ASSESSORS' REPORT
To the Citizens of the Town of Plymouth:
The remainder of the program inaugurated in 1948 of re-assessing all taxable property in the Town has been completed this year. The usual procedure of reviewing unfinished and new construction was carried out result- ing in an increase of $1,457,150.00 in valuation.
The continued developing and mapping of new areas has brought a continued increase in the Office Records.
As of the previous year, a Water Tax Rate and the ensuing records were compiled for the Buzzards Bay Water District area in the Town of Plymouth.

REPORT OF THE BOARD OF PUBLIC WELFARE
The members of the Board of Public Welfare on Janu- ary 1, 1953, were Margaret E. McLean, Chairman, Gordon S. McCosh, Dexter M. Brooks, John J. Magee and Paul L. LaForest.
At the Annual Town Election held on Saturday, March 7, 1953, Joseph H. Nogueira was elected a member of the Board of Public Welfare for three years.
At the organization meeting of the Board of Public Welfare held on March 10, 1953, Margaret E. McLean was re-elected the Chairman of the Board.
The Board of Public Welfare, as Directors of the Town Infirmary, appointed, for the 47th consecutive year, Rus- sell L. Dickson, Superintendent, and Sarah A. Dickson, Matron, of the Town Infirmary.
OLD AGE ASSISTANCE
In the Old Age Assistance category of Public Assist- ance, the year opened with 500 persons or cases receiving this type of assistance. There was a slight decline of the case load during the year and the year ended with 489 cases being granted Old Age Assistance.
Although the case load decreased, the amount expend- ed slightly increased. This increase was attributed to the legal minimum rates established by Statutes during last year, the increase in rents, boarding home, nursing and convalescent home rates and the ever increasing medical and hospital requirements of aging persons.
There were 51 new cases opened during the year and 9 reopened cases and 5 transferred in cases, making a total of 65 added to the Old Age Assistance roll of pay- ments. There were 80 cases closed during the year.

The total expenditure for this category of Public Assistance in 1953 was $503,317.63. The Federal Govern- ment contributed in grants $190,189.46 and $5,300.82 was returned to the available Federal Funds from collections from Old Age Assistance Real Estate Liens and recoveries from personal property of Old Age Assistance Estates. The Town of Plymouth appropriated $340,400.00 and the Commonwealth of Massachusetts reimbursed the Town $211,135.63. $26,000.00 was returned to the E. & D. Account and $6,572.65 was transferred to the Revenue Account, leaving the net cost to the Town of Plymouth for this category of Public Assistance $96,691.72.
AID TO DEPENDENT CHILDREN
In the Aid to Dependent Children category of Public Assistance, the year began with 86 cases composed of 188 children and 69 parents. The largest number assisted in this category during the year was in the month of May when 87 cases composed of 194 children and 71 parents received this type of Public Assistance.
During the year, 14 new cases were opened, 10 cases were reopened, and 3 were transferred in from other towns, a total of 27 cases being added to the rolls. 31 cases were closed during this same period.
The total expenditure for this category of assistance in 1953 was $124,905.43. The Federal Government con- tributed $49,797.56. The Town of Plymouth appropriated $90,000.00 and the Commonwealth of Massachusetts reim- bursed the Town of Plymouth $44,095.98. The balance of $14,892.13 was transferred to the Revenue Account, leav- ing the net cost to the Town $31,011.89.
DISABILITY ASSISTANCE
This Public Assistance category, established by Chap- ter 118D of the General Laws of the Commonwealth of Massachusetts in October, 1951, provides for Public As-

sistance to persons "Permanently and Totally Disabled," has just finished its second year of operation.
During this year 29 cases or persons were assisted in this category. The year opened with 20 persons being assisted, 9 new applications were accepted and 1 case was reopened. There were 4 cases closed during the year and the year closed with 25 cases being assisted.
The total expenditure for this category of Public Assistance in 1953 was $27,583.15. The Federal Govern- ment contributed $11,242.44. The Town of Plymouth ap- propriated $24,000.00 and the Commonwealth of Massa- chusetts reimbursed the Town $11,370.73. The balance of $7,659.29 was transferred to the Revenue Account leaving the net cost to the Town of Plymouth for this type of assistance $4,969.98.
WELFARE DEPARTMENT
During the year 1953, 161 cases were granted "out- side" Assistance, representing 381 different persons.
79 new applications were approved for assistance and an additional 34 cases were interviewed and were referred to other Private or Public Agencies or were denied for various reasons.
121 cases were closed during the year, and 42 re- applied for assistance.
The peak load came in January when 98 cases were assisted, representing 259 persons. The low point came in August when 63 cases representing 153 persons were aided. Seasonal employment during the summer and fall months made it possible to reduce the case load during the period from July to November to under the seventy mark. It rebounded however in December and the 1953 year closed with 84 cases receiving Welfare Assistance repre- senting 213 persons. 64 of these cases were with a Plym-

outh settlement, 6 with settlements in other Cities and Towns, and 14 without settlements in this Commonwealth and for whom the Commonwealth was responsible.
55% of the applications during the year were made necessary by the "loss of employment because of layoff or discharge"; 22% for "illness or disablement of the recipi- ent or parent in the home"; 12% by "loss or decrease of contributions of relatives outside the home"; 6% because of "the loss of the wage earner in the home by death or absence"; and the balance of 5% for other and various reasons.
The appropriation for "outside assistance" in 1953 was $87,800.00. The expenditures for this type of Public As- sistance during the year amounted to $70,285.14 of which $20,632.00 was paid to the Town of Plymouth by the Commonwealth of Massachusetts and other cities and towns and $8.72 was received from the Murdock Fund, leaving the net cost to the Town of Plymouth for "Outside Assistance" $49,635.70. The balance of $17,523.58 was transferred to the Revenue Account.
INFIRMARY
The services and facilities of the Town Infirmary were made available to nine (9) persons during the year, a total of 2648 patient days.
The appropriation for 1953 was $11,522.00 and the total cost of operation for the year was $10,070.77. The Com- monwealth of Massachusetts, other Towns and Individu- als, reimbursed the Town of Plymouth in the amount of $2,168.29 and $1,451.23 was transferred to the Revenue Account, leaving the net cost to the Town of Plymouth $7,902.48.
The Lions Club of Plymouth gave the residents their usual party at Christmas time and the income from the Julia P. Robinson Fund, $10.43, was expended by the

Matron for the comforts of the Infirmary residents as provided by the Fund.
SUMMARY
The total expenditure for the Public Assistance pro- gram, exclusive of the Town Infirmary, for the year 1953, including all Grants in Aid and Administration, was $753,710.39. The Grants from the Federal Government and the reimbursements from the Commonwealth of Massachusetts and from other sources amounted to ap- proximately $558,387.38. There is a balance remaining in Federal Funds of $941.56 available for Administration expenses for the year 1954 which leaves the approximate net cost to the Town of Plymouth for the year 1953 of $196,264.57.
Collections were made from 20 estates as provided by the Old Age Assistance Real Estate Lien Law, and recov- eries were made from 2 estates of personal property in the amount of $13,773.85.
In conclusion, the Board of Public Welfare wishes to extend to the Jordan Hospital, the Medical Profession and to all other Vendors of Services and Supplies, their appre- ciation for their very fine co-operation during the 1953 year.

REPORT OF CEMETERY COMMISSIONERS
The Board of Cemetery Commissioners herewith presents its report for the year 1953:
On February 20, 1953, this Department was saddened by the passing away of our faithful Chairman, Mr. Arthur E. Blackmer. Mr. Blackmer was elected to the Board of Cemetery Commissioners in 1920 to fill the vacancy left by the death of George Mabbett, and at the regular Town Meeting held on March 26, 1921, he was elected for a three year term, and was a member of the Board from that time. He was elected Chairman of the Board on May 7, 1937, and served in that capacity until his death.
