COMMONWEALTH OF MASSACHUSETTS.


MIDDLESEX, ss.


To either of the Constables of the Town of Lincoln in said County : GREETING:


In the name of the Commonwealth of Massachusetts, you are hereby required to notify the legal voters of said Town of Lincoln, qualified to vote in Town Meeting for the trans- action of Town affairs, to meet in the Town Hall in said

Lincoln on Monday, the fifth day of March next at one o'clock P. M., then and there to act on all of the following Articles, by posting a copy of this Warrant, by you attested, in each of the Post Offices and in some other public place in said Town seven days at least before the 5th day of March next :


ARTICLE 1. To choose a Moderator.


ART. 2. To bring in their votes for the following Town Officers and any other Officers required by law, to be elected by Australian Ballot, viz .:


One Town Clerk for one year.


One member of the Board of Selectmen for three years.


One member of the Board of Selectmen for two years (to fill vacancy).


One member of the Board of Assessors for three years.


One member of the Board of Health for three years.


One Treasurer for one year.


One Collector for one year.


One Auditor for one year.


Two Constables for one year.


One Tree Warden for one year.

One member of the Sinking and Trust Fund Commis- sioners for three years.


One member of the Sinking and Trust Fund Commis- sioners for two years (to fill vacancy).


One member of the Trustees for Free Public Lectures for three years.


One member of the School Committee for three years.


One member of the Board of Water Commissioners for three years.


One member of the Board of Cemetery Commissioners for three years.


One member of the Board of Cemetery Commissioners for two years (to fill vacancy).


Also to vote "Yes" or "No" on the following question :


"Shall licenses be granted for the sale of non-intoxicating beverages in this Town?"


ART. 3. To bring in their votes for any committees, com- missioners, trustees and other officers, required by law to be elected by ballot or otherwise.


ART. 4. To hear and act upon the reports of Town Offi- cers, Committees, Commissioners and Trustees.


ART. 5. To appropriate money for the necessary and expedient purposes of the Town and enact anything in re- lation to the same.

ART. 6. To determine the manner of collecting taxes for the ensuing year.


ART. 7. To determine the compensation of the Collector of Taxes for the ensuing year.


ART. 8. To see if the town will authorize the treasurer, with the approval of the selectmen, to borrow money in anticipation of the revenue of the financial year beginning January 1, 1928, and to issue a note or notes therefor, pay- able within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year be- beginning January 1, 1928.


ART. 9. To see if the Town will vote to raise and ap- propriate the sum of $200.00 or some other amount and elect a director, the money to be expended by and the di- rector to serve in co-operation with the Middlesex County Trustees for County Aid to Agriculture in the work of the Middlesex County Extension Service, under the provi- sions of Sections 40 and 45, Chapter 128, General Laws of Massachusetts.


ART. 10. To see if the Town will authorize the Sinking Fund Commissioners to transfer the balance in the Fund for Purchase of School House Bonds to the Treasury of the Town, or take any action with reference to the matter.


ART. 11. To see if the Town will accept the act con- tained in Section 3, Chapter 39, of the General Laws of the Commonwealth of Massachusetts, which provides for the election of Town Officers within seven days before or after the day set for the Annual Town Meeting.

ART. 12. To see if the Town will accept a gift provided for in the will of the late Charles S. Smith of $50,000 toward the building of a new schoolhouse on or in connec- tion with land heretofore given by him to the Town, or act on anything relative thereto.


ART. 13. To see if the Town will act to extend electric light service and telephone service to the houses of Edward Coburn and William Harding, and appropriate money for said extension, or take any action in relation to any public service extension, and appropriate money for said extension.


ART. 14. To see if the Town will authorize the Select- men to replace the headstones and markers in the burial ground adjoining the Common and appropriate money for same.


ART. 15. To see if the Town will appoint a Committee consisting of the Selectmen and two others to be appointed by the chair, to erect a flagpole and base suitable as a memorial to the men who took part in the late war and appropriate money for same.


ART. 16. To see if the Town will take any action to- ward putting a part of the John H. Pierce Estate, so-called, in a condition for use as a play-ground or athletic field, appropriate money or do anything in relation to the same.


ART. 17. To see whether the Town will vote to establish a Planning Board in accordance with General Laws, Chap- ter 41, Sections 70-72, or act in any other manner thereon.


ART. 18. To see if the Town will authorize the appoint- ment of a committee of citizens to investigate and report to the Town on the possibility of establishing a Town Forest, or take any action in relation to the same.

ART. 19. To see if the Town will direct the Selectmen to issue Licenses to Innholders, Common Victualers and other Keepers of Restaurants or eating or drinking estab- lishments upon applications made therefor as provided in Sec. 1 of Chapter 299 of the Acts of the year 1926, or take any action in relation to the same.


ART. 20. To see if the Town will authorize the Select- men to post special notices in at least five (5) places, giving the exact date when the Selectmen will meet to draw the warrant for the Town Meeting.


Said notices to be posted at least three (3) weeks before the closing of the warrant.


ART. 21. To see if the Town will authorize any exten- sion of street lighting in North Lincoln or take any action with reference to the matter.

Voted that from the appropriation of $1,100.00 for the Board of Health plus the receipts of the Health Nurse, such amount to include the salary of the Health Nurse, the direction of whose work shall be vested in a committee of three, one a member of the Board of Health, chosen by that Board, one a member of the School Committee, chosen by that Committee and one chosen by the Board of Select- men.

ART. 6. Voted that the Taxes of the current year be collected in the same manner as last year.


ART. 7. Voted that the compensation of Collector of Taxes be one and one-half of the amount collected.


ART. 8. Voted that the Town Treasurer, with the ap- proval of the Selectmen, be and hereby is authorized to borrow money in anticipation of the revenue of the finan- cial year, beginning January 1, 1928, and to issue a note or notes therefor, payable within one year; any debts in- curred under this vote to be paid from the revenue of the said financial year.


ART. 9. Voted that Hermon T. Wheeler be appointed director for co-operation with the Middlesex County Trus- tees for County aid to Agriculture.


ART. 10. Voted that the Town authorize the Sinking Fund Commissioners to transfer the balance of the fund for the purchase of School House Bonds to the Town Treasury.


ART. 11. Voted to accept Section 23 of Chapter 39 of the General Laws, which provides for the election of Town Officers within seven days before or after the annual Town Meeting.


Voted that the Town sanction the calling of the Town Meeting in the evening.

ART. 18. Voted that a Committee of three, consisting of John J. Kelliher, George A. Graves and one other to be appointed by the Selectmen and to report to the Town on the possibility of establishing a Town Forest.

ART. 20. Voted that the Selectmen be directed to post notices in at least five places, giving February 1st as the. last day for accepting Articles for the Warrant, said no- tices to be posted three weeks, at least, before February 1st.


ART. 21. Voted that the Town appropriate the sum of three hundred and nineteen dollars for street lighting in North Lincoln and that the Selectmen be authorized to take the matter up with the Edison Company.

TOWN ELECTION


The election held on March 10, 1928, under pro- vision of Article 2 of the Warrant, was called to order by the Moderator, George G. Tarbell, at 12 o'clock M. The following were appointed Ballot Clerks and Tellers: Raymond E. Hagerty, Andrew J. Dougherty, Jr., Charles M. Robinson, Mrs. May Bodley and Mrs. Edith M. Stone.

M., then and there to act on the following Articles, by posting a copy of this Warrant, by you at- tested, in each of the Post Offices and in some other public place in said Town seven days, at least, before the 28th day of August next.

ART. 2. To see if the Town will vote to raise and appropriate a sum of money for the Station Road, so called, said sum to be in addition to the amount appropriated at the annual Town Meeting of this year, and authorize the borrowing of any or all of said sum, or take any action relative thereto.


ART. 3. To see if the Town will appoint a Committee to draw a Zoning Plan of the Town in accordance with Section 25, Chapter 40 of the General Laws and appropriate a sum for the necessary expenses of the same, or take any action relative thereto.


ART. 4. To see if the Town will instruct the Water Board to extend the water pipes on the North Great Road (Massachusetts Avenue) from the house of E. H. Rogers to land of Walter Barthel, et al, on the same road.

In accordance with the provisions of the foregoing War- rant, the Special Town Meeting was called to order by the Town Clerk, at 8 o'clock on Tuesday evening of August 28, 1928, and the following business transacted :


ART. 1. Anthony J. Doherty was elected Moderator.


ART. 2. Voted that there be raised and appropriated a sum not exceeding seven thousand dollars for the purpose of resurfacing the Station Road (so called), said sum to be in addition to the amount appropriated at the annual Town Meeting of 1928, and that to meet said, the Treas- urer, with the approval of the Selectmen, be and hereby is, authorized to borrow said sum under authority of and in accordance with the provisions of Item 8, Section 7, Chapter 44 of the General Laws, so that the whole loan shall in not more than two years from the date of issue of the first bond or note or at such earlier dates as the Treas- urer and Selectmen may determine. The above vote was unanimous.


ART. 3. Voted that a committee be appointed by the Selectmen to draw a Zoning Plan of the Town for presen- tation at the next annual Town Meeting and that the sum of one thousand dollars be appropriated for this purpose.

EXTRACT FROM THE REVISED LAWS CHAP. 29 AS AMENDED BY CHAP. 280, ACTS OF 1912


Sect. 6. Parents, within forty days after the birth of a child, and every householder, within forty days after the birth of a child in his house, shall cause notice thereof to be given.


Sect. 8. A parent, keeper, superintendent or other person who is required by Section 6 to give or cause to be given notice of a birth or death, who neglects so to do for ten days after the time limited therefor, shall forfeit not more than five dollars for such offence.

Licenses Issued in 1928


There have been 110 Dogs licensed in 1928-90 males, 18 females and 2 spayed females, for which the County Treas- urer has been paid $248.60.


There have been 50 Resident Citizen's Sporting Licenses, 2 Resident Citizen's Trapper's Licenses, 9 Minor Trapper's Licenses and 2 Duplicate Licenses issued, for which the sum of $105.50 has been paid to the Division of Fisheries and Game.

The Selectmen present the following report for the fiscal year ending December 31, 1928:


The Board was organized by the choice of C. L. Todd, Chairman, and R. D. Donaldson, Secretary.

Finances


The Treasurer's report for the year ending December 31st, 1928, shows a credit balance of $12,500 and from the Collector of Taxes report we find uncollected taxes of $9,500, making available $22,000. This money should be used to pay a Town note, borrowed late in December in anticipation of taxes, of $15,000 and also to retire a note of $7,000 borrowed to complete the resurfacing of the Sta- tion Road. Both of these notes become due in 1929.
