REPORT OF THE CEMETERY COMMISSIONERS
For the year 1928 the Commissioners were given the usual appropriation of $500.00 for general care of the ceme- teries and a further appropriation of $500.00 for special purposes. Accordingly, in addition to the customary gen- eral care, it has been possible to have nearly 300 head stones and foot stones which were leaning badly and out of line reset in cement with rock foundations. Of these stones, over 200 were in the cemetery near the Town Hall and 70 or more in the New Cemetery. Furthermore, about 350 ft. of stone wall on the westerly side of the New Ceme- tery has been moved and reset on the southerly side of the new two-acre section bought in February, 1927, from the heirs of the late Charles Wheeler, leaving approxi- mately 225 ft. of wall still to be built.
The Commissioners feel that this new part of the ceme- tery which is to be developed and beautified should be laid out in much the same manner as the older part, with curving roads which take advantage of the land contours, and with plenty of trees and shrubs, and they recommend that during the coming year a road be laid out and built and the lot lines plotted so that a start can be made on tree planting the following spring.
For one of the tombs in the cemetery near the Town Hall which is now in a dilapidated condition, new stone doors have been ordered and the stone facing is to be reset and properly anchored. This work should be completed within a few weeks. Ivy will be planted along the front

wall of the row of tombs in this cemetery to soften the cold, gray effect now so noticeable from the street.
The Commissioners further recommend that the incon- veniently located standpipe with the rotting half-keg for catching water which now constitutes. an eye-sore at the front of the New Cemetery be done away with and that the pipe line be extended 200 ft. or more over the knoll to a point near the William Sherman lot. This would make it possible to use water on several of the lots which receive perpetual care and would much better meet the needs of those who take care of the upkeep of this cemetery.
For these purposes the Commissioners recommend an appropriation of $500.00 in addition to the usual appropri- ation of $500.00 which comes from the Cemetery Fund.

REPORT OF INSPECTOR OF ANIMALS
To the Board of Selectmen :
The annual inspection of animals in Lincoln was made during the early part of the year as required by State law. The number of animals enumerated was: 13 sheep, 563 cows, and 4,982 swine.
I have noticed this year a marked improvement in the quality of cows and in the condition of barns. There seems to be a real effort on the part of milk producers to better the grade of their stock and to take good care of the same. Approximately 50 cows reacted to the tuber- culin test and were destroyed. The premises were disin- fected by the owners, as required by the Division of Animal Industry.
Owing to a decrease in the prevalence of glanders in the adjoining states the restrictions on shipping horses into Massachusetts were removed. A notice to this effect was filed with the Town Clerk and a copy was posted in the Town Hall, as required by law.

TREE WARDEN'S REPORT
I herewith submit a brief report on the work done on the trees and against the Gypsy and Browntail Moths for the year ending December 31, 1928.
The methods used in handling the Gypsy Moth problem this year have been practically the same as in past years- namely, creosoting nests on trees along the highways, fol- lowed by spraying where we find it is necessary. We find this is the cheapest and most efficient way of carrying on the work.
The Gypsy Moth situation, while not alarming, has shown a marked increase of egg clusters this year in places where there were scarcely any last year ; but if these places are carefully treated and followed up with spraying no im- mediate danger from this insect needs be anticipated.
There has not been much change in the Brown Tail Moth conditions from that of last year.
The work of cutting brush and cleaning our roadside trees was continued this year.
For the past twelve years we had a small sprayer for doing orchard work. Last year it broke down and could not be repaired. I expect to be able to make arrangements with a resident of the town who has a sprayer to take over the work that we always have done.
The total expenditure of this Department is $1,521.37, of which there has been charged to property owners $322.29 on account of private work, leaving a net cost to the Town of $1,199.08.
I recommend that $500 be appropriated for moth and $800 and receipts for tree work.
