SPECIAL TOWN MEETING
May 10, 1954.
At a Special Town Meeting held on May 10, 1954, at the High School Auditorium in Chelmsford, Massachusetts, the following busi- ness was transacted :
The meeting was called to order by Moderator, Edward J. De- Saulnier, Jr. at 7:50 P. M. Two tellers were appointed and sworn in by the Moderator, namely: M. Edward Riney, and Courtland J. Burkin- shaw. The Moderator requested a count of the legal voters present, and the tellers reported a count of 175, this not being the number of voters required for a quorum, the meeting recessed until 8:20 P. M. At 8:20 P. M., a second count of the legal voters present was taken by the tellers, and they reported that 204 legal voters were present, the quorum required 200, the meeting was called to order by the Moder- ator. At this point of the meeting, Mr. Bradford Emerson reported that permission had been given by Selectman Greenwood, to allow persons in the assembly that were not voters. Four persons were asked to leave the meeting for the reason that they were not legal voters in the Town of Chelmsford. On a motion made by Mr. Warren La- hue, it was voted to waive the reading of the Warrant.
UNDER ARTICLE I:
On an amended motion made by Mr. Warren C. Lahue, it was voted to transfer the sum of $1,866.00 from Fire Fighters Salaries, $176.00 from Fire Engineers Salaries, and $350.00 from the Fire Ward- en's Salary, making a total of $2,392.00 to an account to be called: Fire Chief's Salary, for a period beginning June 1. 1954 and ending on December 31, 1954.
UNDER ARTICLE II.
On a motion made by Raymond H. Greenwood, it was voted to transfer from the Excess and Deficiency Account, the sum of $516.90 to be added to the sum already appropriated for the purpose of set- tling a claim of damages to the claimant's property as a result of the lay-out and construction of Sheila Avenue.
UNDER ARTICLE III:
On a motion made by Raymond H. Greenwood to accept Linwo xl Avenue Extension, this motion was defeated.
UNDER ARTICLE IV:
In regard to the storing of explosives, it was voted to dismiss this Article.

On a motion made by Raymond H. Greenwood to accept Allen Street, this motion was defeated.

WARRANT FOR SPECIAL TOWN MEETING Chelmsford High School Auditorium, Chelmsford Centre Monday Evening, November 29, 1954.
COMONWEALTH OF MASSACHUSETTS

To Ralph J. Hulslander, Constable, or any other suitable person in the Town of Chelmsford:
GREETING:
In the name of the Commonwealth aforesaid, you are hereby re- quested to notify and warn the legal voters of the Town of Chelmsford to meet in the Chelmsford High School Auditorium at Chelmsford Centre on the twenty-ninth day of November, 1954, at 7:30 o'clock in the evening, then and there to act upon the following articles, viz:
ARTICLE 1. To see if the Town will vote to repeal the by-law pertaining to "personnel, wage and salary classification and com- pensation plans" adopted by vote under Article XXXV at the last Annual Town Meeting held on March 8, 1954; or act in relation thereto.
ARTICLE II. To see if the Town will vote to take by eminent domain proceedings for highway purposes a strip of land situated on the southerly side of Manning Road shown as Mallock Road on plan hereinafter mentioned, being a portion of Lot 214 on said plan and bounded: Northerly by Manning Road, six hundred ninety (690) feet, more or less; Westerly by Randall Street, two (2) feet; Southerly by land of Morrell, Varnum and Baldwin,five hundred eighty (580) feet, more or less; Westerly again, twelve and 2/10 (12.2) feet; South- erly again, fifty (50) feet; Westerly again, twenty-one and 4/10 (21.4) feet; Southerly again, fifty (50) feet; said last four courses being by land supposed to belong to Baldwin, containing 1868 square feet, more or less, and being shown on a plan of land entitled "Fair Acres, owned by Frank W. Sadler, December 1919, Ernest W. Branch, C. E.", which plan is recorded with Middlesex North District Registry of Deeds, Plan Book 37, Plan 40, and raise and appropriate or transfer from some other fund the sum of One ($1.00) Dollar to compensate the owners of the property seized by eminent domain proceedings under this Article; or act in relation thereto.

ARTICLE III.
To see what action the voters recommend concerning proposed legislation providing for the annexation by the City of Lowell of cer- tain land in Chelmsford adjacent to the City of Lowell and situated southerly of Chelmsford Street near the Lowell Turnpike Overpass; or act in relation thereto.
ARTICLE IV.
To see if the Town will vote to transfer from the Excess and Defi- ciency account to the account called Treasurer's and Collector's Post- age account the sum of One Hundred Forty-nine ($149.00) Dollars; or act in relation thereto.
ARTICLE V.
To see if the Town will vote to transfer from the Excess and De- ficiency account to the account called Treasurer and Collector Other Expense account the sum of One Hundred eighty-six ($186.00) Dollars or act in relation thereto.
ARTICLE VI.
To see if the Town will vote to accept a gift of One Hundred ($100.00) Dollars from the Christopher Roby Fund to be known as the "Roby Fund" the income to be used for the purpose of keeping the fence at the West Chelmsford Cemetery painted; or act in relation thereto.
ARTICLE VII.
To see if the Town will vote to transfer from the Excess and De- ficiency account or some other account the sum of Seven Hundred Fifty ($750.00) Dollars to the Public Buildings Department, Fuel, Light and Water Account; or act in relation thereto.
ARTICLE VIII.
To see if the Town will vote to transfer from the Excess and De- ficiency Account or some other account the sum of Three Hundred ($300.00) Dollars or some other sum to the Police Department Gas- oline Account; or act in relation thereto.
ARTICLE IX.
To see if the Town will vote to transfer from the Excess and De- ficiency Account or some other account the sum of Two Hundred ($200.00) Dollars or some other sum to Police Department Auto Main- tenance and Repairs: or act in relation thereto.
ARTICLE X.
To see if the Town will vote to enter into an agreement with the Town of Wilmington concerning laboratory work for the Board of Health in accordance with the provisions of Section 4A of Chapter 40 of the General Laws; or act in relation thereto.

ARTICLE XI.
To see if the Town will vote to transfer from the Board of Health, Care of Dump Account the sum of Four Hundred Fifty ($450.00) Dollars or some other sum to the Board of Health, Rubbish Collection Expense Account; or act in relation thereto.
ARTICLE XII.
To see if the Town will vote to transfer from the Excess and De- ficiency Account or some other account the sum of Five Hundred ($500.00) Dollars or some other sum to the Highway Department Gas- oline and Oil for Equipment Account; or act in relation thereto.
ARTICLE XIII.
To see if the Town will vote to transfer from the Highway Depart- ment Repairs to Garage Account, the sum of Three Hundred ($300.00) Dollars or some other sum to the Highway Department Road Machine- ry Repairs Account; or act in relation thereto.
ARTICLE XIV.
To see if the Town will vote to transfer from lid to Dependent Children Cash and Material Grants account the sum of Fifteen Hun- dred ($1,500.00) Dollars to the Welfare Cash Grants account; or act in relation thereto.
