of Medway Street . from the easterly end of present sidewalk to a point opposite the entrance to the Sacred Heart Cemetery.


Voted: To pass over the article.


Article 28. Voted: To pass over the article.


Article 29. Voted: That the Town vote to fix the annual salary of the Superintendent of Sewers at the rate of Two thousand one hundred seventy four ($2,- 174.00) dollars per annum, said salary to be appropriated from the Sewer Appropriation for Salaries and Wages for the year in which said office is created.

It was now moved to reconsider Article 27. A stand- ing vote was taken and 69 having voted in favor of re- considering and 6 having voted as opposing the recon- sideration the motion was carried.


Voted: That the Town vote to raise and appropriate the sum of Sixty-four hundred fifty-two ($6452.00) dol- lars for the purpose of constructing a sidewalk on the south side of Medway Street from the easterly end of present sidewalk to a point opposite the entrance to the Sacred Heart Cemetery.


Article 30. A motion to pass over was lost and it was moved and seconded that Articles 30 and 51 be con- sidered jointly and it was so voted.


A motion was made that the Town vote to raise and appropriate the sum of Thirty one thousand four hundred ($31,400.00) dollars for the construction of a sewer on Center Street and extension of same on East Street under Articles 30 and 50. It was

Article 31. A motion was made that the Town vote to authorize the Selectmen to deed as a gift any vacant land owned by the Town by reason of the foreclosure of Tax Titles thereon to any Veteran of World War II for . the purpose of constructing and building a home thereon for his own use or any of his family.


Voted: To pass over the article.


Article 32. Voted: That the Town vote to authorize the Selectmen to appoint a committee of twenty-five (25) citizens for the purpose of raising funds by sub- scription to be used for the construction of a Community House as a War Memorial for the Veterans of World War II.

An amendment to the motion was made and seconded that this celebration be held after September 1946 and that the money be spent under the direction of a com- mittee of 15 World War II Veterans appointed by the Moderator. It was

Article 34. A motion was made that the Town vote to appropriate the sum of Eighty-three thousand ($83,- 000.00) dollars for the purpose of making alterations to and repairs of the Town Hall building in accordance with plans and specifications drawn by Wendell T. Phillips, Architect, and to meet said appropriation, to raise the amount of Twenty-five thousand ($25,000.00) dollars in the tax levy of the current year, and authorize the Treas- urer, to borrow a sum not to exceed Fifty-eight thous- and ($58,000.00) dollars and to issue bonds or notes of the Town therefor, in accordance with and as authorized by the Provisions of Chapter 54 of the Acts of 1946.
