Report of the Selectmen of the Town of Braintree
The Selectmen present herewith the report of the various Town Departments covering the first year of our participation in the Second World War.
While unusual demands in connection with the local de- fense effort have led to some extraordinary expenditures, cur- tailment of unnecessary major expenditures has made it possible for the Town to close the financial year in excellent condition.
Although they claim no special credit therefor, the Select- men point with pride to the fact that the tax rate was again reduced, and our total indebtedness was further reduced.
For the first time in many years, we are ready to start another year without any outstanding notes in anticipation of next year's taxes and the Town Departments have returned unexpended balances of their appropriations in the total amount of $61,844.74. 1
Whatever extraordinary demands war conditions may make, we will endeavor to continue to give the people of the Town the best service of which we are capable.

The adjourned Special Town Meeting was called to order at 7:55 p.m. by Moderator William F. Rogers. The Town Meeting Mem- bers were checked on entering, 139 being present.
The meeting was solemnly opened with an invocation by Reverend Thomas A. Flynn of the Saint Thomas More Church.
Notice was served of desire for reconsideration of Article 3, Item 2.
Mr. Woodsum moved: That we take his motion under Fire Depart- ment, Article 3-Item 4, from the table. Carried-7:58.

Mr. Woodsum moved as an amendment: For salaries of 9 men from December 22, 1941, to January 12, 1942-$1,176.84. For salaries of 10 men from January 12, 1942, to'January 2, 1943-$16,345.00. For equipment, including 1 self-propelling 500-gallon pumping engine, 1 750-gallon pumping engine, 1 fire alarm truck, and the cost of remov- ing the present fire whistle in the Town Hall to a new location on the Central Fire Station and repairing same-$33,092.00. This is a total of $50,613.84. Carried 8:56.

Moved: To reconsider Item 2 of Article 3. So voted-8:59.
Mr. Little moved: The appropriation of $4,000.00 for the use of the Local Defense Committee for report center equipment, medical equipment, maps for air raid wardens and incidental expenditures related thereto. So voted-9:15.
Mr. Woodsum offered the following Resolution: That it is the sense of this meeting that the Accountant should be instructed to carry forward as a special appropriation for use in 1942, any unexpended balance of an appropriation made at a Special Meeting, August 18, 1941, for equipping the Braintree State Guard Reserve Company. Carried-9:16.

Greetings :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Braintree, qualified to vote in elections therein, to meet at the polling places in their respective Precincts, to wit:
Polling Place in Precinct 1, Noah Torrey School.
Polling Place in Precinct 2, Town Hall.
Polling Place in Precinct 3, Hollis School.
Polling Place in Precinct 4, Penniman School.
Polling Place in Precinct 5, Hose House, Allen Street.

The polls will be opened at five forty-five o'clock in the forenoon and will be closed at eight o'clock in the evening.
You are further directed to notify and warn the said inhabitants qualified to vote as Town Meeting members, to meet at the Town Hall in said Braintree on Monday, the sixteenth day of March, 1942, at seven forty-five o'clock in the evening, then and there to act upon the follow- ing articles, namely :
Article 1. To choose all Town Officers, except those elected by ballot.

Article 2. To hear and act upon the report of the several boards of Town Officers, and committees and choose any committee the Town may think proper.
Article 3. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1942, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with the provisions of Section 17, Chapter 44, General Laws.
Article 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1943, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with the provisions of Sec- tion 17, Chapter 44, General Laws.
Article 5. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money for general municipal purposes under the authority of and in accordance with the provisions of Chapter 49 of the Acts of 1933, as amended, or take any action relative thereto.
Article 6. To see if the Town will vote to raise or borrow and appropriate a sum of money for a Reserve Fund for extraordinary and unforeseen expenditures during the current year.
Article 7. To see what sums of money the Town will vote to raise or borrow and appropriate for Interest and Maturing Debt the present year, or take any action relative thereto.
Article 8. To see what sums of money the Town will vote to raise or borrow and appropriate for Liability Insurance, Insurance on Town property and Workmen's Compensation, or take any action relative thereto.
Article 9. To see what sum of money the Town will vote to raise or borrow and appropriate for the Norfolk County Hospital Assess- ment, for maintenance and repairs.
Article 10. To see what action the Town will take with reference to providing a general salary increase for all employees of the Town of Braintree; or the employees of any or all departments of the Town.
Article 11. To see if the Town will vote to raise or borrow and appropriate such sums of money as may be necessary for the purpose of giving a fifteen per cent salary increase' to all employees in the vari- ous departments and divisions of the Town, including the full comple- ment of officials and employees of the Town of Braintree, and to vote said fifteen per cent salary increase to take effect as of January 1, 1942; or take any action relating thereto.

HEALTH AND SANITATION
Article 14. To see what sums of money the Town will vote to raise and appropriate for Health and Sanitation, or take any action relative thereto.
Article 15. To see if the Town will vote to raise and appropriate & sum of money to eradicate rag-weed and poisonous ivy in the Town of Braintree, or take any action relative thereto.
Article 16. To see what sums of money the Town will vote to raise or borrow and appropriate for the maintenance and operation of the Water Department, the same to be taken from the revenue of the Department, and the unexpended balance of 1941, or take any action relative thereto.
Article 17. To see if the Town will vote to appropriate from the income of the Water Department, the sum of $300.00, for the salaries of the Water Commissioners.
Article 18. To see if the Town will vote to appropriate from the income of the Electric Light Department, the sum of Three Hundred dollars ($300.00), for the salaries of the Electric Light Commissioners.

Article 19. To see what sums of money the Town will vote to raise and appropriate for Street Lighting.
Article 20. To see if the Town will vote to include in the Tax Levy for electricity used for street lighting, the sum of Eight Thousand dollars ($8000.00) as appropriated under Article 19 of the Warrant for the 1942 Annual Town Meeting, and that said sum together with the income from sales of electricity to private consumers, or for current supplied to Municipal Buildings or for Municipal Power, and from sales of appliances and jobbing during the current fiscal year, to be appropriated for the use of the Municipal Light Plant, the whole to be expended under the direction and control of the Municipal Light Board for repairs. renewals, new construction and operating expenses of the plant for the fiscal year, as defined in Section 57 of Chapter 164 of the General Laws, and that, if said income shall exceed the expense for the fiscal year, such excess shall be transferred to the construction fund of said plant and appropriated and shall be used for such additions to the plant as may thereafter be authorized by the Municipal Light Board.
Article 21. To see what sum or sums of money the Town will vote to raise and appropriate for the purposes of the Sewer Department, to be expended by the Board of Sewer Commissioners, or take any action relative thereto.
Article 22. To see if the Town will vote to raise and appropriate the sum of $300.00 for salaries of the Board of Sewer Commissioners. Article 23. To see if the Town will vote to raise or borrow and appropriate any sum or sums of money for the construction of Sewers for Sanitary purposes, or take any action relative thereto.
HIGHWAYS
Article 24. To see what sums of money the Town will vote to raise and appropriate for the support of the Highway Department, including labor, repairs, and building sidewalks, stone roads and removal of snow, repairs to highways, Town ways and Bridges; Oiling and Tarring of Streets; purchase of equipment for said department; and collection of rubbish; or take any action relative thereto.
Article 25. To see if the Town will vote to accept as and for Town Ways, the following streets, as laid out by the Selectmen, or take any action relative thereto :- WASHINGTON PARK ROAD, from Wash- ington Street to French Avenue; TENNEY ROAD, from Union Street to Meadowbrook Road; MEADOWBROOK ROAD, from French Avenue to Tenney Road; BEECH STREET, from end of acceptance October, 1938, approximately 1290 feet east; LINDEN STREET, from Beech Street, approximately 610 feet south; MAGNOLIA STREET, from Com- mercial Street, approximately 1390 feet east; CYPRESS STREET, from Beech Street, approximately.375 feet south; CRAWFORD ROAD, from Crawford Street to Pearl Street; B. V. FRENCH STREET, from Middle Street to Arnold Street; ROSE AVENUE, from Pond Street to Fairview Avenue; SAGAMORE STREET, from Fountain Street, approximately 350 feet east; PARKSIDE CIRCLE, from Parkside Avenue to Parkside Avenue; CEDAR AVENUE, approximately 100 feet between Dewey Avenue and Oregon Avenue.
Article 26. To see if the Town will vote to accept as and for a Town Way; COMMERCIAL COURT, so-called, approximately 130 feet in a southerly direction from Commercial Street; or take any action relative thereto.
Article 27. To see if the Town will vote to accept as and for a Town Way, PARK AVENUE, from the present lay-out and point of acceptance, to Wildwood Avenue; or take any action relative thereto.
