Report of the Board of Health
To the Honorable Board of Selectmen and the
Citizens of the Town of Milford:
Dr. Nicholas J. Capece was re-elected Chairman of the Board for the year at the organization meeting on March 6, 1959. Other members of the Board are Frank Calzone and Harris Tredeau.
The appointments were as follows: Clerk and Agent, Benjamin N. Colabello; Nurse, Alice Fitzpatrick; Physician, Eugene E. Allen; Dentist, Dr. Joseph C. MacLellan; Plumbing Inspector, Charles J. Ferrante, and John F. Power, additional Plumber Inspector; Burial Agent, Oscar Ayotte; Meat and Slaughtering Inspectors, Benjamin N. Colabello and Philip Roy; Emergency Meat and Slaughtering Inspector, Alexander Iannitelli; Person to Receive and Report Con- tagious Diseases, Benjamin N. Colabello.
Contracts for the collection of Garbage were awarded to John Molinari, for three years for $18,720.00 and to James Ferrucci, for three years for $14,550.00.
Under the new regulations regarding collections of Garbage, beginning January 1, 1954, the collected material must be cooked before feeding to hogs. We are complying with the regulations, but find that the garbage collection costs have risen.
The Rodent control program at the town dump is being carried out so that an expert exterminator conducting the work is producing satisfactory results.

The Board of Health is working on the feasibility and advisability of fluoridation of the local water supply as a means of helping reduce tooth decay.
An article will be inserted in the Warrant to determine public sentiment.
Benjamin N. Colabello, Health Agent, attended the air pollution Control Association meeting which was held at the Beacon Terrace, May 14, 1959. He also joined the membership.
The Board of Health had the Town of Milford sprayed for Mosquito Control, and the cost of this program was $2,000.00.
Six Polio Clinics were held at Town Hall during the months of June and July, 1959.
Benjamin N. Colabello, Health Agent, has been approved by the Commonwealth of Massachusetts as a Registered Sanitarian of the Commonwealth.
Our Town had no Polio Cases reported in 1959.

DOCTOR AND NURSE'S REPORT

Spaced physical examinations were given to the students by the Board of Health physician, Eugene E. Allen, M.D. Notices of defects found were sent home to the parents and guardians.
Follow-up work was done on the Massachusetts Vision testing and Audiometer Hearing testing failures to be sure corrections had been made.
The Dental Clinic was held each weekday morning for students in all schools up to the fifth grade. Joseph MacLellan, D.M.D., is the attending dentist.
Any child with specialized health problems is referred to the Worcester or Boston Clinics.
CLINICS
Two vaccination clinics were held at the Milford High School for babies and pre-school children entering school for the first time. Eugene E. Allen is the attending physician at all the clinics.
Three Antigen clinics were held during the year at the Milford High School for pre-school and younger children who had never been immunized. Booster doses were also given to all who requested them.
A Double Antigen Clinic was held at the Milford High School for all the sixth graders and for the Juniors in the High Schools. A booster dose was given to all who had requested it.
Six Polio vaccine clinics were held at the Town Hall in June and July, for all adults and children who had not had the required number of inoculations needed for immunization.

An Influenza Survey was conducted this year, whereby differ- ent age-groups consisting of some children in the schools, and adults in Milford, consented to give their blood twice at different times, to find out if the Influenza vaccine helped to prevent the disease. As yet we have not received the report from the Boston Health Department who sent Mrs. Mary Baker, Health Worker, and a Doctor to Milford to secure the blood specimens.

To the Honorable Board of Selectmen and Citizens of the Town of Milford:
The Planning Board respectfully submits the following report for the year ending December 31, 1959:
As has been customary for the past few years, the Board held regular bi-monthly meetings 'during the year, at its offices at 126 Main Street, with the exception of June, July, and August when only one meeting was held each month.
Several subdivisions were submitted to your Board: the follow- ing were approved (1) Trotting Horse Acres, off Fountain Street, (2) Pat Covino Estate, off Congress Street, (3) Sabino Farese Development, also off Congress Street, and (4) A. V. Kellett &

Sons, off High Street Extended. The Lord Fox Estates, off East Main Street, was disapproved. Many plans, not requiring approval, were submitted and signed by your Board.

A new basketball court was installed at Tomaso Field. This year we hope to plant trees and install benches and reseed this playground so that the children in this area will have a good play area.
We also hope in 1960 to secure the necessary money to have two new sidewalks put in. One from Spruce Street to Congress and the second sidewalk from Congress Street through Town Park to the new Memorial School. These have been needed but especially so now because of the new elementary school.
The Playgrounds had a very successful year this year with Mr. Donald Carroll as supervisor. The children enjoyed a trip to Frank- lin Park, to the ball game in Boston and finished up the year with the annual trip to Purgatory. The usual sports were enjoyed between playgrounds and arts and crafts were taught the children.

Report of the Tree Warden and the Insect Pest Control Superintendent
To the Honorable Board of Selectmen and the Citizens of Milford:
I herewith submit my annual report on the planting, care and removal of trees; removal of brush and the insect pest control program for the year of 1959.
During the year I cut down and disposed of 11 maple that had died during the winter and spring. All the other trees were trimmed in all sections of the Town.
Under the appropriation set up for this purpose I planted 15 Schwelder and 4 Norway maple trees during the week of October 22nd.
Under the Dutch Elm Disease Control program, I gave a dor- mant spray to the elm trees on April 7, 8 and 9th using a 12% solu- tion of D.D.T., then on May 26th the aerial spraying was done on the outlying sections of the Town. I then finished my spraying program during the week of June 4th when the trees were fully leafed out by a hydraulic sprayer.
In 1958 there were 74 elm trees diseased that had to be cut down and disposed of and in the fall of 1958 the Finance Commit- tee transferred some money for this purpose and I was able to top the larger trees so that I could finish taking them down and dis- posing of the rest of them in the early part of 1959. Now in 1959 we had 90 condemned as diseased and I requested from the Finance Committee an amount of money so that they could be topped and disposed of in the same manner as the previous year but my request was denied so that it is imperative to increase this appropriation substantially at the annual Town Meeting in 1960 to clear the Town of these dead and diseased elms now condemned and to take down and remove any that may become diseased during 1960. To date, there are 74 elms that have been condemned in 1959 to be cut down and disposed of and it is almost impossible to estimate how many will become diseased during 1960.
