WHEREAS the period of his service has been marked by the dig- nified conduct of our Town Meetings, the high standards attained in his selection of Committees to represent the Town and the warmth of his support given to Committees and Officers of the Town in the conduct of their affairs:

ARTICLE 2.


Mr. John W. Harding offered the following report of the Com- mittee appointed under Article 7 of the Warrant for the 1944 Annual Town Meeting:


Pursuant to a resolution offered under Article 7 of the Warrant for the 1944 Annual Town Meeting, the undersigned were appointed a committee to study the possibilities of retiring or refinancing the outstanding Sewer Bonds of the Town.


Three of the Sewer Loans which are now outstanding were originally issued in 1931, 1933, and 1934 bearing interest rates of 31/2 %, 5% and 31/4% respectively, while a fourth loan was made in 1941 bearing interest at 1%. None of these issues carry provisions permitting them to be called prior to maturity at the option of the Town. Even if the present owners of the bonds were known and were willing to sell their bonds, the Town would have to pay a price based on an interest basis to maturity and that price would be so high there would be no gain to the Town in a refunding operation.


It must be remembered that most of our Sewer Bonds were issued during a period of severe economic depression and at a time when the credit position of the Town was not as good as it is at the present time. The price which the Town was obliged to pay for money does appear high when compared with the price of money today, but a compilation by one of the large New York banks shows that one hun- dred selected issues of relatively high grade municipal bonds were selling in December 1933 with an average yield of 5.29%. This clearly indicates that giving consideration to the times and existing condi- tions, the Town of Braintree paid only the going rate for the money which it borrowed for the construction of its Sewer System.

ARTICLE 10.


Mr. Raymond J. Brickley offered the following resolution: That extra compensation be increased to 20% on each salary item.

Mr. Canavan suggests an amendment to Mr. Brickley's resolu- tion to which shall be added "on which 15% has already been recom- mended." Mr. Brickley accepts the suggested amendment as part of his resolution.


Mr. E. Curtiss Mower offered the following resolution:


RESOLVED, that the matter of extra compensation for all Town Officers and employees, additional to that recommended by the Finance Committee, be referred to the next Town Meeting, Special or Annual, that the Selectmen be directed to call a Special Town Meeting on Monday, June 11, 1945, for the purpose of hearing and acting on the report of the Committee appointed under Article 62, of the Warrant for the 1944 Town Meeting, which Committee is hereby directed to complete its survey of salary standardization, employment classifica- tion and departmental administration and report in full at such Special Town Meeting, and that such wage and salary adjustments as may be voted at that meeting be effective as of January 1, 1945.

ARTICLE 2.


Mr. Howard J. Williams offered the following report of the Com- mittee appointed to review the operation of the Zoning Law:


The Committee has reviewed the operation of the Zoning Law from its adoption in 1940 to date, and has conferred with the Build- ing Inspector and the Board of Appeals. The number of complaints and appeals have been very small and of diversified types.


The Zoning Law on the whole is working satisfactorily and the Committee therefore recommends no change at this time. However, we expect after the war there may be a demand for more space in business and apartment districts. The specific areas needed for these developments are not evident at present and we do not think it wise to provide excessive space now.


Some of the complaints heard are not due to the requirements of the law but to illegal actions without a permit. In certain cases where a permit is granted under restrictions, it seems a good policy to require posting of a bond guaranteeing compliance with such restric- tions. Such a bond has more recently been required by the Board of Appeals.

Voted: To raise and appropriate the sum of $800.00 for the im- provement of Watson Park to be expended in remaking the tennis courts, the installation of a flag pole to which shall be affixed a suitable marker commemorating the man for whom the park was named, the installation of drinking fountains and of 200 feet of pipe for use in spraying a skating rink .- Carried 8:42.
