WHEREAS, the above situation has brought about a relation be- tween living costs and salaries paid its employees by the Town of Braintree which works a hardship on said municipal employees, there- fore,


BE IT RESOLVED, that it is the sense of this meeting, and so far as it may be necessary and possible, the instruction of this meeting to the appropriate officials of the Town, that a general 10% increase in salaries be granted in all of the various departments and divisions of the Town, including the full complement of officials and employees of the Town of Braintree, with the proviso that no employee in the higher brackets shall receive an increase greater than $300 per annum, and that all of the said increases take place as of January 1, 1942.


Mr. Andrews offered the following amendment to Mr. Woodsum's resolution: That after the words, "and whose annual salary in all capacities", shall be added "including fees"; after the words, "provided always, however, that the total of the salary" the words "including fees" shall be added.


Mr. Woodsum accepted this amendment.


Mr. Connell offered as an amendment: To pay to all full-time employees earning up to and including $2500 a year, a bonus of 5% for the year 1942.

Moved: That there be included in the Tax Levy for electricity used for Street Lighting the sum of $8,000.00 as appropriated under Article 19 of this Warrant for the 1942 Annual Town Meeting, and that said sum together with the Income from the sales of electricity to private consumers, or from current supplied to Municipal Buildings or for Municipal Power, and from sale of appliances and jobbing during the fiscal year, be appropriated for the use of the Municipal Light Plant, the whole to be expended under the direction and control of the Munici- pal Light Board, for repairs, renewals, new construction, and operating expenses of the plant for the present fiscal year, as defined in Section 57 of Chapter 164 of the General Laws, and that, if said income shall exceed the expenses for the fiscal year, such excess shall be transferred to the Construction Fund of said plant and appropriated and used for such additions to the plant as may thereafter be authorized by the Municipal Light Board.

Voted: That the Town accept a new lay-out of that portion of Liberty Street opposite land of Elmer E. Vinton and Fred Stimson, for the purpose of constructing a sidewalk thereon.


ARTICLE 2.


Mr. Storm offered the report of the committee on the duplication of street names. Recommended that the matter be referred to the Board of Selectmen with instructions for the Board to take prompt action to eliminate duplicate street names.


Mr. Iliffe offered the following Resolution:


WHEREAS, the citizens of the Town of Braintree have seen fit to commemorate the services and sacrifices of those persons from Braintree who served in the armed forces of the United States in the World War as pro- vided under Article 82 of the Annual Town Meeting Warrant of 1941, and;


WHEREAS, the armed forces of certain other governments were allies of the armed forces of the United States in that War, and;


WHEREAS, some persons from Braintree served in the armed forces of our allies and the services and sacrifices made by them have not been commemorated by the citizens of the Town of Braintree, and;


WHEREAS, there is sufficient space to place the names of such persons on the Memorial provided under the Article to which reference is herein made, be it


RESOLVE, that this meeting instruct the Moderator to appoint & committee, preferably composed of those who served on that committee acting under Article 82 of the Annual Town Meeting Warrant of 1941, which com- mittee will have placed on the Spanish-American and World War Memorial under the caption of "With Our Allies" the names of those persons who went from Braintree and served with the armed forces, allies of the United States in World War I.


Voted: That this committee report to a later meeting under some proper Article .- Carried-9:25.


Mr. Connell offered the report of the committee appointed under Article 68 of the Annual Town Meeting of 1941 for possible locations for the establishment of a new Highway Department Garage.

Mr. Higgins offered the following report:


The School Building Committee, appointed under Article 46 of the Annual Town Meeting of 1941, wishes to supplement its report made to a Special Meeting on August 18, 1941, as follows:


At that time, in its report, the Committee explained why it was unable to proceed in accordance with the instructions of the Annual

Meeting. That Special Meeting requested the Committee to make no further commitments until further instructions from the Town. That request has been heeded. The expenditures of the Committee which are reported herewith are, of course, on commitments which were made. to the architects and others, prior to the Special Meeting in August. In, fact, those prior commitments called for an expenditure to complete payments now due to the architects of the amount of $2,036.39, in excess of the amounts raised and available last year.


Aside from this request for appropriation, there seems to be little that your Committee can accomplish at the present time, as they feel that it is no part of their duty to ask for an additional appropriation in order to proceed with the construction, and no funds have, as yet, been allocated or received from the Federal Government for this construction.


The Committee feels, however, that since there is a possibility, even if not an immediate probability, of receiving such funds, that this report should be accepted, and the Committee be continued in office in order to take such steps as may be advisable in the light of further events.

Voted: To raise and appropriate the sum of $300.00 for the ex- penses of the Planning Board.


ARTICLE 53.


Mr. Woodsum moved: That the Town raise and appropriate the sum of $792.95 to meet the payment of certain bills contracted prior to January 1, 1942.


Mr. Young offered the following amendment: That the sum of $1,503.38 be raised and appropriated to meet the payment of certain bills contracted prior to January 1, 1942 .- Not carried.


Original motion-Carried-10:01. There being no opposition the Moderator declared it unanimous.


Mr. Woodsum moved, under this Article: That the Selectmen be authorized to pay the Old Colony Crushed Stone Company the sum of $1,216.11 from Chapter 90 Construction Funds .- Carried-10:02.


ARTICLE 54.


Voted: To raise and appropriate the sum of $100.00 for the care and maintenance of property acquired by the Town under Tax Title Foreclosure procedure .- Carried-10:07.


ARTICLE 55.


Voted: To authorize and direct the Assessors to use the sum of $25,000.00 from Free Cash toward the reduction of the 1942 tax rate.
