I submit herewith my report of an audit of the books and accounts of the Town of Braintree for the fiscal year 1941, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. Herman B. Dine, Assistant Director of Accounts.

Sir :
In accordance with your instructions, I have made an audit of the books and accounts of the town of Braintree for the fiscal year 1941, the following report being submitted thereon:
The financial transactions, as recorded on the books of the several departments receiving or disbursing money for the town or committing bills for collection, were examined and checked with the books of the town accountant and the treasurer.
The books and accounts of the town accountant were examined. The receipts, as recorded, were checked with the treasurer's books and with the records of the several departments collecting money for the town, while the payments were checked with the treasury warrants and with the books of the treasurer.
The appropriations as listed from the town clerk's records of town meetings, as well as the transfers from the reserve fund authorized by the finance committee, were checked to the town accountant's ledger. The ledger accounts were analyzed, the necessary adjusting entries were made, and balance sheets, which are appended to this report, were pre- pared showing the financial condition of the town on December 31, 1941, and August 1, 1942.
The balance sheet as of December 31, 1941, shows an overdraft of $5,963.41 under court judgments due to a payment for court judgments which was made in 1941 after the tax rate for that year was fixed. Payment of a court judgment rendered after the fixing of the tax rate of a given year may be made only after an appropriation is voted therefor either from available funds or from a loan under Clause 11, Section 7, Chapter 44, General Laws.
It was also noted that appropriations totalling $2,589.95 were voted at a special town meeting held December 29, 1941, to be raised in the levy of 1942 and were partly expended by the end of the year. While liabilities could have been incurred against these appropriations in 1941, no expenditures should have been made therefrom until 1942, the year in which the appropriations were raised by taxation and in which temporary loans in anticipation of 1942 revenue could be issued.
The books and accounts of the town treasurer were examined and checked. The receipts, as recorded, were compared with the records of the several departments collecting money for the town and with the other sources from which money was paid into the town treasury, while the payments were checked with the warrants of the selectmen author- izing the disbursement of town funds. The cash balance on August 1, 1942, was proved by reconciliation of the bank balances with statements furnished by the banks in which town funds are deposited, by verification of the cash in the office, and by inspection of the savings bank books.

Examination was also made of the U. S. War Bonds which are a part of the treasurer's general cash and which are carried at the cost value of $49,950.
The reported payments on account of debt and interest were com- pared with the amounts falling due and with the cancelled securities on, file. ... .
The savings bank books and securities representing the investments of the trust and retirement funds in the custody of the town treasurer and the treasurer of the library trustees were examined and listed. The income was proved, and all transactions were verified and compared with the treasurer's and the town accountant's books; and in the case of the retirement system funds and the funds controlled by the library trustees, were checked with the records of the Retirement Board and the library trustees.
The records of tax titles held by the town were examined and checked. . The amounts added to the tax title account were compared with the collector's records, the tax titles redeemed were checked with the receipts as recorded on the treasurer's cash book, the foreclosures and disclaimers were verified, and the tax titles on hand were listed, proved, and checked with the records in the Registry of Deeds.
The books and accounts of the tax collector were examined and checked. The taxes and assessments outstanding according to the pre- vious examination, as well as all subsequent commitments, were audited and proved. The collections as posted on the commitment books were compared with the cash book collections and with the recorded payments to the town treasurer as shown by the treasurer's cash book. The abate- ments entered on the commitment books were checked with the assessors' records of abatements granted, and the outstanding accounts were listed and reconciled with the respective ledger accounts.
The records of departmental, electric light, and water accounts were examined and checked. The reported payments to the treasurer were compared with the treasurer's cash book, the abatements, disallowances, and discounts were verified, and the outstanding accounts were listed and reconciled with the town accountant't ledger accounts.
The outstanding tax, assessment, departmental, electric light, and water accounts were verified by mailing notices to a number of persons whose names appeared as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.
The records of assessments apportioned by the assessors were exam- ined and checked. The apportionments added to taxes were verified, and the apportioned assessments not due were listed and reconciled with the deferred revenue accounts in the town accountant's ledger.
The records of licenses and permits issued by the selectmen, town clerk, building inspector, and health department were examined and the payments to the State and the town treasurer were verified.

The records of departmental cash collections by the sealer of weights and measures, the school and library departments, and by all other depart- ments in which money was collected for the town, were examined and checked. The payments to the town treasurer were verified and the cash on hand in the several departments was proved by actual count.
The surety bonds of the officials required by law to furnish them were examined and found to be in proper form.
In addition to the balance sheet referred to, there are appended to this report tables showing a reconciliation of the treasurer's and the collector's cash, summaries of the tax, assessment, tax title, departmental, electric light, and water accounts, together with tables showing the condition and transactions of the trust and retirement funds.
While engaged in making the audit, cooperation was received from the officials of the town, for which, on behalf of my assistants and for myself, I wish to express appreciation.
