REPORT OF THE SCHOOL COMMITTEE
To the citizens of Chelmsford :
During the fiscal year of 1954 the School Committee held twenty- four regular meetings and eight special meetings. In addition to these meetings of record the Committee, as has been its practice in recent years, met many times unofficially and informally for the purpose of maintaining a close relation with school affairs. The Committee has also attended all meetings of the Center School Building Committee, and until its dissolution in mid-year, all meetings of the North School Build- ing Committee. On many occasions the Committee met with groups of interested citizens for the purpose of discussing school matters and entertaining requests of various kinds. The Committee is well aware that school matters frequently present problems to townspeople and is ever ready to discuss such problems with the people affected.
Several significant changes were made in our school system in 1954. Rapidly increasing enrollment made it necessary to reopen the Quessy School in West Chelmsford to accommodate the fifth and sixth grades from the McFarlin School. This, necssarily, brought about an increase in the cost of bus transportation. It also allowed the removal of all elementary school pupils from the High School, thus making available a room for a mechanical drawing class which had for many years been in the planning of the School Committee. The Highland School in North Chelmsford continued to house the seventh and eighth grade pupils from the McFarlin School. It was necessary with the opening of school in September to convert the health room in the North School to a classroom to provide temporary space for the Increased number of students at that school. During the school year, 1954-1955, every available classroom in the entire school system is in use and, in many instances, is occupied by many more pupils than is desirable.
It is obvious from the above facts that action must be taken at the earliest possible time to provide additional school facilities. As 1954 came to an end the new Center Elementary School was rapidly nearing completion. The School Committee and the Building Committee, at a meeting in December, were in unaminous agreement. that this school should not be opened in January, 1955, as had originally been planned. Later developments were to substantiate the wisdom of this decision. With the opening of this school and the transfer of all seventh and eighth grade pupils in town to the McFarlin School, our school housing problem will be temporarily alleviated. The town must, however, make immediate plans for new construction to accommodate the influx of pupils in the lower grades when they move on into high

school. With this in mind, the School Committee is inserting articles in the 1955 Annual Town Meeting Warrant to have a committee ap- pointed to make recommendations and obtain plans, costs and spec- ifications relative to such new construction. The Committee feels fortunate that in the face of these many problems, the school system has been able to maintain a high standard of education.
During the year 1954, many repairs and improvements were made throughout the system. The exterior woodwork at the High School and McFarlin School was completely painted and part of the West- lands School was painted. Much pointing was done on the exterior brick at the High School. A major plumbing job was done in the science laboratory at the High School when it became evident that the pipes were in a state of considerable disrepair. Thoroughly dam- aged or worn doors at the High School and Westlands School were repaired or replaced. A room at the High School was completely equip- ped with new furniture for the mechanical drawing class and another room was newly equipped with desks and chairs for academic subjects. The cafeteria at the McFarlin School was completely refurnished, bright new tables and chairs replacing the cumbersome old wooden tables and benches and providing facilities for an added number of pupils. The reopening of the Quessy School mentioned earlier in this report required the exependiture of a sizable sum of money. In addition to these projects specifically noted, many other ordinary maintenance repairs were made in the school buildings throughout the town.
The Committee has learned, after the first full year's experience in operating the new North School, that a building of this type is considerably more costly to operate and maintain than our older school building. Both fuel and electricity costs were comparatively high, but this was not wholly unexpected since the educational im- provements incorporated in the school would naturally involve a com- mensurate increase in the operating cost. Since the new Center Elementary School is a one-story structure comparable in many ways to the North School, it is reasonable to assume that the cost of operating this school, when opened, will also be relatively high.
There can be no doubt that, as time goes by, school costs will con- tinue to rise greatly. With between 150 and 200 new pupils coming into our schools each year, the Committee will need to hire many new teach- ers and purchase far greater amounts of books and supplies. The Com- mittee anticipates the need for at least nine additional teachers in 1955 alone. More administrative personnel will be necessary in the years ahead. It was necessary to engage secretarial assistance for the principals in the North and McFarlin schools in 1954 and the Commit- tee has made provisions for a secretary at the High School in 1955.

In order to engage the services of competent, qualified teachers, it has been necessary to increase salary levels yearly, thereby adding to current school costs.
To the credit of our teaching staff, it must be said that, by and large they are doing an excellent job. Results of the achievement tests conducted in our elementary schools in May placed our students far above the national average scholastically. Note should also be made of the success of our School Lunch Program which has improved greatly under the capable supervision of Miss Mary Stevens.
In December, the Committee received the resignation of H. Morton Jeffords, Superintendent of Schools since 1947, and his secretary, Mrs. Evelyn J. Hilton. At the end of the year, arrangements were under way to engage a new superintendent.
The Committee is pleased with the cooperation it has received in the past year from the citizens of Chelmsford as well as the personnel of the school system, and assures them that it will continue to make every effort to maintain a high caliber of education in our schools, and improve it wherever necessary.
