ARTICLE 56.

Mr. Richard A. Hunt offered the report of the Forestry Committee appointed at the 1937 Annual Meeting, as follows:

This Committee was appointed to determine what areas are suit- able for a Town Forest and report its recommendations at the next meeting. It reported at the 1938 Meeting with certain possibilities in mind, but without the ability at that time to recommend definite estab- lishment of a Town Forest. It was, at the 1938 Meeting, continued in office for future recommendations.

During the past year, acting in cooperation with the Conservation Committee of the Philergians and the Town Treasurer, who originally

[ 41 ]

called the matter to our attention, we have had several joint meetings with the Philergian's Conservation Committee to consider the possibilities of establishing a Town Forest on certain lands already owned by the Town within a large block bounded by Peach Street, Wildwood Avenue, Liberty Street and Washington Street. The area considered does not include this whole block, but only those portions which have been ac- quired recently by the Town through tax title foreclosure proceedings.

The area in question comprises approximately 120 acres, the largest single area being Plot 5 on Assessors' Plan 1088 comprising 86 acres.

The establishment of a forest in this area has certain quite obvious advantages. First, its acquisition would not cost the Town any money since we already have title. Second, the value of the land for tax pur- poses apparently is not great, since it has not been sufficient to warrant the owners paying any taxes thereon for nearly ten years. Third, the character of the land, wooded substantially over its entire area, is suit- able for the purpose. Fourth, a brook flows through and along the boundary of the parcel with two ancient small mill dams thereon which would provide excellent opportunities to develop recreational facilities in the nature of small skating ponds. Fifth, the combination of woods with this water supply would provide an excellent bird and game sanc- tuary in connection with the forest park and recreation facilities.

Your Committee, therefore, recommends the layout and establish- ment of a Town Forest to be managed under the provisions of General Laws, Chapter 45, Section 21; said forest to include the lands described as follows on the Assessors' plans: Plan 1088, Plot 5; Plan 1089, Plots 91-109; Plan 1090, Plots 1-6, 12, 13, 15, 18, 25-35, 52-72; Plan 1091, Plots 19-51, 63-71; Plan 1093, Plot 10; Plan 1094, Plots 1-5, 7-10, 22-25; Plan 1096, Plots 1-6, 15-24, 35-45; Plan 1097, Plots 14, 61-68, 143-176.

I will, therefore, request that some member of the Town Meeting authorized to do so, move that a Town Forest be established in accord- ance with the recommendations of this Committee. .

Respectfully submitted,

MRS. HAROLD W. RIPLEY FRANK R. ARNOLD CLARENCE R. BESTICK RICHARD A. HUNT

Mr. Woodsum moved: That a Town Forest be established in ac- cordance with the recommendations of this Committee .- Carried- 10:14.

ARTICLE 57.

Mr. Richard A. Hunt offered the following report:

This article was inserted in the Warrant to provide a means of acquiring an additional favorable point of access to the Town Forest established under the preceding article.

It is hoped that we will be able to obtain a gift of land adjoining one of the mill dams and ponds referred to in the Committee Report, together with a forty (40) foot right of way therefrom to a point near the corner of. Wildwood and Arbutus Avenues. We should be in a posi- tion to accept such a gift if it is offered.

[ 42 ]

The Committee, therefore, recommends that some qualified mem- ber of the Meeting move that the Town accept a gift, if the same be offered, of land not exceeding two acres adjoining an old mill dam and pond near the corner of Wildwood and Arbutus Avenues, together with rights of way therefrom to Wildwood Avenue.
