ARTICLE 84. To see if the Town will vote to amend the Zoning . By-Laws by striking out all of the language in Paragraph (a) under Section 5 and substitute the following:


(a) Size of Lots.


Minimum area shall be 15,000 square feet and the minimum frontage shall be 100 feet.


ARTICLE 85. To see if the Town will vote to amend the Zoning By-Laws by striking out all of the language under Paragraph (d) of Section 5 and substitute the following:


(d) Side yards.


There shall be on each side of every building, except a build- ing of accessory use, a side yard having a minimum width of twelve feet, and provided that on no lot held under separate and distinct ownership from adjacent lots and of record at the time this by-law takes effect, shall the buildable width be reduced by this requirement to less than 30 feet. No accessory building in a side yard shall be nearer than three feet to the boundary line, said distance to be measured from the nearest part of the building to the boundary line.


ARTICLE 86. To see it the Town will vote to amend the Zoning By-Laws by striking out all of the language under Paragraph (k) of Section 5 and substitute the following:


When a dwelling is converted into two or more apartments or tenements by permit of the Board of Appeals a sketch showing the lot area, frontage, side and rear yard depths shall be filed with said board and they shall determine the minimum size of the lot but it shall be not less than that re- quired for a single family dwelling.


ARTICLE 87. To see if the Town will vote to amend the Zoning By-Laws by striking out all the language in Paragraph 2 under Section 6 and substitute the following:


2. House for not more than two families, except that group houses shall be permitted on lots of not less than 15,000 square feet, said houses consisting of not more than four attached family houses which are separated by vertical divisions or party walls.


ARTICLE 88. To see if the Town will vote to amend the Zoning By-Laws by striking out all the language in the last paragraph under Paragraph 4 of Section 6, and substitute the following:


Other Requirements.


Lot size, set back, front, side and rear yards shall conform to those required in the single residence district.

ARTICLE 89. To see if the Town will vote to amend the Zoning By-Laws by adding to the end of Section 11 under General Provisions, the following language.


The removal of sand, loam, sod and gravel for commercial purposes is expressly prohibited unless a permit is granted by the Board of Appeals after a public hearing. However, nothing herein contained shall prohibit the removal of the same in connection with the construction of a building for which a permit has been duly issued or for the landscaping of a lot from which said sand, loam, sod or gravel is removed.


ARTICLE 90. To see if the Town will vote to adopt the following by-law:


AUTHORITY OF POLICE


All persons shall be prohibited from riding or driving any animal on a public way in the Town of Chelmsford after Sunset or before Sunrise without having some suitable reflectors or lights attached to rider or driver which is clearly visible to a motorist or pedestrian for a distance of at least one hundred feet. Penalty-Fine not to exceed $20.00


ARTICLE 91. To see if the Town will vote to adopt the following by-law:


It shall be unlawful for the operator of any vehicle to park a vehicle on any street for a period of time longer than thirty (30) minutes between the hours of 1:00 A.M. to 6:00 A.M., from November 15th to April 1st.


ARTICLE 92. To see if the Town will vote to adopt the following by-law:


Any person who is employed as an attorney by another interested in any matter under discussion at a Town Meeting shall disclose the fact of his employment before speaking thereon.


ARTICLE 93. To see if the Town will vote to adopt the following by-law:


It shall be unlawful for the operator of a vehicle to stop, stand or park said vehicle for a period of time longer than is necessary for the expeditious loading or unloading of passengers, or for the un- loading and delivery or pickup and loading of materials, in any place marked as a loading zone. In no case shall the stop for loading and for unloading of materials exceed thirty (30) minutes, and shall park parallel with the curb.


ARTICLE 94. To see if the Town will vote to adopt the following by-law:


Any person who wilfully defaces, injures, moves, obstructs or in-

terferes with any official traffic sign, signal or marking shall be liable to a penalty not exceeding twenty ($20.00) dollars for each and every offense.


ARTICLE 95. To see if the Town will vote to adopt the following by-law:


That the Town by-laws may be rescinded only by a two-thirds majority vote at an Annual Town Meeting.


ARTICLE 96. To see if the Town will vote to adopt the following by-law: :


No house trailer space nor trailer camp shall be allowed in a residential or farming district, or in any business or industrial area for a period of more than thirty (30) days unless permits are granted by the Board of Appeals and the Board of Public Health. Police De- partment permit must be obtained within forty-eight (48) hours of arrival of such trailer. Any trailer that is to be used permanently at a particular location must have running water and a sewerage dis- posal system approved by the Board of Helath.


ARTICLE 97. To see if the Town will vote to adopt the following by-law:


(a) Before any equipment or supplies are purchased, or services engaged by any board, offices or department of the town at a cost ex- ceeding three hundred ($300.00) dollars, steps shall be taken to secure prices or bids from sufficient producers of or dealers in such equipment or supplies, or from persons in a position to furnish such services, to enable the town to avail itself of the lowest obtainable prices. The lowest bid shall in every case be accepted, provided that the bidder is financially responsible, and the bid is reasonable and complies with any condition imposed, and it is in the interest of the town to accept it; and the town shall reserve the right to reject all bids.


(b) No contract or purchase shall be so divided as to bring the amount below three hundred ($300.00) dollars for the purpose of evading the provisions of this by-law.


(c) Competitive bids on contracts or purchases shall be obtained as follows: Either by public advertisement not to exceed one insertion in one or more newspapers published in the town or by circular letters all bearing the same date sent to a sufficient number of vendors to insure fair competition.


(d) This by-law shall not be applicable in the case of emergency, or when no competition exists or in the case of services of an official or professional nature or services performed by employees of the Town.

ARTICLE 98. To see if the Town will vote to adopt the following by law:


No officer or board of the Town shall make any contract on behalf of the Town in which such officer or any member of such board is directly or indirectly financially interested, except by competitive contracts.


ARTICLE 99. To see if the Town will vote to adopt the following by-law:


No contract involving an obligation of the Town, exceeding the sum of three hundred ($300.00) dollars shall be binding upon the Town unless it is in writing and is signed by at least a majority of the board or committee duly authorized or having control of the appropria- tion against which such obligation is incurred; and such board or committee shall make a record of every such contract in a book which shall be the property of the Town.


ARTICLE 100. To see if the Town will vote to adopt the following by-law:

ARTICLE 101. To see if the Town will vote to adopt the fol- lowing by-law:


AUTHORITY OF POLICE


No person shall park a vehicle in violation of the Town of Chelms- ford Police Regulations. Any vehicle parked in violation of said regulations may be moved by or under the direction of a Police Of- ficer and at the expense of the owner to a public garage or place where parking is permitted.


ARTICLE 102. To see if the Town will vote to adopt the fol- lowing by-law:


No money shall be appropriated at a Special Town Meeting except by a two-thirds (2/3) vote of the voters present and voting.


ARTICLE 103. To see if the Town will vote to accept the pro- visions of Chapter 48, Sections 42, 43 and 44 of the General Laws,

relative to the appointment of a fire chief, and repeal all other previously accepted sections of Chapter 48 in conflict herewith.


ARTICLE 104. To see if the Town will vote to raise and appropri- ate or transfer from some other account the sum of One Hundred Fifty and no/100 ($150.00) Dollars for the purpose of purchasing cigarette lighters for persons about to be inducted into the Armed Forces of the United States; or act in relation thereto.


ARTICLE 105. To see if the Town will vote to adopt the fol- lowing by-law, viz; "No persons or corporation may store explosives in excess of one thousand (1000) pounds unless the entire premises where the explosives are stored shall be enclosed by a sufficient fence capable of keeping unauthorized persons from said premises and suf- ficiently fire proof in construction to prevent grass or brush fires entering such premises; or act in relation thereto.


ARTICLE 106. To see if the Town will vote to accept the pro- visions of Section 17A of Chapter 147 of the General Laws. The provisions of said Section are: An Act providing that Police Officers shall be given an additional day off duty, or under some circumstances, an additional day's pay when they are required to work on certain legal holidays; or act in relation thereto.


ARTICLE 107. To see if the Town will vote to adopt the follow- ing by-law: Whenever a legal holiday falls upon a day which, except for said holiday, would constitute a regular work day for any employee of the Town, other than members of the Fire Department, Police De- partment and those employees appointed by the School Committee, then and in that event there shall be no diminuation of the wages paid the said employee by reason of the fact that she or he does not work on said holiday.


ARTICLE 108. To see if the Town will vote to raise and appropri- ate a certain sum of money for the purpose of purchasing a half-ton pickup truck for the Highway Department, said purchase to be made under the supervision of the Board of Selectmen; or act in relation thereto.


ARTICLE 109. To see if the Town will vote to accept a portion of Wotton Street, as shown on a plan of said Street duly filed in the office of the Town Clerk; or act in relation thereto.


ARTICLE 110. To see if the Town will vote to raise and appropri- ate a certain sum of money for the purpose of reconstructing Wotton Strret; or act in relation thereto.

The annual town business meeting was held in the High School Auditorium at 7:30 P. M., on March 8th, 1954. The meeting was called to order by Moderator, Edward J. Desaulnier, Jr., and the following business was transacted.


UNDER ARTICLE ONE:


A report by the Committee on Town Manager form of government was made by Edward Krasnecki, Chairman. An act setting forth the Town Manager form of government was read by Arthur Nystrom. The said committee to make further recommendations at a future town meeting.


Chairman Robert Picken reported for the Committee for the new North School, and it was voted to accept the report and continue the Committee for one (1) year after the completion of the said North School.


Chairman Arnold C. Perham reported for the Committee on a new fire house building at Chelmsford Center, the building having been completed and turned over to the Board of Selectmen. It was voted to give this committee a vote of thanks and this committee was discharged of any further duty.


Chairman George S. Archer reported for the Committee on the new elementary school in Chelmsford Center. Mr. Archer reported that the building is under construction and it was voted to continue the Com- mittee in charge.


Chairman Jolin E. Johnson reported for the By-Law Committee and it was voted that the report be accepted and a further report to be made under Article 37.


It was voted to hear the report of the Committee on the 300th Anniversary of the Town of Chelmsford after Article 20 is acted upon.


Chairman Myles Hogan reported for the Committee on tree and shrub planting. It was voted to continue the Committee.
