In Memoriam
In the death of Charles Sumner Smith on August 28th, 1927, Lincoln lost one of its most loyal and devoted citizens. He was born in this community on December 19th, 1857 and from his early manhood was identified with every movement that has had for its object the progressive wel- fare of the Town and its inhabitants.
After graduating from its public schools he became a successful farmer and business man, his interests extend- ing far beyond the limits of his community and State. For the past 28 years, with one exception, he was elected as a Selectman of the Town, and for the greater part of that time was chosen as the Chairman of the Board.
His foresight, his judgment, his persistent efforts toward everything that had to do with the good of the community made his service so effective and of such value that he will always stand out in the memory of those who knew him, as a citizen of distinction and rare ability. These same traits were recognized by his State, which he served in many capacities with that same zeal and courage that was characteristic of his local service.
He gave to the Town a lot of land for a school house in order that it might be conveniently located. He gave freely and liberally of his funds toward improving the chil- dren's playgrounds. By his will he left a large sum for a high school building and another substantial amount to his church. Many of his gifts that came from a generous heart were unknown except to those whom he benefited. So unfailing was his interest in Lincoln and his love for its people that his death has cast a shadow, which has left its impression not only over all those who called him friend but also over those who knew him merely as a citizen of the community.

Proceedings of a Town Meeting held March 7, 1927
WARRANT
COMMONWEALTH OF MASSACHUSETTS.
MIDDLESEX, ss.
To either of the Constables of the Town of Lincoln in said County : GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify the legal voters of said Town of Lincoln, qualified to vote in Town Meeting for the transaction of Town affairs. to meet in the Town Hall in said Lincoln on Monday, the seventh day of March next at one o'clock P. M., then and there to act on all of the following Articles, except Article 2, and also to meet in said Town Hall on Saturday. the 12th day of March next at 12:30 o'clock P. M., then and there to act on the following Article 2. by posting a copy of this Warrant, by you attested, in each of the Post Offices and in some other public place in said Town seven days at least before the seventh day of March next :

The polis for voting the Australian ballot on Saturday, March 12th, will be open at 12:30 o'clock P. M. and may be closed at 6:30 o'clock P. M.
ARTICLE 1. To choose a Moderator.
ART. 2. To bring in their. votes for the following Town Officers and any other Officers required by law, to be elected by Australian Ballot, viz .:
One Town Clerk for one year.
One member of the Board of Selectmen for three years. One member of the Board of Assessors for three years.
One member of the Board of Health for three years.

ART. 3. To bring in their votes for any committees, com- missioners, trustees and other officers, required by law to be elected by ballot or otherwise.
ART. 4. To hear and act upon the reports of Town Offi- cers, Committees, Commissioners and Trustees.
ART. 5. To appropriate money for the necessary and ex- pedient purposes of the Town and enact anything in relation to the same.
ART. 6. To determine the manner of collecting taxes for the ensuing year.
ART. 7. To determine the compensation of the Collector of Taxes for the ensuing year.
ART. 8. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow, during the mu- nicipal year, beginning January 1, 1927, in anticipation of the collection of taxes for the said year, such sums of money as may be necessary for the current expenses of the Town, but not exceeding the total tax levy for the said year, giving the notes of the Town in payment therefor, payable in one year

from the date thereof. All debts incurred under authority of this vote, shall be paid from the taxes of the present municipal year.
ART. 9. To see if the Town will vote to raise and ap- propriate the sum of $200.00 or some other amount and elect a director, the money to be expended by and the di- rector to serve in co-operation with the Middlesex County Trustees for County Aid to Agriculture in the work of the Middlesex County Extension Service, under the pro- visions of Sections 40 to 45, Chapter 128, General Laws of Massachusetts.
ART. 10. To see if the Town will this year make ar- rangements with the Edison Electric Illuminating Com- pany for street lighting on the Tower Hill Road, and appropriate money for the same.
ART. 11. To see if the Town will authorize and direct the Water Commissioners to remove that part of the cement water pipe now located between the center of the Town and the railroad station and replace the same with suitable iron pipe, and provide the necessary funds for the cost of replacement by the issue of bonds, notes or otherwise, or take any action with reference to the matter.
ART. 12. To see if the Town will direct the Select- men to issue licenses to Inn-holders, common victuallers, and other keepers of restaurants or eating or drinking es- tablishments upon applications made therefor as pro- vided in Section 1 of Chapter 299 of the Acts of the year, 1926, or take any action in relation to the same.
ART. 13. To see if the Town will accept the legacies provided in the will of the late John H. Pierce and in the will of the late Miss Elsie Pierce, or take any action in re- gard to the same.

ART. 14. To see if the Town will indemnify the Com- monwealth of Massachusetts against any and all claims tor land, grade and drainage damages which may be caused by or result from the laying out and construction of a State Highway on the British Trail, so called, in Lincoln, and will authorize the Board of Selectmen to sign an in- demnity agreement therefor in behalf of the Town, or take any action with respect thereto.
ART. 15. To see if the Town will accept Chapter 40 of the General Laws as amended by Chapter 391 of the Acts of 1923, an act which under certain conditions makes water taxes a lien on real estate.

Under this Article it was voted the sum of $10,500 be taken from the Treasury, in addition to the $7,500 appro- priated for the South Great Road and already voted to be taken from the Treasury.
ART. 6. Voted that the taxes for 1927 be collected in the same manner as last year.
ART. 7. Voted that the compensation of the Collector be one and one-half percent of the amount collected.

ART. 8. Voted that the Town authorize the Treasurer, with the approval of the Selectmen, to borrow during the municipal year, beginning January 1, 1927, in anticipation of the collection of taxes for the said year, such sums of money as may be necessary for the current expenses of the Town, but not exceeding the total Tax levy for the said year, giving the notes of the Town in payment therefor, payable in one year from the date thereof.
All debts incurred under authority of this vote shall be paid from the taxes of the present municipal year.
ART. 9. Voted to accept the provisions of Article 9. The sum of $200 was appropriated and Herman T. Wheeler was elected Director.
ART. 10. Voted that the Selectmen be authorized to make the necessary arrangements with the Edison Elec- tric Illuminating Company for street and commercial light- ing on the Tower Road and elsewhere in the Town, where necessary.
ART. 11. Voted that the whole matter contained in Article 11 be referred to the Board of Water Commission- ers and that they be instructed to take such steps as may be necessary to have a new pipe laid in accordance with the suggestions contained in the Article.
ART. 12. Voted against the Selectmen not granting licenses to Inn Holders, Common Victualers and other keepers of Restaurants or eating or drinking establish- ments.
Voted that the Selectmen be instructed to issue licenses, in accordance with the provisions of Section 1, Chapter 299 of the Acts of 1926, at their discretion.

ART. 13. Voted that the matter contained in Article 13 be referred to a Committee to be appointed by the Chair, on which the Selectmen shall be represented, to confer with the heirs of the late John H. Pierce and the late Elsie Pierce and the Trustees of the estate, and for them to take such action as shall be for the best interests of all con- cerned and that they report to the Town not later than the next annual Town Meeting.
ART. 14. Voted to pass over this Article.
ART. 15. Voted that the Town accept Chapter 40 of the General Laws, as amended by Chapter 391 of the Acts of 1923, making Water Taxes, under certain conditions, a lien on Real Estate.

In the name of the Commonwealth of Massachusetts, you are hereby required to notify the legal voters of said Town of Lincoln, qualified to vote in Town Meeting for the transaction of Town affairs, to meet in the Town Hall in said Lincoln on Saturday, the twenty-first day of May next at eight o'clock P. M., then and there to act on all of the following Articles, by posting a copy of this WAR- RANT, by you attested, in each of the Post Offices and in some other public place in said Town seven days at least before the twenty-first day of May next:
ART. 1. To choose a Moderator.

To see if the Town will appropriate a sum of money not exceeding twenty-five thousand dollars for the purpose of relaying with a street water main exceeding six inches in diameter, the present water main from the center of the Town near the library along the station road to Codman's Corner, so-called; to determine how said sum shall be raised by borrowing or otherwise; to authorize the issue of bonds or notes therefor; and to act anything relative thereto.
ART. 3. To see if the Town will take any action in connection with the extension of commercial electric light- ing on the Bedford and Turnpike Roads, so-called ; and to appropriate money for the same; or take any other action in connection with the matter.
ART. 4. To see if the Town will accept the devises and legacies provided in the will of the late John H. Pierce and in the will of the late Miss Elsie Pierce, or take any action in regard to the same.

I have served this Warrant by posting an attested copy in each of the Post Offices and one at the Railroad Station seven days before date of said meeting.

Under the provisions of the above Warrant, the Special Town Meeting was called to order by the Town Clerk at 8 o'clock P. M., who read the Warrant and presided at the election of a Moderator.
ART. 1. F. Winchester Denio was elected Moderator.
ART. 2. Voted that the sum of $20,000 be and hereby is appropriated for the purpose of relaying with a street water main, exceeding six inches in diameter, the present water main from the center of the Town, near the Library, along the Station Road to Codman's Corner (so-called) ; that to raise said amount, the Town Treasurer is hereby authorized, when so directed, by the Board of Water Com- missioners, to issue from time to time bonds or notes of the Town to an amount not exceeding twenty thousand dollars, to be dated September 1, 1927, maturing, five thousand dollars in each of the years 1928, 1929, 1930 and 1931 until fully liquidated, bearing interest at a rate not exceeding four per cent., per annum, denominated on the face thereof "Lincoln Water Loan of 1927", to be signed by the Treasurer of the Town and countersigned by a majority of the Board of Selectmen, of which the Chairman shall be one.
Any bonds so issued shall be in coupon form but subject to registration as to principal.

Said bonds or notes may be sold by the Town Treasurer, but at not less than par and interest.
Any premiums received on any such bonds or notes (less the cost of preparing and marketing them) shall be ap- plied to the payment of the principal of the bonds first to mature.
All other particulars, as to form, issuance and sale of said bonds or notes, except as prescribed by law, shall be determined by the Town Treasurer and a majority of the Selectmen.
For the purpose of payment of principal and interest of said bonds or notes, as they become due, there shall be raised by taxation each year a sum, which with the income derived from the Water Rates, shall be sufficient to pay said principal and interest, coming due that year until all said bonds or notes, hereby authorized be paid in full.

ART. 3. Voted to extend the street lighting from Wheeler's Lane to the State Road on Bedford Road.

Voted that the sum of $500 be appropriated and taken from the Treasury to defray the cost of the above exten- sions.

ART. 4. Voted that the Town accept the legacies of the late John H. Pierce and his daughter, Elsie Pierce, subject, however, to the following conditions :
1. That modifications of the wills of the late John H. Pierce and, if necessary, of Elsie Pierce, can be obtained so that the Town will not, at any time, be required to use or maintain the property given under said wills as a hospital.
2. That modification of the will of said John H. Pierce can be obtained to effect the result that if the trust under the said will is insufficient to pay in full both the annuity of three thousand dollars to Grace D. Pierce after the death of her husband, Robert M. Pierce and the annuity of like amount to the Town of Lincoln, the deficit in the annuity payment to the said Grace D. Pierce shall be made up from the annuity which should be payable to the Town of Lin- coln.
3. That Robert M. Pierce, son of the late John H. Pierce, in his own behalf or by counsel, or other persons directly interested, agree to such modifications and agree to co- operate in securing the modification of said will or wills.
4. Upon the modification of said will or wills as above provided, that the Town grant to Robert M. Pierce, son of the late John H. Pierce, the use of the buildings on the tract of land specified in the legacy with the grounds ad- jacent thereto sufficient to make a satisfactory home during the life of said Robert M. Pierce on condition that the said Robert M. Pierce shall pay annually the taxes assessed on said property and that he pay the insurance premiums on such amount of insurance as may be prescribed by the Selectmen and that he keep the property at all times in as good condition as it is at present and allow no strip or waste in connection with the premises; that he also con- vey to the Town by a good and sufficient deed, the small

tract of land which he owns adjacent to the tract be- queathed to the Town by his father; with the further pro- viso that he shall not sub-let said premises to any parties or do any act which amounts to a lease without the ap- proval of the Selectmen.
5. If the parties interested do not accept the conditions or if said will or wills are not modified in accordance with the foregoing conditions, the action taken shall be without prejudice to any later action which the Town may deem it necessary or expedient to take in the premises.
