ANNUAL TOWN MEETING March 28, 1953


Including Recommendations by the Advisory and Finance Committee


In accordance by a vote of the Town at the State Election, held November 4, 1952, the Town of Plymouth accepted by a vote of 3,055 in the affirmative and 2074 in the negative, Chapter 283, Acts of 1952, which established in the Town of Plymouth, Representative Town Government by limited Town Meetings.


The Meeting was called to order by the Moderator, Amedeo V. Sgarzi at 2:00 o'clock p.m.


The Meeting was opened with a prayer by Rev. John E. Mullarky of St. Mary's Church.


The Town Meeting Members were sworn to the faithful performance of their duties by the Town Clerk.


Number of Town Meeting Members present March 28th, as reported by records of Arthur Estes and Warren Axford, checkers, was 200.


Number of Town Meeting Members, March 30th, as re- ported by Arthur Estes and Warren Axford was 181.


The Moderator declared a quorum present.


Article Two:


Mr. Howard P. Barnes filed a final report on Represent- ative Town Government:


Mr. Howard P. Barnes speaking for the Committee on Representative Town Government, moved and it was voted: That the Moderator be authorized to appoint a committee of five who shall study the advisability of adopting any rules or by-laws necessary for conducting Representative Town Meetings and who shall take appropriate action thereon.


Mr. August B. Hunicke reported for the Committee studying Union Health Departments and it was voted: The

extension for one year of the study of the Moderator's Committee to investigate the Union Board of Health, Act of 1949, said Committee having been formed by the Town Meeting at 1951 and its work extended for one year by the Town Meeting of 1952.


Mr. Bryce Prindle filed a report of "Status of Manomet School Building Project."


Mr. Benjamin B. Brewster filed a report of "The Morton Park Committee."


Mr. Robert M. Briggs, speaking for the Manomet Fire Station Committee, filed their report.


Herbert K. Bartlett moved that the report of the several boards of Officers and Committees of the Town be accepted and placed on file.


Article Three:


Voted: That the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1954, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 4. To see if the Town will vote to amend the Wage and Salary Classification By-Law as recommended by the Personnel Board.


Recommendations of the Personnel Board:


(a) To amend Schedule A of the Wage and Salary Classification by-law as follows:


1. Under the heading "Inspectional" Change "Building Inspector" to "Building-Wire Inspector"


2. Under the heading "Library" Delete "Branch Librarian Loring" and "Cataloger" and add "Branch Librarian-Cataloger"


3. Under the heading "Trades and Labor" Delete "Temporary Construction Foreman" and add "Con- struction Foreman"


(b) To amend Exhibit B of the Wage and Salary Classification by-law by the substitution of the following minima and maxima, to be effective as of January 1, 1953:

Mr. Lawrence Bongiovanni moved: That the Town vote to amend Schedule A and Exhibit B of the Wage and Salary By-Law as recommended in the printed report of the Advisory and Finance Committee.


Mr. William H. Armstrong moved to amend: (a) No. 1. Under Heading "Inspectional" by deleting "Building-Wire Inspector" and substituting "Building-Inspector" $2940- $3,691.


The original motion as amended by Mr. Armstrong was then put before the meeting and carried.


Article 5. To see what action the Town will take with regard to fixing the salaries of elected Town officers.


The Committee recommends that the salaries of elected town officers be set, as of January 1, 1953, as follows:

Mr. Lawrence Bongiovanni moved: That the Town vote to raise and appropriate the sum of $2,012,340.69 to defray the expenses of the Town and for other purposes, as listed in the printed recommendations of the Advisory and Finance Committee.


Mr. James Frazier moved to amend the recommendation of the Finance Committee under General Government, Line 2-Salaries, by substituting for the figure $7,305.60, the amount of $8,005.60 for the hiring of a part-time clerk in the Selectmen's Office. The motion to amend was lost.
