The meeting was called to order at 8 P.M. by Moderator John F. Curran. 167 members were present.


Vacancies were filled in Precinct 2 and Precinct 4. Peter A. Paradiso, 17 Woodland Street was elected in Precinct 2 and John J. Hennessy, 5 Nelson Heights was elected in Precinct 4.


The following Resolutions were presented to the meeting:

WHEREAS, Almighty God, in His infinite wisdom, has deigned to summon His servant, Martin B. Ahearn, to his eternal reward and repose.


WHEREAS, for many years he served this body as a member, being a faithful attendant and taking part in, and contributing much, to our discussions and deliberations, and,

WHEREAS, Mr. Casey, a native and lifelong resident of Mil- ford, a member of this body since its inception, and a retired employee of the Highway Department who served long and faith- fully the Citizens of Milford and

WHEREAS, Mr. Casey through his regular attendance at these meetings although he seldom took the floor in debate when he did he made it short and to the point and


WHEREAS, his was a long and Honorable Service performed efficiently and conscientiously for the benefit of all our citizens in his passing the Town has lost a devoted and sincere son.


THEREFORE, BE IT RESOLVED that as a symbol of our respect that the business of this meeting be suspended and that the members stand in silent tribute to his memory and

Report of the Revaluation Study Committee


The Revaluation Study Committee respectfully submits this report on the progress of the Committee which was instructed to consider "the advisability of revaluing the real estate and land values of the Town of Milford."


During the year, the Committee met with representatives of several revaluation firms and the various aspects of this broad ques- tion were discussed.


It had been hoped that the work of this Committee would have been completed in time for a final report at this annual Town Meet- ing. However, the Committee, in order to submit a complete report, has a few other phases of this question which should be investigated.

Consequently, the Town Meeting is asked to accept this report as one of progress and to continue this Committee to complete its study.

Report of the Personnel Board To the Annual Town Meeting, March 11, 1959


At a special Town Meeting held on September 17, 1957, the following article 1 was voted quote: "That the Town vote to estab- lish a committee of three (3) to be known as the Personnel Board Appointed by the Board of Selectmen, to study the salaries, wages, hours and duties of all paid town officers and employees, such board to make a report with its recommendations to the Town Meeting seasonably before 1958 Annual Town Meeting; and to appropriate the sum of Fifteen Hundred ($1500.00) Dollars from available funds in the Excess and Deficiency Account for the purpose of such committee"-end of quote.


In November of 1957, the Board of Selectmen appointed the following as members of the Personnel Board:

At an organization meeting held on December 10, 1957, Harry Klein was named Chairman and Joseph D. Blascio, Secretary. Following several meetings at which a study of our local wage and salary schedule was discussed, the Committee decided to interview professional management consulting firms and ask for recommenda- tions and any help that they could offer.


Interviews with the following firms were held in January of 1958:


Sumner D. Charm and Associates, Boston, Mass.


Charles M. Evans & Associates, Boston, Mass.

Bids were requested and received from these firms as follows: Sumner D. Charm & Associates, Boston-$425.00


Charles M. Evans & Associates, Boston-$2500.00-Later ad- justed to $1500.00 in view of the $1500.00 raised and appropriated for this survey and after comparing both bids, the Committee de- cided on March 14, 1958 to hire the management consulting firm of Sumner D. Charm & Associates of Boston. We had received not only a fine presentation from this firm, but had also received many recommendations as to the business experience of Mr. Charm who heads up this firm.


A widely approved and accepted method of carrying out the wage and salary study was used. One important thing we would like to bring out here is that in our entire study it was necessary for the Committee to be as objective as possible. Therefore, we want everyone to know that only job content was rated-personalities or individuals did not enter our study. We think everyone can appre- ciate this method of approach as it is the only fair way to conduct a study of such magnitude.


It has been the unanimous opinion of your Committee from the start that no salary plan recommended would reduce the salary of any present employee. The Personnel Board instructed the firm of Sumner D. Charm & Associates to describe the facts as they are and to furnish complete information that would permit your Com- mittee to arrive at recommendations resulting in an honest and equitable compensation policy and plan for the town employees.


In June of 1958, the Board received three (3) copies of com- pleted survey-one copy of which is submitted herewith as part of our report.


Our next step was to check the rates for comparable key jobs in comparable Massachusetts communities included in our survey. This gave us a yardstick. As you can well imagine, there were highs and lows in this area survey study. In arriving at our recom- mendation, we tried to be fair both to the town employee and to the Town. We believe in all cases our recommendation is backed up with facts and can be substantiated. Therefore, we the Personnel Board feel that the resulting recommendation of a five per cent increase represents an honest and equitable adjustment at this time.

There is no doubt in the Committee's mind that some differ- entials do exist. However, it was not possible due to time element to study and recommend adjustments - any adjustments made would reflect on the department heads and Finance Committee's recommendations of previous years. It is the opinion of the Person- nel Board that if the Town continues this type of committee, a further study of existing differentials should be made.

Milford Police Station Committee Progress Report


At the 1958 annual town meeting a committee report was made by John C. Lynch, Jr., to the effect that it was the opinion of the majority of the members on the committee that something should be done to render the activities of the police department more in keeping with present day standards.


This committee has made extensive inquiries into the possi- bilities of getting federal aid in the matter of drawing up working plans for a proposed new police station in the Town of Milford.

Congressman Philip J. Philbin of Clinton has been most co-operative in furnishing federal forms and applications to the Housing and Home Finance Agency. Under the present federal laws pertaining to this type of financial assistance, a town may apply for the cost of working plans which will be paid for by the federal government with the condition that when construction starts the town will repay cost without interest. Congressman Philbin has requesed that Mr. Dexter W. Hill of the Housing and Home Finance Agency call at the office of Chief of Police William F. Fitzpatrick for the purpose of establishing the initial steps toward obtaining federal assistance. To date nothing has developed on this particular phase of committee work.


Mr. Hill is a Regional Federal Agency Executive and he has covered New England in the past 30 years on similar public con- struction projects in cities and towns. Mr. Hill indicated on his visit to Milford Police Offices last week, that the facilities are wholly inadequate. He suggested that the money for working plans could be had once approval is given for plans for the project by the town meeting.
