Proceedings of a Town Meeting held March 2, 1925
WARRANT
COMMONWEALTH OF MAASACHUSETTS.
MIDDLESEX, ss.
To either of the Constables of the Town of Lincoln in said County : GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify the legal voters of said Town of Lincoln, qualified to vote in Town Meeting for the transaction of Town affairs. to meet in the Town Hall in said Lincoln on Monday, the second day of March next, at one o'clock P. M., then and there to act on all of the following Articles, except Article 2, and to meet in said Town Hall on Tuesday, the third day of March next, at 12:30 o'clock P. M., then and there to act on the following Article 2, by posting a copy of this Warrant, by you attested, in each of the Post Offices and in some other public place in said Town, seven days, at least, before the second day of March next.
The Polls for voting the Australian Ballot on Tuesday,

March 3, will be open at 12:30 o'clock P. M. and may be closed at 6:30 o'clock P. M.
ARTICLE 1. To choose a Moderator.
ART. 2. To bring in their votes for the following Town Officers and any other Officers required by law, to be elected by Australian Ballot, viz. :
One Town Clerk.
One member of the Board of Selectmen for three years. One member of the Board of Assessors for three years. One member of the Board.of Health for three years.
One Treasurer for one year.
One Collector for one year.
One Auditor for one year.
Two Constables for one year.
One Tree Warden for one year.
One member of the Trust Fund Commissioners for three years.
One member of the Trustees for Free Public Lectures for three years.
One member of the Board of Cemetery Commissioners for three years.

Also to vote "Yes" or "No" on the following question :
"Shall licenses be granted for the sale of non-intoxicating beverages in this Town?"
ART. 3. To bring in their votes for any committees, com- missioners, trustees and other officers, required by law to be elected by ballot or otherwise.
ART. 4. To hear and act upon the reports of Town Offi- cers, Committees, Commissioners and Trustees.
ART. 5. To appropriate money for the necessary and ex- pedient purposes of the Town and enact anything in relation to the same.
ART. 6. To determine the manner of collecting taxes for the ensuing year.
ART. 7. To determine the compensation of the Collector for the ensuing year.
ART. 8. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow, during the mu- nicipal year, beginning January 1, 1925, in anticipation of the collection of taxes for the said year, such sums of money as may be necessary for the current expenses of the Town, but not exceeding the total tax levy for the said year, giving the notes of the Town in payment therefor, payable in one year from the date thereof. All debts incurred under authority of this vote, shall be paid from the taxes of the present municipal year.
ART. 9. To see if the Town will extend the water pipes

from the point opposite Conant Road (so called) ot the house occupied by Mr. Davis or take any action in reference to the matter.
ART. 10. To see if the Town will have the commercial electric lighting extended from the South Great Road on Tower Road to the house of Mr. William Harding or take any action with reference to the matter.
ART. 11. To see if the Town will take any action with reference to a permanent memorial to the men in the late war.
ART. 12. To see if the Town will choose a committee or otherwise, to take steps to improve three (3) triangles in the Town, as follows: one in the center of the town, opposite the house of the late Julia A. Bemis ; one on the South Great Road near Farnsworth's Corner, and one on the Concord-Wayland Road near the house of Mrs. Bunker.
ART. 13. To see if the Town will authorize the Selectmen or other committee to acquire by purchase, or otherwise, a tract of land belonging to the estate of Charles S. Wheeler, adjoining the present Cemetery, and appropriate money for the same, or take any action with reference to the matter.
ART. 14. To see if the Town will authorize the Selectmen or other committee to determine if the Abbie J. Stearns Fund, for the purchase of a Town Hearse, can be transferred to the fund for Silent Poor, established by the same person.
ART. 15. To see if the Town will purchase additional equipment for the Fire Department or take any action in rela- tion to the matter.
ART. 16. To see if the Town will raise and appropriate the sum of $200 or some other amount and elect a director.

the money to be expended by and the director to serve in co- operation with the Middlesex County Trustees for County Aid to Agriculture in the work of the Middlesex County Exten- sion Service, under the provisions of Sections 40 to 45, Chap- ter 128, General Laws of Massachusetts.

To see if the Town will take any action toward the erection of a new school building in the center of the town, or take any action toward the erection of an annex to the present Center school building, appropriate any money or enact anything in relation to the same.

Proceedings of the Adjourned Town Meeting, March 7, 1925
Town Meeting adjourned from March 2, called to order by the Moderator, George G. Tarbell, at 1 o'clock P. M.
On motion of Lorenzo E. Brooks, it was voted the meeting stand adjourned until 1 :30 o'clock.
Meeting called to order at 1:30 o'clock.
ART. 3. The Town elected the following officers to serve for one year :

Voted that a committee of three be appointed to prepare resolutions appropriate to the event of the death of the Town Clerk, William C. Peirce. The committee appointed were George C. Hodges, John F. Farrar and C. Lee Todd.
ART. 4. Voted that the reports of Town Officers, Commit- tees and Commissioners be accepted, as printed in the Town Report.
A supplementary report of the Selectmen, in regard to the opening of a stone quarry in South Lincoln, as submitted, was accepted.
Report :
Subsequent to the last hearing on the petition for a license to open a stone quarry and store dynamite in Lincoln, which peti- tion was received by the Board of Selectmen on November 24,

1924, and on which hearings were held on January 24 and on February 14, 1925, the Selectmen have voted to dismiss the petition without prejudice.
Much opposition has been made by our citizens to the grant- ing of this license and we believe there is substantial ground for this action of the Board, as they cannot but feel that the opening of such a quarry would be a great detriment to the interests of the Town.
ART. 5. Voted that the appropriations as submitted on page 45 of the Town Report be adopted, except that the ap- propriation for Schools be $29,500 and for the Library be $1,300.

Voted that of the total amount of the appropriations, the sum of $15,000 be taken from the Treasury.
ART. 6. Voted that the Taxes for 1925 be collected in the same manner as last year.
ART. 7. Voted that the compensation of the Collector of Taxes be 11/2 per cent of the amount collected.
Voted to take up Art. 3.
ART. 3. The Committee appointed to prepare resolutions in regard to the death of William C. Peirce, submitted the following resolutions, which were unanimously adopted, viz .:
Resolved: That the heartfelt sympathy of the citizens of Lincoln be extended to family of the late William Carret Peirce, a native and long an efficient officer of the Town and always a loyal friend to all its people.
And that this resolve be spread upon the records of this meeting and a copy sent to the family.

ART. 8. ART. 9. Voted that the matter in regard to extending the water pipes from a point opposite Conant Road (so called) to the house occupied by Mr. Davis or take any action with ref- erence to it be left to the Water Board.
ART. 10. Voted to pass over this Article.
ART. 11. Voted that a committee of three be appointed by the Chair, to consider a permanent memorial for the men of the late war. Mr. Lorenzo E. Brooks, occupying the chair at this time, made the following appointments, viz .: George G. Tarbell, F. Winchester Denio and Thomas L. Giles. George G. Tarbell declined to serve on this committee and Robert D. Donaldson was appointed in his place. .
ART. 12. Voted that the matter relating to taking steps to improve three triangles in the Town, as follows: one in the center of the town, opposite the house of the late Julia A. Bemis; one on the South Great Road near Farnsworth's Corner, and one on the Concord-Wayland Road near the house of Mrs. Bunker, be left to a committee consisting of Miss Bertha Scripture, John F. Farrar and David Mann.
Voted to take up Article 5.
ART. 5. Voted that an additional appropriation of $2,000 be made for the Highway Department, for the purchase of snow plows and a machine to cut brush.
ART. 13. Voted that the Selectmen be authorized to ac- quire, by purchase or otherwise, land belonging to the heirs of the late Charles S. Wheeler for Cemetery purposes.
ART. 14. Voted that the Selectmen be authorized to see if the Abbie J. Stearns Fund, for the purchase of a Town Hearse,

can be transferred to the Abbie J. Stearns Fund for the Public Library.
Voted to take up Article 4.
ART. 4. The following resolution was unanimously adopted, viz. :
Resolved: That whereas Charles S. Smith, in addition to giving the Town of Lincoln the schoolhouse lot of land, now used as a playground, has also contributed the cost of grading the land, be it resolved that the citizens show their appreciation by a rising vote of thanks and that a copy of this resolution be spread on the records of the Town.
ART. 15. Voted that a committee be appointed, consisting of the Fire Engineers, to consider the whole matter contained in this Article and report to the Selectmen, who are hereby given authority to prove an expenditure sufficient to purchase a 400-gallon pumping engine.
ART. 16. Voted to take up Article 5 in connection with Article 16.
ART. 5. Voted that $200 be appropriated and used in co- operation with the Middlesex County Extension Service.

EXTRACT FROM THE REVISED LAWS Chap. 29 AS AMENDED BY CHAP. 280, ACTS OF 1912
Sect. 1. Physicians and midwives shall, within forty-eight hours after the birth of every child in cases of which they were in charge, mail or deliver to the clerk or registrar of the city or town in which the birth occurred a notice stating the date and place of the birth, giving the street number, if any, the number of the ward in a city and the family name. Failure to mail or deliver the said notice shall be punished by a fine not exceeding twenty-five dollars for each offence. The notice required by this Section need not be given if the notice required by the following Section is given within forty-eight hours after the birth occurs.
