UNDER ARTICLE THREE:
On a motion made by Raymond H. Greenwood, it was voted to authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year, with authority to settle and adjust claims or demands for or against the Town; and to employ counsel whenever in their judgment it is necessary.
UNDER ARTICLE FOUR:
On a motion made by Harold C. Petterson, it was voted that the Town Treasurer with the approval of the Board of Selectmen be authorized to borrow money in anticipation of the Revenue of the current financial year beginning January 1, 1954 and to issue a note or notes therefor payable within one year and to renew any note or notes given for a period of less than one year in accordance with Section 17, Chapter 44 of the General Laws.
UNDER ARTICLE FIVE:
On a motion made by Raymond H. Greenwood, it was voted to raise and appropriate the sum of One Thousand Seventy and 46/100 ($1,070.46) ) Dollars with which to meet bills of previous years.
UNDER ARTICLE SIX:
On a motion made by Raymond H. Greenwood, it was voted to raise and appropriate the sum of Six Thousand Seven Hundred Four and 04/100 ($6,704.04) Dollars to pay to the Treasurer of the Middlesex County Retirement System, the said amount being the Town's share of the pension, expense and Military Service Funds.

UNDER ARTICLE SEVEN:
On a motion made by Warren C. Lahue, it was voted to raise and appropriate the sum of Eleven Thousand ($11,000) dollars and transfer the sum of Four Thousand ($4,000) dollars from the Over- lay Reserve Surplus Account to be used as a Reserve Fund at the discretion of the Finance Committee as provided in General Laws, Chapter 40, Section 6.
UNDER ARTICLE EIGHT:
On a motion made by Harold C. Petterson it was voted to dis- miss this Article. This Article pertained to the rescinding of a by-law, whereby the Finance Committee is appointed by the Moderator.
UNDER ARTICLE NINE:
This article was automatically dismissed. This Article pertained to a new by-law whereby the Finance Committee would be appointed by the Board of Selectmen.
UNDER ARTICLE TEN:
On a motion made by Raymond H. Greenwood, it was voted to in- struct the Board of Assessors to use the sum of One Hundred Thirty Thousand and no/100 ($130,000.00) Dollars from the Free Cash in the Treasury for the reduction of the 1954 Tax Rate.
UNDER ARTICLE ELEVEN:
On a motion made by Raymond H. Greenwood, it was voted to authorize the Board of Selectmen to accept an offer in behalf of the Town in the amount of Ten and no/100 (10.00) Dollars as settlement of damages due to the land taking by the Commonwealth of Massachu- setts at Vinal Square, North Chelmsford, Massachusetts on October 23, 1950.
UNDER ARTICLE TWELVE:
On a motion made by Roger W. Boyd, it was voted to transfer from the Road Machinery Fund the sum of Fifteen Thousand Two Hundred Fifty and no/100 ($15,250.00) Dollars for the purpose of pur- chasing a power shovel and trench hoe. Said purchase to be made under the supervision of the Board of Selectmen.
UNDER ARTICLE THIRTEEN:
On a motion made by Raymond H. Greenwood, it was voted to transfer from the Road Machinery Fund the sum of Twenty-Five Hundred and no/100 ($2,500.00) Dollars for the purpose of purchasing a 2-ton chassis and cab. Said purchase to be made under the super- vision of the Board of Selectmen.

UNDER ARTICLE FOURTEEN:
On a motion made by Raymond H. Greenwood, it was voted to raise and appropriate the sum of Fifteen Hundred and no/100 ($1,500.00) Dollars for the purpose of settling a suit for the taking of land on Groton Road by Eminent Domain Proceedings.
UNDER ARTICLE FIFTEEN:
On a motion made by Raymond H. Greenwood, it was voted to raise and appropriate the sum of Twenty-Five Hundred and no/100 ($2,500.00) Dollars for the purpose of settling a suit for the taking of land in Central Square by Eminent Domain proceedings.
UNDER ARTICLE SIXTEEN:
On a motion made by Raymond H. Greenwood to raise and appro- priate the sum of Twenty-Five Hundred and no/100 ($2,500.00) Dollars for the purpose of settling a claim for damages to the claimants property as a result of the lay-out and the construction of Sheila Ave- nue. This motion was amended by Warren Lahue that the sum of One Thousand and no/100 ($1,000.00) Dollars be raised and appropriated for this purpose. The amendment carried and it was so voted.
UNDER ARTICLE SEVENTEEN:
On a motion made by Raymond H. Greenwood, it was voted to en- power and authorize the Selectmen to sell at Public Auction under such terms and conditions as they deem advisable the buildings and the contents therein located on Princeton Street, commonly known as the old Princeton Street Grammar School buildings.
UNDER ARTICLE EIGHTEEN:
On a motion made by Carl A. E. Peterson, in regard to the selling of land off Secord Street, it was voted to dismiss this Article.
UNDER ARTICLE NINETEEN:
On a motion made by Raymond H. Greenwood, as amended by John H. Valentine, it was voted to raise and appropriate the sum of Ten Thousand and no/100 ($10,000.00) Dollars for the purpose of defraying part of the cost of installing signal lights at the Railroad crossing on Wotton Street, provided that the Department of Public Utilities ap- prove and the Southwell Company bear one-half of the expense.
At this point of the meeting, it was voted to hear the report of the Chelmsford Tercentenary Committee. The report is as follows:
At the March 10, 1952 Town Meeting, a motion was made and voted to appoint a Committee for the purpose of making preliminary prepa- rations for the observance of the 300th Anniversary of the incorpora- tion of the Town of Chelmsford

In accordance with this vote the Board of Selectmen on January 19, 1953 notified the following of their appointment to this Committee:
Royal Shawcross, Arnold C. Perham, Sidney E. Dupee, Perry T. Snow, Clifford Hartley, Margaret E. Mills,
John J. Meagher, Charles D. Harrington and Edward G. Krasnecki.
Your Committee at its first meeting decided it was the intent of the voters that we serve as a reporting and survey group. That we should survey public opinion of the Townspeople, celebration proced- ure and costs to other communities who had previous experience in like Celebrations.
This report is rendered in the spirit of this interpretation.
Your Committee investigated several communities and met with representatives charged with the responsibility of conducting celebra- tions to determine costs, scope of their programs and organizational procedure.
When we felt we had sufficient data we sent invitations to every known religious, fraternal, educational, civic and service organization in the Town of Chelmsford inviting them to send representatives to meet with this Committee on May 20, 1953 at George Memorial Hall, Chelmsford, Mass. Forty-two different groups were invited.
The Committee was pleased with the response to these invitations as there were thirty-one people at the mecting and some represented more than one organization.
The purpose of this meeting was:
1. To present a resume cf the findings of the Preliminary Planning Committee.
2. To give opportunity to discuss these findings.
3. To discuss the feasibility of holding a Tercentenary Cel- ebration in 1955.
4. To receive suggestions pertaining to possible features which might be part of the 1955 Celebration.
We are very grateful to the representatives of these organizations for their interest and recommendations. Those present indicated that a Celebration in 1955 was desired. However, so that we might have a broader base of public opinion, we asked the representatives to each present to their organization at their first Fall meeting the facts of our meeting and have a vote taken to indicate their particular organi- zation's desire regarding a Tercentenary Celebration.
Again on November 19, 1953 a meeting was called at George Memo- orial Hall for the purpose of getting a cross section of the voting by the various Organizations at their Fall meeting.

Combined personal reports of the representatives and replies to questionaires resulted in a unanimous opinion that a Tercentenary Cel- ebration should be held.
In regard to the scope of the Celebration we have found the gen- eral concensus of opinion to favor a three to four day programı to be held in June 1955. The quality of the program should be extensive enough to command pride in its observance-in other words, the opin- ion seems to be if we cannot put on a good Celebration let us not put one on at all.
A program of this nature would feature religious services, national speakers, sporting event, firemen's muster, school band competition, historic tours, planned evening entertainment, etc. It would require an expenditure of $12,000. These figures have been obtained from other communities whose programs were extensive and well executed.
In accordance with the General Laws appropriations for this pur- pose may be made two years prior to the Celebration. This permits the spreading of the cost over a two year basis.
We have also found through questionaires a desire on the part of the various organizations to sponsor various projects which would help financially in defraying the cost. Of course the extent of this financial assistance cannot be determined at this time.
We have tried to conduct our meetings and to obtain a consensus of opinion in an unbiased objective manner feeling this Committee is merely a reporting Committee.
As such we report it seems to be the unaminous opinion of the various organizations that a Tercentenary Celebration should be held and Articles 20 and 21 be adopted.
The final determination is in your hands to vote as you see fit.
We wish to thank the varirous Town officials and representatives of the various religious, fraternal, educational, civic and service or- ganizations for the co-operation they have extended.

Mr. Shawcross declined the appointment to serve on this Committee, and it was voted that the Moderator fill this vacancy.
UNDER ARTICLE TWENTY-TWO:
On a motion made by Roger W. Boyd, it was voted to raise and ap- propriate the sum of Twenty-Six Hundred and no/100 ($2,600.00) Dol- lars for the purpose of purchasing a truck to be used in the Cemetery Department, said purchase to be made under the supervision of the Board of Cemetery Commissioners.
UNDER ARTICLE TWENTY.THREE:
On a motion made by Raymond H. Greenwood, it was voted to ac- cept the provisions of 6 F of Chapter 40 of the General Laws which pertain to the repairs by the Town on private ways.
UNDER ARTICLE TWENTY-FOUR
On a motion made by Raymond H. Greenwood, it was voted to raise Nine Hundred Sixty-Four and 50/100 ($964.50) Dollars for the purpose of purchasing two automobiles for the Police Department, said purchase to be made under the supervision of the Board of Select- men.
UNDER ARTICLE TWENTY-FIVE:
On a motion made by Raymond H. Greenwood, it was voted to authorize the Selectmen to convey by good and sufficient Bill of Sale title to the two 1953 automobiles now used by the Police Department.
UNDER ARTICLE TWENTY-SIX:
In regard to installing traffic control lights in front of the Chelms- ford Center Fire Station, it was voted to dismiss this Article.
UNDER ARTICLE TWENTY-SEVEN:
In regard to extending the Water Main at the North Chelmsford Dump, it was voted to dismiss this Article.

UNDER ARTICLE TWENTY_EIGHT:
On a motion made by Harry L. Shedd, it was voted to appoint a Committee consisting of the present Fire Engineers, namely :
Harry L. Shedd, Jr. Allan Kidder
Vinson C. Reid Bernard F. McGovern
Leo A. Williams
John J. Dunigan
Richard B. Carr Roger Welch
with powers to engage an architect to formulate plans and specifica- tions for a Fire Station to be located on land now owned by the Town, known as the Princeton Street School Site at the intersection of Wash- ington Street and Princeton Street, said Committee to report at the next Annual or Special Town Meeting.
UNDER ARTICLE TWENTY-NINE:
On a motion made by Raymond H. Greenwood, it was voted to raise and appropriate the sum of Fifteen Hundred and no/100 ($1,500.00) Dollars for the purpose of defraying any expense incurred by the Committee appointed under the provisions of Article 28 to secure plans and specifications for a fire House in North Chelmsford.
UNDER ARTICLE THIRTY:
In regard to rescinding and other actions to the present by-laws, this Article was declared illegal by the Moderator and no action taken.
UNDER ARTICLE THIRTY_ONE:
On a motion made by Raymond H. Greenwood, it was voted to authorize the Selectmen to convey by good and sufficient deed all right, title and interest the Town has to the following described property
The land with the buildings thereon, situated in said Chelmsford on the northerly side of Mill Road, bounded and described as follows:
Beginning at a point in the northerly line of said Mill Road at the southwesterly corner of the granted premises and at the south- easterly corner of other land of said mortgagor, said point of begin- ning being distant. two hundred (200) feet easterly from a stone bound in the northerly line of said Mill Road at the southwesterly corner of land of Minot J. and Ruth M. Anderson; thence easterly along said Mill Road three hundred (300) feet to a point at other land of said mortgagor; thence northerly at a right angle along other land of said morgagor six hundred (600) feet, more or less, to land of said Minot J. and Ruth H. Anderson; thence westerly along said last named land three hundred (300) feet to a point at other land of said mortgagor; thence southerly six hundred (600) feet, more or less, along other land of said mortgagor to the stone bound at the point of beginning. Containing 4.13 acres, more or less.
