I submit herewith my report of an audit of the books and accounts of the town of Milford for the period from April 15, 1958 to April 27, 1959, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. William Schwartz, Assistant Director of Accounts.

As directed by you, I have made an audit of the books and accounts of the town of Milford for the period from April 15, 1958, the date of the previous audit, to April 27, 1959, and report thereon as follows:
The financial transactions, as recorded on the books of the several departments receiving or disbursing money for the town or

committing bills for collection, were examined, checked, and verified by comparison with the records in the offices of the town accountant and the town treasurer.
The books and accounts in the town accountant's office were examined and checked, the recorded receipts being compared with the treasurer's books and with the records in the several depart- ments collecting money for the town. The payments, as entered, were checked with the treasurer's books and with the treasury warrants, while the appropriations and transfers were compared with the town clerk's records of financial votes passed by the town meetings and with the finance committee's authorizations of trans- fers from the reserve fund.
The general and appropriation ledger accounts were analyzed, the necessary adjustments resulting from the audit were made, and a balance sheet, a copy of which is appended to this report, was prepared showing the financial condition of the town on April 27,1959.
The books and accounts of the town treasurer were examined and checked in detail. The cash book was footed and the recorded receipts were compared with the town accountant's books, with the departmental records of payments to the treasurer, and with other sources from which money was paid into the town treasury. The payments were checked with the warrants approved by the select- men and with the town accountant's books.
The treasurer's cash balance on April 27, 1959 was proved by reconciliation of the bank balances with statements furnished by the banks of deposit, by certification of the United States Treasury Bills, and by actual count of the cash in the office.
The maturing debt and interest payments were proved with the amounts falling due and checked with the cancelled securities on file. The outstanding coupons on April 27, 1959 were listed and reconciled with the balance in the bond and coupon account as shown by a statement received from the bank of deposit.
The records of payroll deductions for Federal and State taxes, for the purchase of savings bonds, for Blue Cross and Blue Shield, and for group insurance premiums, were examined. The deductions

were footed; the purchase of savings bonds and the refunds to employees, as well as the payments to the proper agencies, were verified; and the balances on hand were reconciled with the respective controls in the accountant's ledger.
The records of collections from parking meters were examined and compared with the treasurer's recorded receipts.
The savings bank books and securities representing the invest- ments of the trust, investment, and retirement funds in the custody of the town treasurer were examined and listed. The income was proved and all transactions and balances were verified and com- pared with the books of the accountant, and, in the case of the retirement funds, with the records of the retirement board.
The records of tax titles and tax possessions held by the town were examined and checked. The amounts transferred to the tax title account were checked with the collector's books and the ac- counts on hand were listed and checked with the records at the Registry of Deeds.
The books and accounts of the tax collector were examined and checked in detail. The taxes, excise, and assessments out- standing at the time of the previous audit, as well as all subsequent commitments, were audited and proved. The recorded collections were checked with the payments to the treasurer, as shown by the treasurer's and the accountant's books; the abatements, as entered, were compared with the assessors' records of abatements granted; the transfers to the tax title account were proved; and the out- standing accounts were listed and reconciled with the controlling accounts in the accountant's ledger.
Further verification of the outstanding tax, excise, and assess- ment accounts was made by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.
In order to reconcile the collector's accounts it was necessary to check postings in detail, which added substantially to the length of time consumed in auditing the accounts.

It is recommended that the collector make a determined effort to secure a prompt settlement of all delinquent accounts.
The records of deferred sewer assessments were examined. The payments in advance were checked with the treasurer's recorded receipts, the amounts added to taxes were verified, and the appor- tionments due in future years were listed and proved with the ledger controls.
The financial records of the town clerk were examined and checked. The collections on account of dog and sporting licenses issued, and from miscellaneous charges, were verified and compared with the payments to the town treasurer and to the Division of Fisheries and Game. The cash book was footed and the cash bal- ance on April 27, 1959 was verified by actual count of the cash in the office and by reconciliation of the bank balance with a state- ment furnished by the bank of deposit.
The records of departmental cash collections by the board of selectmen and the sealer of weights and measures, as well as by the police, health, school, library, and cemetery departments, and by all other departments in which money was collected for the town, were examined and checked. The payments to the town treasurer were verified by comparison with the treasurer's and the account- ant's books, and the cash on hand in the several departments, including petty cash advances, was proved by actual count.
The surety bonds of the officials required by law to furnish them for the faithful performance of their duties were examined and found to be in proper form.
In addition to the balance sheet, there are appended to this report tables showing reconciliations of the several cash accounts, summaries of the tax, excise, assessment, tax title, and departmental accounts, as well as schedules showing the transactions and con- dition of the trust, investment, and retirement funds.
For the cooperation extended by the several town officials dur- ing the progress of the audit, I wish, on behalf of my assistants and for myself, to express appreciation.
