A Tribute of Respect


In this, the 300th anniversary year of incorporation, Chelms- ford proudly recalls the record of its past.


We deem it a privilege to express our esteem and admiration to Chelmsford's sons and daughters who have availed themselves of opportunities to contribute their time and their skills, with a high sense of social responsibility, to the benefit of fellow citizens. Their mutual objective was a healthier, happier and more pros- perous Town.


The progress of Chelmsford has been outstanding and may be attributed to the staunch adherence to the ideals set by our forefathers. Some of the men and women who have served Chelms- ford have passed on and in memory we salute them. However, today there are those who can reminisce over a period of 75 years or more and rest assured that they have had a hand in shaping the destiny of Chelmsford and its inhabitants. To them, especially we would extend a word of appreciation.


It is impossible on this page to recognize each of you by name or to list the services rendered by you for the betterment of the Town of Chelmsford. We do wish to take this opportunity to express our gratitude, in behalf of our fellow citizens, and to assure you that we realize we must continue to go forward, con- fident in the knowledge that honesty, fair dealing and the desire to make a better Chelmsford is our heritage.

WARRANT FOR ANNUAL TOWN MEETING March 1, 1954 and March 8, 1954 COMMONWEALTH OF MASSACHUSETTS

To Robert McAndrews, Constable, or any suitable person of the Town of Chelmsford:


GREETING :


In the name of the Commonwealth aforesaid, you are hereby re- quested to notify and warn the legal voters of said Chelmsford to meet in their several polling places, viz:


Precinct 1. Town Hall, Chelmsford Center

On Monday, the first day of March, 1954 being the First Monday in said month, at 11:00 a. m. o'clock, for the following purposes:

REPORT OF THE TOWN CLERK


The polls will be open from 11:00 a. m. to 8:00 p. m., and to meet in the High School Anditorium at Chelmsford on the following Mon- day, the eighth day of March, 1954, at seven thirty o'clock in the eve- ning, then and there to act upon the following articles, viz:


ARTICLE 1. To hear reports of Town Officers and Committees; or act in relation thereto.


ARTICLE 2. To raise and appropriate such sums of money as may be required to defray town charges for the current year; or act in relation thereto.


ARTICLE 3. To see if the Town will authorize the Selectmen to act as its agent in any suit or suits which may arise during the cur, rent year, with authority to settle and adjust claims or demands for or against the Town; and to employ counsel whenever in their judge- ment it is necessary; or act in relation thereto.


ARTICLE 4. To see if the Town will authorize the Treasurer with the approval of the Selectmen, to borrow money in anticipation of revenue of the current financial year; or act in relation thereto.


ARTICLE 5. To see if the Town will vote to raise and appro- priate a sufficient sum of money with which to meet bills of previous years; or act in relation thereto.


ARTICLE 6. To see if the Town will raise and appropriate the sum of Six Thousand Seven Hundred Four and 04/100 ($6704.04) Dollars or some other sum to pay to the Treasurer of the Middlesex County Retirement System, the said amount being the Town's share of the pension, expense and Military Service Funds; or act in relation thereto.


ARTICLE 7 To see if the Town will vote to raise and appropriate the sum of Fifteen Thousand and no/100 ($15,000.00) Dollars, or some other sum, to be used as a Reserve Fund at the discretion of the Finan- ce Committee as provided in General Laws, Chapter 40, Section 6; or act in relation thereto.


ARTICLE 8. To see if the Town will vote to repeal the follow- ing by-law adopted at the Annual Town Meeting on March 10, 1952, viz; "That the 'FINANCE COMMITTEE' in the Town of Chelmsford be comprised of five members, the same to be appointed by the Mod- erator and that the term of office be not more than three years from the date of appointment,"; or act in relation thereto.

ARTICLE 9. To see if the Town will vote to adopt the following by-law, viz; "That the 'FINANCE COMMITTEE' in the Town of Chelmsford be comprised of five members, the same to be appointed by the Board of Selectmen and that the term of office be not more than three years from the date of appointment,"; or act in relation thereto.


ARTICLE 10. To see if the Town will vote to instruct the Board of Assessors to use the sum of One Hundred Thirty Thousand and no/100 ($130,000.00) Dollars or some lesser sum from the Free Cash in the Treasury for the reduction of the 1954 Tax Rate; or act in rela- tion thereto.


ARTICLE 11. To see if the Town will vote to authorize the Board of Selectmen to accept an offer in behalf of the Town in the amount of Ten and no/100 ($10.00) Dollars as settlement of damages due to the land taking by the Commonwealth of Massachusetts at Vinal Square, North Chelmsford, Massachusetts on October 23, 1950; or act in relation thereto.


ARTICLE 12. To see if the Town will vote to transfer from the Road Machinery Fund the sum of Sixteen Thousand and no/100 ($16,000.00) Dollars or some other sum for the purpose of purchasing a power shovel and trench hoe; or act in relation thereto.


ARTICLE 13. To see if the Town will vote to transfer from the Road Machinery Fund the sum of Twenty-Five Hundred and no/100 ($2500.00) Dollars for the purpose of purchasing a 2-ton chassis and cab; or act in relation thereto.


ARTICLE 14. To see if the Town will vote to raise and appro- priate or transfer from some other account the sum of Fifteen Hundred and no/100 ($1,500.00) Dollars for the purpose of settling a suit for the taking of land on Groton Road by Eminent Domain proceed- ings; or act in relation thereto.


ARTICLE 15. To see if the Town will vote to raise and appro- priate or transfer from some other account the sum of Twenty-Five Hundred and no/100 ($2,500.00) Dollars for the purpose of settling a suit for the taking of land in Central Square by Eminent Domain pro- ceedings; or act in relation thereto.


ARTICLE 16. To see if the Town will vote to raise and appro- priate the sum of Twenty-Five Hundred and no/100 ($2,500.00) Dollars for the purpose of settling a claim for damages to the claimant's prop- erty as a result of the lay out and the construction of Sheila Avenue; or act in relation thereto.

ARTICLE 17. To see if the Town will vote to empower and au- thorize the Selectmen to sell at private sale or public auction the buildings and the contents therein located on Princeton Street, com- prising the old Princeton Street Grammar School buildings and con- tents; or act in relation thereto.


ARTICLE 18. To see if the Town will empower and authorize the Selectmen to sell at private sale or public auction a certain parcel of land off Second Street and to give a good and sufficient deed con- veying all the right, title and interest of the Town; or act in relation thereto.


ARTICLE 19. To see if the Town will vote to raise and appro- priate the sum of Ten Thousand and no/100 ($10,000.00) Dollars or some other sum for the purpose of defraying part of the cost of in- stalling signal lights at the railroad crossing on Wotton Street, so- called; or act in relation thereto.


ARTICLE 20. To see if the Town will vote to hold a Tercenten- ary Celebration; or act in relation thereto.


ARTICLE 21. To see if the Town will vote to appoint a Commit- tee to have charge and manage the Tercentenary Celebration and to appropriate a certain sum of money for the purpose of defraying the cost of said Tercentenary Celebration; or act in relation thereto.


ARTICLE 22. To see if the Town will vote to raise and appro- priate the sum of Twenty-Six Hundred and no/100 ($2,600.00) Dollars or some other sum for the purpose of purchasing a truck to be used in the Cemetery Department, said purchase to be made under the su- pervision of the Board of Cemetery Commissioners; or act in relation thereto.


ARTICLE 23. To see if the Town will vote to accept the provi- sions of 6 F of Chapter 40 of the General Laws which pertain to the repairs by the Town on private ways; or act in relation thereto.


ARTICLE 24. To see if the Town will vote to raise and appro- priate a certain sum of money for the purpose of purchasing two auto- mobiles for the Police Department, said purchase to be under the supervision of the Board of Selectmen; or act in relation thereto.


ARTICLE 25. In the event of an affirmative vote under Article 24, to see if the Town will authorize the Selectmen, by a good and suf- ficient Bill of Sale, to sell the two 1953 automobiles now used by the Police Department; or act in relation thereto.

ARTICLE 26. To see if the Town will vote to raise and appro- priate a certain sum of money for the purpose- of installing traffic control lights in the area in front of the Chelmsford Center Fire Sta- tion, said contract to be awarded under the direction of the Board of Selectmen; or act in relation thereto.


ARTICLE 27. To see if the Town will vote to raise and appro- priate a certain sum of money for the purpose of extending the water main at least seven hundred (700) feet at the Town owned Dump, located off Swain Road, said contract to be awarded under the direc- tion of the Board of Selectmen; or act in relation thereto.


ARTICLE 28. To see if the Town will vote to appoint a com- mittee with powers of engaging an architect to formulate plans and specifications for a Fire Station to be located on land now owned by the Town, known as Princeton Street School Site at the intersection of Washington Street and Princeton Street, said committee to report at the next Annual or Special Town Meeting; or act in relation thereto.


ARTICLE 29. In the event of an affirmative vote under Article 28, to see if the Town will raise and appropriate a certain sum of money to defray costs of said Committee, or act in relation thereto.


ARTICLE 30. To see if the Town will vote that the actions taken under any article at this annual Town Meeting or any subsequent an- nual or special meeting calling for the adoption, amendment, recission, alteration or addition to the present by-laws, shall not be valid unless the vote under such article shall be by a two-thirds majority of the voters present and voting thereon; or act in relation thereto.


ARTICLE 31. To see if the Town will vote to authorize the Selectmen to execute and deliver to the South Chelmsford Gun and Rod Club, Inc., a confirmatory deed to land previously conveyed to the said South Chelmsford Gun and Rod Club, Inc., by deed of the Town by the authority contained in a Motion under Article 28 at the An- nual Town Meeting held on March 9, 1953; or act in relation thereto.


ARTICLE 32. To see if the Town will vote to move the "Veterans Honor Roll" situated on the lawn at the Town Hall to the Common adjacent to North Road; or act in relation thereto.


ARTICLE 33. To see if the Town will vote to raise and appro- priate a sufficient amount of money to defray the expense of remov- ing and relettering the "Veterans Honor Roll"; or act in relation thereto.

ARTICLE 34. To see if the Town will vote to accept Chapter 657 of the Acts of 1948, amending General Laws, Chapter 149, Section 33-,A an Act authorizing a five-day and forty-hour week for employees of certain cities and Towns; or act in relation thereto.


ARTICLE 35. To see if the Town will (1) adopt a by-law fixing job classifications, pay schedules, and terms of employment, for per- sons in the service of the Town and authorize the establishment of a Personnel Board to administer the said by-law; (2) establish new rates of pay and terms of employment for certain Town employees and officials; or act in "elation thereto.


ARTICLE 36. To see if the Town will vote to accept the pro- visions of Section 57A of Chapter 48 of the General Laws, the pro- visions of said Section are: An Act providing that Firefighters and certain others in certain cities and towns shall be given an additional day off duty or, under certain circumstances, an additional day's pay when they are required to work on certain legal holidays; or act in relation thereto.


ARTICLE 37. To see if the Town will vote to continue the present by-law committee, and that said committee be instructed to make a further study of the existing town ordinances and by-laws, make recommendations for their revision, recommend new by-laws and ordinances and to report at a special or annual Town meeting, codify the existing by-laws and ordinances and print them in book form, said books to be sold by the Town Clerk for a sum to be set by the Board of Selectmen; or act in relation thereto.


ARTICLE 38. To see if the Town will vote to amend the Build- ing code of the Town of Chelmsford in the following particulars; Article VIII, Sec. 2, Paragraph 1, Sentence 1: after the word dwell- ing add the words-"and attached garages", and after the words"fin- ished grade" add the words-"including the footing" so that the sen- tence will read as follows: All dwellings and attached garages must have a foundation wall which extends (42) forty-two inches below the finished grade including the footing .; or act in relation thereto.


ARTICLE 39. To see if the Town will vote to amend the build- ing Code of the Town of Chelmsford in the following particulars: Article VIII, Sec. 2, Paragraph 3: After the word "Masonry" strike out the words-"and plain concrete" so that the paragraph will read: Hollow or Solid Masonry .; or act in relation thereto.


ARTICLE 40. To see if the Town will vote to amend the Build- ing Code of the Town of Chelmsford in the following particulars: Article VIII, Sec. 2, Paragraph 4, Sentence 1: Strike out sentence one

and substitute the following sentence: All hollow or solid masonry foundation walls shall be not less than twelve (12") inches (*) fin- ished grade and not less than eight (8")inches thick for all remaining courses; or act in relation thereto.


ARTICLE 41. To see if the Town will vote to amend the Building Code of the Town of Chelmsford in the following particulars: Article X, Sec. 1, Paragraph 2: Strike out the figure "3" and substitute the figure "4" so that the Paragraph will read: Sills shall be not less than 4 x 6 inches when laid flat on a solid foundation bearing; for a boxed sill, not less than the size of the floor joists, and over openings or piers shall be designed for their imposed loads .; or act in relation thereto.


ARTICLE 42. To see if the Town will vote to amend the Building Code of the Town of Chelmsford in the following particulars: Article X, Section 4, Paragraph 2: After the word "wire" add the words "or gypsum" so that the paragraph will read: "Attached garages shall be wire or gypsum lathed and plastered on the ceiling and on all walls common with the main building."; or act in relation thereto.


ARTICLE 43. To see if the Town will vote to amend the Building Code of the Town of Chelmsford in the following particulars: Article X, Section 1,Paragraph 2-under Roof Rafters: After the word "for" and before the word "roof" add the word "all", and after the word "joists" add the words "Table 1, of the Appendix," so that the para- graph will read: Spacing and spans for all roof rafters on slopes less than 5 to 12 inches shall be the same as for floor joists in Table 1, of the Appendix; or act in relation thereto.


ARTICLE 44. To see if the Town will vote to amend the Build- ing Code of the Town of Chelmsford in the following particulars: Article X, Section 1, under Floor joists-add the following Paragraph- All cutting of floor timbers for the passage of pipes shall be on their upper edges, and no cut shall exceed two (2") inches in depth, or be made more than three feet from the bearing point of the timber unless the consent of the Building Inspector has been obtained. No cutting in the under side of a floor timber will be allowed for any reason .; or act in relation thereto.


ARTICLE 45. To see if the Town will vote to amend the Building Code of the Town of Chelmsford in the following particulars: Article X, Section 1, Paragraph 1, under the heading Floor joists-strike out the words "in dwellings", so that the paragraph will read: "For maxi- mum allowable spans for floor joists, see Table 1 in the Appendix."; or aot in relation thereto.

ARTICLE 46. To see if the Town will vote to amend the, Build- ing Code of the Town of Chelmsford in the following particulars: Appendix, Table 1-In the heading-"Maximum Allowable Spans for Floor Joists in dwellings," strike out the words "in Dewellings" so that the heading will read, "Maximum Allowable Spans for Floor Joists."; or act in relation thereto.


ARTICLE 47. To see if the Town will vote to amend the Building Code of the Town of Chelmsford in the following particulars: Following Paragraph 2, under "Roof Rafters," insert the following: "Flat roofs on all buildings shall be designed to withstand a forty (40) pound snow load."; or act in relation thereto.


ARTICLE 48. To see if the Town will vote to accept a portion of Birch Street, as shown on a plan of said street duly filed in the Office of Town Clerk; or act in relation thereto.


ARTICLE 49. To see if the Town will vote to raise and appro- priate a certain sum of money for the purpose of reconstructing Birch Street; or act in relation thereto.


ARTICLE 50. To see if the Town will vote to accept a portion of Diamond Street, as shown on a plan of said Street duly filed in the office of Town Clerk; or act in relation thereto.


ARTICLE 51. To see if the Town will vote to raise and appro- priate a certain sum of money for the purpose of reconstructing Diamond Street; or act in relation thereto.


ARTICLE 52. To see if the Town will vote to accept a portion of Pleasant Avenue, as shown on a plan of said Avenue duly filed in the Office of Town Clerk; or act in relation thereto.
