RESOLVED, That the town officials and the representatives of the Town of Braintree in town meeting assembled this 26th day of March 1945, hereby congratulate Coach William H. Erwin, players Robert Bates, Harvey Beetle, Ezra Creswell, Richard Donahue, Thomas Drake, William Gorman, Robert Kemp, Donald Kennard, Richard McLean, Harold Ostman, George Routhier, and Paul Sweezey and managers Raymond Brickley and John Spickard for their splendid accomplish- ment in gaining honorable recognition for the Town of Braintree throughout the Commonwealth of Massachusetts, and be it further
RESOLVED, That these resolutions be spread upon the records of the 1945 Town Meeting and that a copy be sent to Mr. James L. Jordan, Principal of the Braintree High School.

ARTICLE 41.
Voted: That the sum of $7,734.00 be appropriated for the instal- lation of a curbing at or near the line between the Hollis School grounds and the Hollis Field, the installation of drainage and the grading and hard-surfacing of the area between the curbing and the school building, the work to be done by the Highway Department under the supervision of the School Committee.

Mrs. Mabel S. Rogers offered joint report of the Trustees of the Thayer Public Library and the Citizens' Committee, appointed by the Moderator at the previous year's Town Meeting, in reference to the library situation in the Town of Braintree, of which Mr. Stacy B. Southworth acted as Chairman.

Voted: To adopt the joint report of the Trustees of the Thayer Public Library and the Citizens' Committee appointed by the Moderator under Article 43 of the Warrant for the 1944 Town Meeting, and

that the Committee be authorized and directed to consider what portion of the lot of land on the northwesterly corner of Central Avenue and Washington Street should be acquired by the Town for the purpose of constructing thereon a public library and to report its recommenda- tions to the next Annual Town Meeting; that, to assist it in the con- sideration of this problem, the Committee be authorized to procure from a competent architect sketches of a library building, and that the sum of $500.00 be appropriated for the expenses of the Com- mittee .- Carried 9:31.

Voted: That the Town renew the appropriation of Three Hundred Dollars ($300) to the Braintree Post No. 1702, Veterans of Foreign Wars of the United States, for rent of a Hall to conduct Meetings and other functions of the Post and Ladies' Auxiliary.
ARTICLE 2.
Mr. Thomas Alexander, Chairman of the Committee appointed by the Town Moderator to investigate the possibility of obtaining permanent quarters for the Braintree Post of the Veterans of Foreign . Wars, offered the following report:

The Committee after searching around to find a suitable place for Quarters for the Veterans of Foreign Wars could find only one place that appeared to be suitable for that purpose and that was in. the Pond School, in which the School Committee and the School Superin- tendent have their offices. A proposal was made to the School Com- mittee to allow the Veterans of Foreign Wars the use of two unoc- cupied rooms in the building but this they turned down, saying that too many difficulties would arise to make it practicable.
Voted: Acceptance of the foregoing report.

ARTICLE 51.

Voted That the Town raise and appropriate the sum of $100.00 for the expenses of the Planning Board.
ARTICLE 53.
Voted: That the Town raise and appropriate the sum of $100.00 for the care and maintenance of property acquired by the Town under Tax Title Foreclosure procedure.
ARTICLE 54.
Mr. Mower moved: That the Town vote to amend its By-Laws by inserting therein a new article to read as follows: "Article 10A. No license in any form other than a renewal shall be granted by the Selectmen or Licensing Board for the sale of alcoholic beverages at any location within the Town within five hundred (500) feet of any church or school building."
Mr. Charnock moved as an amendment: That the word "prem- ises" be added after the word "building" .- Carried 10:01.
Mr. Fogg moved: That the word "premises" be stricken out and original motion made by Mr. Mower prevail .- Not carried.

ARTICLES 55 and 44:
Voted under Article 44: To accept the transfer of $50,000.00 from the Braintree Electric Light Department to the general funds of the Town, it being the intent of this meeting to authorize, ratify and confirm the action of the Municipal Light Board in reserving this fund for this purpose from funds of the department available at the time of transfer and to reserve said fund for appropriation under Article 55 .- Carried 10:08.
Voted under Article 55: That in accordance with the Chapter 5 of the Acts of 1943 there be appropriated the sum of $150,000.00 for the purchase of direct obligations of the U. S. Government to add to the Postwar Rehabilitation Fund established under Article 1 of the Special Town Meeting of March 20, 1944 of which the sum of $100,000.00 shall be raised by transfer from available funds in the

Treasury and the sum of $50,000.00 shall be raised from the Electric Light Department transfer referred to in Article 44 .- Carried 10:09.

ARTICLE 40.
Mr. Morrison offered as a substitute motion: To authorize and instruct the School Committee to take such steps by petition to the court or otherwise as would permit them to abolish the practice of giving three French medals in each school and substitute therefor the practice of giving one French medal in each school.
Mr. Mower requested consent to withdraw his motion under this article. Unanimous consent granted.

Voted: That the Moderator appoint a Committee of 15 members, of which two shall be selected from each precinct and three shall be selected at large from the Town, which Committee shall consider and prepare a comprehensive and detailed plan for the development and expansion over a period of years of the Town and the services fur- nished by the Town including sanitation, educational, library, highway, water and recreational facilities, that the plan be presented to the next Annual Town Meeting together with the recommendations of the Committee as to its cost and the methods by which such cost should be met, and that the sum of $1,000.00 be appropriated for the expenses of the Committee.

Mr. Mower moved: No action under this article-Not carried. Mrs. Helen Ellsworth moved: That the sum of two hundred dollars ($200) be appropriated for the construction of seats at various places in the Town for the convenience of pedestrians .- Carried 10:57.
ARTICLE 67.
Voted: That the Selectmen be authorized to sell, at a price not less than $50.00, to the Old Colony Council Boy Scouts of America, Plot No. 5, Plan No. 1106, foreclosed tax title property.

Mr. John J. Canavan moved: That a committee be appointed to investigate the applicability and desirability of the provisions of Chapter 31 of the General Laws. Said committee to report at the contemplated Special Town Meeting in June 1945 .- Not carried.

Special Town Meeting
Braintree, Massachusetts, June 18, 1945 A Special Town Meeting was called to order at 7:45 P.M. by Moderator Horace T. Cahill.
Moderator Cahill declared a brief recess to determine if a quorum were present. Tellers were appointed as follows: Messrs. Skinner, Canavan, Taylor, Robinson, Blewett, Hitchcock, Murphy and Marsh. There being 151 Town Meeting Members present, the meeting resumed. ARTICLE 1.
Voted: That ABBOTT STREET, so called, from its present point of acceptance to Parkside Avenue, as laid out by the Selectmen, be ac- cepted as and for a Town Way; that the sum of $978.20 be appropri- ated for the improvement thereof, the same to be raised by transfer from available funds in the Treasury, and that betterments be as- sessed to the extent of 6623% of the cost of said improvements .- Car- ried 8:02.
ARTICLE 2.
Voted That STATEN ROAD, so called, from its present point of acceptence to Abbott Street, as laid out by the Selectmen, be ac- cepted as and for a Town Way; that the sum of $1,091.70 be appropri -. ated for the improvement thereof, the same to be raised by transfer from available funds in the Treasury, and that betterments be as- sessed to the extent of 662/3% of the cost of said improvements .- Car- ried 8:04.

Voted: That MERRITT AVENUE, so called, as laid out by the Selectmen, be accepted as and for a Town Way; that the sum of $1,192.70 be appropriated for the improvement thereof, the same to be raised by transfer from available funds in the Treasury, and that betterments be assessed to the extent of 662/3 % of the cost of said im- provements .- Carried 8:05.
ARTICLE 5.
Voted: That no action be taken on Article 5.
ARTICLE 6.
Voted: That the Selectmen be authorized to sell a lot of land on Allen Street owned by the Town, formerly the site of the East Brain- tree Fire Station; to sell same for not less than $100 .- Carried 8:08.
ARTICLE 7.
Voted: That the sum of $24,000 be appropriated for the purpose of laying water main from Great Pond Pumping Station to connect with the present 12 inch main on West Street; the same to be raised by transfer from the sums appropriated under Article 15 of the War- rant for the 1945 Annual Town Meeting, $7,000 of which shall be an addition to the appropriation for the same purpose made under Article 18 of the Warrant for the 1944 Annual Town Meeting and $17,000 of which shall reduce the amount to be borrowed under said Article 18 .- Unanimous vote, 8:10.

ARTICLE 8.
Voted: That the report of the Special Committee appointed under - Article 62 of the Warrant for the 1944 Town Meeting be accepted.
Voted: That action on the report of the Special Committee, except for the adoption of Standard Rate Ranges for all positions listed on pages 10 through 14 thereof other than those in the School and Electric Departments, be postponed to the 1946 Annual Town Meeting.
Mr. Mower moved: That the Standard Rate Ranges for the posi- tions listed on pages 4 through 12 of the Report of the Finance Com- mittee to this meeting be adopted.
Mr. Mower's motion was acted upon, the Moderator declaring the vote favorable. Mr. Wynot doubted the vote and a sufficient number of Town Meeting Members immediately arising also in doubt, the Moderator appointed the same tellers and another vote was taken by a show of hands. 78 being in the affirmative and 61 in the negative, Mr. Mower's motion was carried .- 9:21.
