ARTICLE XXIV.


To see if the Town will vote to authorize the Honor Roll Com- mittee to purchase and erect a stone monument on the Common at Chelmsford Center with funds in their possession previously voted to be used for the purpose of removing and repairing the existing Honor Roll which is located on the lawn in front of the Town Hall in Chelms- ford Center; or act in relation thereto.

To see if the Town will vote to enlarge the Chelmsford Tercen- tenary Committee by adding thereto, John H. Valentine, Thomas J. Campbell and Harold C. Petterson; or act in relation thereto.

To see if the Town will vote to appropriate and transfer from the Road Machinery Fund the sum of Thirteen Hundred ($1,300.00) Dol- lars or some other sum to purchase a Shaker Screen which is to be mounted on rubber, now being rented by the Highway Department. Said purchase to be made under the supervision of the Board of Select- men; or act in relation thereto.


ARTICLE XXVII.


To see if the Town will vote to transfer from the Road Machine- ry Account or some other account the sum of Twenty-five Hundred ($2,500.00) Dollars or some other sum for the purpose of purchasing a used Tractor and Low Bed Trailer for use in the Highway Depart- ment. Said puchase to be made under the supervision of the Board of Selectmen; or act in relation thereto.


ARTICLE XXVIII.


To see if the Town will vote to Transfer from the Account known Installation of Signal Lights at Wotton Road Railroad Crossing as the sum of Four Thousand Five Hundred ($4,500.00) Dollars for the installation of a traffic signal system at the intersection of Chelms- ford Street and Billerica Road, Central Square; or act in relation thereto.


ARTICLE XXIX.


To see if the Town will vote to transfer Three Hundred ($300.00) Dollars from the account known as Settlement of Claims and Suits and Two Hundred ($200.00) Dollars from the account known as Land Transactions, both accounts in the Law Department, to the account known as Prosecution and Defense of Law Suits; or act in relation thereto.


ARTICLE XXX.


To see if the Town will vote to convey all its right, title and in- terest to the First Congregational Society Unitarian, of a certain par- cel of land upon which the Unitarian Church is now located, and bounded and described as follows: Beginning at a point a distance of one hundred thirty (130) feet from a stone bound on the south- westerly side of Westford Street, opposite the Unitarian Church as shown on a plan of land entitled: "Plan of Land in Chelmsford, Mass., owned by First Congregational Society Unitarian, drawn by H. M. Sturtevant, Chelmsford, Mass., Scale one inch equals forty feet"; thence running in a southwesterly direction at a right angle to the southwesterly side of Westford Street to the Forefathers Cemetery; thence proceeding by the line of the Forefathers Cemetery southerly

SPECIAL TOWN MEETING November 29, 1954


At a Special Town Meeting held on November 29, 1954, in the High School Auditorium, Chelmsford, Massachusetts, the following business was transacted :


The meeting was called to order at 7:30 P. M. by Moderator, Ed- ward J. DeSaulnier. The following tellers were appointed, M. Edward Riney and Parker George. The count of voters present was 203. The necessary quorum present, the following business was continued. On a motion made by Roger W. Boyd it was voted to waive the reading of the Warrant.


UNDER ARTICLE I:


On a motion made by Raymond H. Greenwood in regard to the re- peal of the by-law pertaining to "personnel, wage and salary classi- fication and compensation plans" adopted by vote under article XXXV at the last Annual Town Meeting held on March 8, 1954, it was voted to dismiss this Article.


153 voted in the affirmative.


20 voted in the negative.


UNDER ARTICLE II:


On a motion made by Roger W. Boyd it was voted to take by em- inent domain proceedings for highway purposes a strip of land situa- ted on the southerly side of Manning Road shown as Mallock Road on plan hereinafter mentioned, being a portion of Lot 214 on said plan and bounded: Northerly by Manning Road, six hundred ninety feet, more or less; Westerly by Randall Street, two feet; Southerly by land of Morrell, Varnum and Baldwin, five hundred eighty feet, more or less; Westerly again twelve and 2/10 feet; Southerly again, fifty feet; Westerly again, twenty-one and 4/10 feet; Southerly again fifty feet; said last four courses being by land supposed to belong to Baldwin, containing 1868 square feet, more or less and being shown on a plan of land entitled "Fair Acres, owned by Frank W. Sadler, December, 1919, Ernest W. Branch, C. E.", which plan is recorded in Middlesex North District Registry of Deeds, Plan Book 37, Plan 40, and transfer from the Excess and Deficiency Account, the sum of One ($1.00) Dol- lar to compensate the owners of the property seized by eminent do- main proceedings under this Article.


UNDER ARTICLE III.


On a motion made by Raymond H. Greenwood it was unanimously voted to instruct the City Manager of the City of Lowell that at a special meeting of the Town of Chelmsford held on November 29, 1954,

the voters of the meeting expressed a desire that the City of Lowell annex through legislative procedure that portion of land owned by the City of Lowell adjacent to the City of Lowell on the southerly side of Chelmsford Street.


UNDER ARTICLE IV:


On a motion made by Harold C. Petterson it was unanimously voted that the sum of $149.00 be transferred from the Excess and De- ficiency account to the account called Treasurer's and Collector's Post- age account.


UNDER ARTICLE V:


On a motion made by Harold C. Petterson it was unanimously voted that the sum of $186.00 be transferred from the Excess and Defi- ciency account to the account called Treasurer and Collector Other Expense account.


UNDER ARTICLE VI:


On a motion made by Donald E. Smith it was voted to accept a gift of One Hundred (100.00) Dollars from the Christopher Roby Fund to be known as the "Roby Fund" the income to be used for the pur- pose of keeping the fence at the West Chelmsford Cemetery painted.


UNDER ARTICLE VII:


On a motion made by Raymond H. Greenwood it was unanimous- ly voted to transfer from the Excess and Deficiency account the sum of Seven Hundred Fifty ($750.00) Dollars to the Public Buildings De- partment, Fuel, Light and Water Account.


UNDER ARTICLE VIII:


On a motion made by Ralph J. Hulslander, it was unanimously vo- ted to transfer from the Excess and Deficiency Account the sum of Three Hundred ($300.00) Dollars to the Police Department Gasoline Account.


UNDER ARTICLE IX:


On a motion made by Ralph J. Hulslander, it was unanimously vo- ted to transfer from the Excess and Deficiency Account the sum of Two Hundred ($200.00) Dollars to Police Department Auto Main- tenance and Repairs.


UNDER ARTICLE X:


On a motion made by Roger W. Boyd it was unanimously voted to enter into an agreement with the Town of Wilmington concerning laboratory work for the Board of Health in accordance with the pro- visions of Section 4A, of Chapter 40 of the General Laws.

Archer it was unanimously voted to transfer from the Excess and Deficiency Account the sum of $24,242.59 and from an account known as (Plans and Specifications on new Elementary School at North Chelmsford) the sum of $256.98 and from an account known as (For the studying and securing of plans and costs for constructing an addition to Elementary Schools and/or a six-year High School) the sum of $493.43 making a total of $24,993.00 for the purpose of completing, grading, purchase of equip- ment, architectural and engineering costs and whatever other costs that are necessary to complete the constructing and equipping of the New Center Elementary School on Billerica Road.

On a motion made by Warren Lahue it was unanimously voted to transfer from the Excess and Deficiency Account the sum of Two and 50/100 ($2.50) Dollars to pay unpaid bills of previous years
