time to time in anticipation of the revenue of the financial year beginning January 1st, 1960, and to issue a note or notes therefore, payable within one year, and to renew such note or notes as may be given for a period of less than one year, in accordance with Sec. 17, Chap. 44 of the G. L.

Voted: That the Town vote to authorize the Sewer Commissioners to appoint a member of the Sewer Commissioners to the position of part-time Superintendent of Sewers that the com- pensation of said appointee be $1,320.00, retroactive to January 1st, 1960, in compliance with Chapter 41, Section 4A of the Gen- eral Laws.

The meeting was called to order at 8 P.M. by Moderator Curran. There were 154 members present.


Article 9. Voted: That the town raise and appropriate the sum of $3,000.00 for the reconstruction, repair, remodelling and repainting of the southwesterly side of Town Hall, money to be expended by the Board of Selectmen.


At this time it moved and seconded to reconsider Article 2 by unanimous vote.


It was moved and seconded to reconsider the Finance Com- mittee's Report and it was so voted by unanimous consent, same was amended to read as follows:


Highways-Snow and Ice Removal-Voted: That the town vote to raise and appropriate the sum of Thirty-four thousand ($34,000.00) dollars for the Snow Removal Account of the Highway Department.


It was moved and seconded that the Finance Committee's Report be amended to read as follows:

Said sum of money to be used and expended by and under the supervision of the Park Commissioners.

Article 47. Voted: That the Town vote to transfer the sum of Nineteen thousand, seventy-seven ($19,077.00) dollars and sixty- nine (.69) cents for the reconstruction of West Fountain Street from Congress Street to Godfrey Brook, said reconstruction to be done under Chapter 718.

Ed.) Chapter 121, Section 26QQ, as amended, to establish a Redevelopment Authority in that connection to make any and all determinations deemed necessary and desirable thereto.

Article 53. Voted: To raise and appropriate the sum of $2,000 for the purpose of preparing and publishing a valuation book covering valuations of all real and personal estates in the Town, the

same to be expended under the jurisdiction of the Board of Assessors, copies thereof to be issued to the public at a cost of not less than fifty cents for each book.


Article 54. Voted: That the Town vote to raise and appro- priate the sum of Eight hundred ($800.00) dollars for the purpose of maintaining the Industrial Development Commission and to defray the expenses incurred by said Commission in promoting business and industry in Milford, and for expenditures made in inducing industry and business to locate in Milford, Massachusetts.


Article 55. Voted that the Town vote to appropriate the Dog Tax of Sixteen Hundred, Fifty-Three Dollars and Thirty-Three Cents ($1,653.33), to the Salaries and Wages Account of Town Library.


Article 56. Voted: That the Town vote to raise and appro- priate the sum of Eighteen Hundred Dollars ($1,800.00) for the purpose of constructing a Basketball Court at Tomaso Field, such money to be spent under the supervision of the Park Commissioners.


Article 57. Voted: That the Town vote to transfer from the Parking Meter Collection Account to the Police Parking Meter Maintenance and Operating Account, the sum of Sixteen Thousand Three Hundred Seventy-Eight Dollars and Twenty-Four Cents ($16,378.24) for the purpose of paying salaries.


Article 58. Voted: That the Town vote to transfer from the Parking Meter Collection Account to the Police Department Park- ing Meter Maintenance Account the sum of Fifteen Hundred Dol- lars ($1,500.00) for the purpose of maintaining the Parking Meters.


Article 59. Voted: That the Town vote to authorize the Fire Chief to sell or trade any obsolete equipment or apparatus now under the control of the Fire Department.

Voted: That the Town vote pursuant to the author- ity contained in Section 108A of Chapter 41 of the General Laws, to amend the by-laws of the Town by adding the following: "That any or all positions other than those filled by popular election and those under the control and direction of the School Committee be classified into groups and classes doing substantially similar work

or having equal responsibilities and that a compensation plan estab- lishing minimum and maximum salaries be provided for the purpose of paying the employees in the positions so classified."


Article 62. Voted: That the Town vote pursuant to the author- ity contained in Section 108C of Chapter 41 of the General Laws, to amend the by-laws of the Town by adding the following: "That a Personnel Board consisting of five (5) members be established for the purpose of administering a Classification and Compensation Plan as provided for in Section 108A of Chapter 41 of the General Laws. One member for five (5) years, one member for four (4) years, one member for three (3) years, one member for two (2) years and one member for one (1) year. No person serving as a town em- ployee, town official, a member of any commission or board whether serving in an elective or appointive capacity shall be eligible for membership on this Board. Any member of this Board who may hereafter accept any of the duties designated above shall be re- quired to terminate his services on the Personnel Board forthwith. The remaining members of the Board shall be required to notify the appointing authority within fourteen (14) days after any vacancy thereon first occurs. The Board of Selectmen shall make all appoint- ments and fill all vacancies as they may from time to time occur. All appointments made to fill expired terms hereafter shall be for a term of five (5) years and all appointments made to fill unexpired terms shall be only for the remainder of the unexpired term."


It was moved and seconded to pass over the remainder of Article 62.

Voted: That the sum of two thousand ($2,000.00) be raised and appropriated and that the sum of one thousand fifty- nine dollars and fifty cents ($1,059.50) be appropriated from avail- able funds in the present Personnel Board account for the purpose of making available the sum of three thousand fifty-nine dollars and fifty cents ($3,059.50) for use of the new Personnel Board in estab- lishing a Classification and Compensation Plan for the employees of the Town of Milford excepting those under the control and direc- tion of the School Committee.


Article 64. A motion was made and seconded to establish a committee of 5 to be appointed by the Moderator for the purpose

of ascertaining the need for a Central Fire Station and conducting a survey of available sites for the location thereof, and it was so voted.


Article 65. Voted: To pass over the article.


The vote was doubted by the following persons: William F. Fitzpatrick, James Birmingham, John Lynch, John Kavanagh, A. Raymond Cross, Frank Hynes and John J. Wilson. A standing vote was taken and 84 persons voted in the affirmative and 37 persons voted in the negative so the motion to pass over was carried.

Article 67. Voted: That the Town vote that with the annual election in 1960 the Highway Surveyor shall be elected for the term of three (3) years instead of one (1) year as heretofore.

The meeting was called to order by Moderator Curran at 8 P.M. The Monitors reported 125 persons present. The Town Clerk read the warrant and the officers' return.


Article 1. Voted: That the Town of Milford hereby approves construction of a new housing project, namely, a project for the housing of elderly persons, consisting of not more than 40 dwelling units pursuant to Chapter 667 of Massachusetts Acts of 1954, and Acts in amendment thereof and in addition thereto, to be known as State Aided Housing Project 667-2.


Voice vote unanimous.


It was moved and seconded to dissolve the warrant.
