ANNUAL REPORT
OF THE
Town of Braintree
CONTAINING THE REPORTS OF ALL TOWN OFFICIALS AND COMMITTEES
FOR THE YEAR ENDING DECEMBER 31, 1945
REPORT OF SELECTMEN
The Selectmen present herewith the report of the various Town Departments covering their activities and expenditures for the year 1945.
The variety of petitions and applications which have been heard and disposed of by the Selectmen has been so great that any de- tailed report of the particular activities of the Selectmen would be impractical.
We have, however, attempted to cooperate with and assist the various departments whose activities reported herein combine to make a picture of a Town which is emerging from the war period . in excellent financial condition. The fact that our debt and tax rate are now both at a low ebb is not, as we have previously stated, due in any great degree to the efforts of the Selectmen but is a normal and ·very general result in our towns as a result of our inability to make normal capital expenditures which fact in turn was due to war conditions. As a result of department savings and through the estimated receipts account, so-called, the sum of $80,759.07 has been added to the surplus funds of the Town.
The Legislature has, since the last Town Meeting, provided for the establishment of a Department of Veterans Services within the Town, subject to the acceptance by the Town of the enabling act which acceptance will be before the Town Meeting Members in the 1946 war- rant. The title of the Soldiers Relief Agent has been changed by statute to that of Director of Veterans Services and the act provides in substance that if the Department be established there shall be an unpaid advisory board to assist the director with veterans' problems relative to employment, vocational or other educational opportunities, hospital care, pensions and other veterans' benefits. Whether or not this department is actually established by vote of the Town, similar work should be carried on for returning veterans in addition to the director's former duties as Soldiers Relief Agent. We recommend that in view of his additional duties and the increased work as such agent, he receive more adequate compensation for his services on a full-time basis and that one full-time secretary be assigned to his office.
