March 1, 1915. To W. Charles Sellick, Constable of the Town of Saugus :
GREETING :
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus qualified to vote in Town affairs to meet at the sev- eral voting precincts in the Town on Monday, March First, A. D. nineteen hundred and fifteen, at five forty-five o'clock A. M., then and there to bring in their ballots to the Wardens for the following Town officers :
Town Clerk, three Selectmen, three Overseers of the Poor, Treasurer, Auditor, Constable, Collector of Taxes, Tree Warden, one Finance Committee, for one year; two Finance Committee for two years; one Assessor, one Sinking Fund Commissioner, two Trustees of Public Library, one Board of Health, one Water Commissioner, two School Committee, one Cemetery Commissioner, three Finance Committee, for three years.
Also your "Yes" or "No" to the following question : Shall License be granted for the sale of intoxicating liquors in the Town for the ensuing year ?
Also to appear at the Town Hall on Monday evening, March eighth, A. D., nineteen hundred and fifteen, at eight o'clock, to hear and act on the following articles, viz. :
ARTICLE I. To choose a Moderator to preside at said meeting.
ART. 2. To hear reports of Committees.
ART. 3. To choose all other Town Officers which Towns are, by law, required to choose in the months of March and April annually.

ART. 4. To hear and act upon the report of the Finance Committee.
ART. 5. To see if the Town will vote to accept Section 42 of Chapter 49 of the Revised Laws of the Commonwealth of Massachusetts and Chapter 216 of the Acts of the Legislature of Massachusetts of the year 1908, or to see what action the Town will take in the matter.
ART. 6. To see if the Town will appropriate the sum of $5,000 for the construction of sidewalks of brick, stone, con- crete or other material of similar lasting character, to be located in such places in the Town as the Selectmen may determine, or to see what action the Town will take in the matter, agreeable to the petition of George Quarmby and others.
ART. 7. To see if the Town will appropriate and raise by borrowing $5,000 for the construction of sidewalks of brick, stone, concrete or other material of similar lasting character and to issue bonds of the Town therefor, or to take any action in relation thereto, agreeable to the petition of George Quarmby and others.
ART. 8. To see if the Town will vote to construct in the Town a sewer for sanitary and surface drainage and sewage dis- posal to be constructed on Lincoln avenue, Bristow street, Winter street, Lynnhurst and other places, or to see what action the Town will take in the matter, agreeable to the petition of George Quarmby and others.
ART. 9. To see if the Town will appropriate and raise by borrowing the sum of $5,000 for the construction in the Town of a sewer for sanitary and surface drainage and sewage dis- posal to be constructed on Lincoln avenue, Bristow street, Winter street, Lynnhurst and other places, and to issue bonds of the Town therefor and to define the terms and time of payment of said bonds, or to see what action the Town will take in the matter, agreeable to the petition of George Quarmby and others.
ART. 10. To see if the Town will vote to purchase depart- mental equipment for the Street Department, to wit : One stone crusher for a sum not exceeding $2,300, or to see what action the Town will take in the matter, agreeable to the peti- tion of George Quarmby and others.

ART. II. To see if the Town will vote to purchase depart- mental equipment for the Street Department, to wit: One Automatic Oil Distributor for a sum not exceeding $650, or to see what action the Town will take in the matter, agreeable to the petition of George Quarmby and others.
ART. 12. To see if the Town will appropriate and raise by borrowing $650, to be used for payment of the cost of depart- mental equipment for the Street Department, to wit: One wagon for oiling streets, and to issue bonds of the Town there- for, or to take any action in relation thereto, agreeable to the petition of George Quarmby and others.
ART. 13. To see if the Town will vote to purchase depart- mental equipment for the Police Department, to wit : One Police ambulance at a cost not to exceed $3,500, or to see what action the Town will take in the matter, agreeable to the peti- tion of Charles O. Thompson and others.
ART. 14. To see if the Town will vote to appropriate and raise by borrowing the sum of $3,500 for part payment of departmental equipment for the Police Department, to wit : One Police Ambulance, and to issue bonds therefor and define the terms and time of payment of said bonds or take any action in relation thereto, agreeable to the petition of Charles O. Thompson and others.
ART. 15. To see if the Town will appropriate and raise by borrowing $6,000 to be used for payment of the cost of departmental equipment for the Fire Department, to wit: An Auto Combination Hose and Chemical, and to issue bonds of the Town therefor, or to take any action in relation thereto, agreeable to the petition of Ernest Stuart and others.
ART. 16. To see if the Town will appropriate and raise by borrowing $7,000, to be used for payment of the cost of depart- mental equipment for the Fire Department, to wit: An Auto Combination Hook and Ladder Truck and to issue bonds of the Town therefor, or to take any action in relation thereto, agree- able to the petition of Ernest Stuart and others.
ART. 17. To see if the Town will appropriate and raise by borrowing $2,700 to be used for payment of the cost of depart- mental equipment for the Fire Department, to wit : Fire Hose,

and to issue bonds of the Town therefor, or to take any action in relation thereto, agreeable to the petition of Ernest Stuart and others.
ART. 18. To see if the Town will appropriate and raise by borrowing $19,850 to be used for payment of the cost of depart- mental equipment as called for under articles 12, 14, 15, 16, 17, and to issue bonds of the Town therefor, or to take any action in relation thereto, agreeable to the petitions of George Quarmby, . Charles O. Thompson, Ernest Stuart and others.
ART. 19. To see if the Town will vote the sum of $25,000 for the purpose of acquiring land and the construction of a three way Fire House, agreeable to the petition of Ernest Stuart and others.
ART. 20. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to make a loan of twenty- five thousand dollars ($25,000) for the purpose of acquiring land and the construction of a three way Fire House, and to issue bonds of the Town therefor and to define the terms and time of payments of said bonds or to take any action in relation thereto, agreeable to the petition of Ernest Stuart and others.
ART. 21. To see if the Town will appropriate the sum of $600 for the purchase and spreading upon the sidewalks twenty car loads of cinders, agreeable to the petition of Charles N. Wormstead and others.
ART. 22. To see if the Town will appropriate the sum of six hundred and fifty dollars ($650) to complete the grading of Prospect street from Central street to the house of L. Green, a distance of 600 feet, or to see what action the Town will take in the matter, agreeable to the petition of William King and others.
ART. 23. To see if the Town will vote to appropriate the sum of $700 to install a system of drainage from Cleveland avenue through Washington avenue, to the Lynn line, with the necessary catch basin, agreeable to the petition of Charles N. Wormstead and others.
ART. 24. To see if the Town will appropriate a sum of money to install a drainage system on Bristow street, and make an appropriation for the same, or to see what action the town will take in the matter, agreeable to the petition of Peter DeFronzo and others.

ART. 25. To see if the Town will appropriate the sum of $250 to purchase a calculating machine for the Assessors' office, agreeable to the petition of Lewis J. Austin and others.
ART. 26. To seee if the Town will appropriate the sum of $300 for the benefit of Athletics in the Saugus High School, agreeable to the petition of Frank B. Sloan and others.
ART. 27. To see what action the Town will take, if any, with regard to the planting of shade trees, and to appropriate at . least $150 for this purpose that the Town might enter the Shade Tree Planting Contest conducted by the Massachusetts Forestry Association, agreeable to the petition of Thomas E. Berrett and others.
ART. 28. To see if the Town will make an appropriation to be expended under the direction of a committee already appointed for celebrating the one hundredth anniversary of the incorpora- tion of the Town of Saugus in 1815, or to see what action the Town will take in the matter, agreeable to the petition of Frank P. Bennett, Jr., and others.
ART. 29. To see if the Town will vote to install a Fire Alarm Box at the corner of Summit and Ocean View avenues, and make an appropriation for the same, agreeable to the peti- tion of Angelo Rossetti and others.
ART. 30. To see if the Town will vote to install a Fire Alarm Box at the corner of Ballard street and Houston avenue, and make an appropriation for the same, agreeable to the petition of William J. Phelan and others.
ART. 31. To see if the Town will make an appropriation for a Fire Alarm Box to be located on Saugus avenue, about half-way between the Old Saugus Race Track and Morton avenue, agreeable to the petition of Vito A. Lespasio and others, or to see what action the Town will take in the matter.
ART. 32. To see if the Town will instruct the Selectmen to locate incandescent lights in the following places, and make an appropriation therefor, viz .: Two on Kent street, one to be placed midway between Lincoln avenue, and the point where Kent street turns at right angles; the other to be placed at the point where Kent street turns at right angles ; one at the corner

of Basswood and Aberdeen avenues ; one on Aberdeen avenue, opposite lot No. 190; one on Aberdeen avenue, opposite the residence of R. W. Wallace ; one at the corner of Oak Crest and Walnut streets; one at corner of Oak Crest and Fairmount avenue ; one on Sterling avenue ; one on Fairchild avenue ; one on Reservoir avenue ; one on Lenox avenue ; two on Blue Ridge avenue; one on Wickford street, about 300 feet from Bristow street ; one on Harlow street, about 300 feet from Bristow street ; one on Main street, near the residence of William G. Habblitz ; one on Main street, opposite Castle Rock; three on Water street, between Parker's turnout and site of Howlett's Mill ; one at corner of Victor and Allard streets ; one at corner of Springdale avenue and Lander street ; one at corner of View and Hillcrest streets; one on Pine View street, 175 feet from Winter street ; one on Burnham street, agreeable to the petition of Frederick H. Griswold, Benjamin A. Richardson, William G. Habblitz, Andrew Cogliano, Allison Maddocks, Ralph W. Wallace, Harry T. McWilliams, Harold T. Sprague.
ART. 33. To see if the Town will vote to purchase the lots of land situated at the junction of Central street and the Boston & Maine railroad location in Saugus Center and bounded and described as in Article 35 of this Warrant. And to hold the same for a public playground and to appropriate from the Town funds a sum of money not exceeding seventeen hundred dollars to pay for said lots, or to see what action the Town will take in the matter, agreeable to the petition of Joseph G. Bryer and others.
ART. 34. To see if the Town will appropriate from the Town funds a sum of money not exceeding the sum of five hundred dollars for the purpose of improving as a public play- ground the lots of land described in the foregoing article, or to see what action the Town will take in the matter, agreeable to the petition of Joseph G. Bryer and others.
ART. 35. To see if the Town will vote to purchase the lots of land below described, situated at the junction of Central street and the Boston & Maine Railroad location in Saugus Center and bounded and described substantially as follows, to wit :
First : A certain parcel of land situated in that part of Sau- gus known as Saugus Center and bounded, northerly by the

location of the Boston & Maine Railroad Company about five hundred and forty (540) feet ; westerly by Central street about sixty-five (65) feet ; southerly by the center of the old brook about five hundred and seventy (570) feet ; and easterly by said brook about sixty-seven (67) feet, containing in all about 50,000 square feet of land, be all said contents or measurements more or less, or however otherwise said premises may be bounded and described. Said premises being now owned by the Boston & Maine Railroad.
Second : Another parcel of land situated southerly on the premises first described and bounded and described as follows : Beginning at the northeasterly corner of the granted premises at a point in the middle of the brook; thence running southwest- erly about three hundred and fifty-two and ninety-five one- hundredths (352.95) feet to a jog; thence turning and running in a northwesterly direction at right angles with the last men- tioned line fifty (50) feet; thence turning and running in a southwesterly direction at right angles with last mentioned line to Winter street one hundred (100) feet ; thence turning at right angles and running in a northwesterly direction along the line of said Winter street two hundred and thirty-three and 50-100 (233.50) feet ; thence running on a slightly curved line along Winter street and Central street one-hundred and twenty- two and 50-100 (122.50) feet; thence turning and running in northerly direction along the line of said Central street one hun. dred and forty and 6-100 (140.06) feet; thence turning and running at right angles with said Central street in an easterly direction sixteen and 75-100 (16.75) feet; thence turning and running in a southeasterly direction thirty-three and 60-100 (33.60) feet ; thence turning and running in a southerly direc- tion thirty-one (31) feet to the center of the brook first men- tioned; thence turning and running along the center of said brook in an irregular line to the point of beginning and contain- ing in all 106,608 square feet. Be all said contents or measure- ments more or less, or however otherwise said premises may be bounded or described. Said premises are supposed to be owned by the estate of C. W. Wilson. And to hold the same for a public playground and to authorize the Treasurer and Select- men in the name and behalf of the Town to borrow a sum of money not exceeding seventeen hundred dollars to pay for said lots and issue the notes or bonds of the Town therefor. Said loan to conform to the provisions of Revised Laws of Massa- chusetts and amendments thereto, or to see what action the

Town will take in the matter, agreeable to the petition of Joseph G. Bryer and others.
ART. 36. To see if the Town will borrow a sum of money not exceeding the sum of five hundred dollars for the purpose of improving as a public playground the lots of land described in the foregoing article and to issue the note or notes or bond or bonds of the Town therefor, to be signed in the name and behalf of the Town by the Treasurer and Selectmen and to conform to the provisions of the Revised Laws of Massachusetts and amendments thereto, or to see what action the Town will take in the matter, agreeable to the petition of Joseph G. Bryer and others.
ART. 37. To see if the Town will appropriate the sum of $105.47 to pay taxes for the year 1914, on unredeemed tax titles taken by the Town.
ART. 38. To see if the Town will appropriate the sum of $1,589.02 for insurance on Town buildings and property for the year 1915, the same to be expended under the direction of the Selectmen.
ART. 39. To see if the Town will appropriate the sum of nine hundred dollars ($900) to protect itself from all liability imposed under the Workmen's Compensation Act and Amend- ments thereto, also the public liability for which the Town may be liable, agreeable to the petition of George Quarmby.
ART. 40. To see if the Town will appropriate the sum of $3, 196.23 to cover the amount due on unpaid bills January 1, 1915.
ART. 41. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in antici- pation of the revenue of the current financial year.
ART. 42. To see what compensation the Town will give the Collector for collecting the taxes of 1915.
ART. 43. To see what action the Town will take in relation to the collection of taxes assessed for the year 1915.
ART. 44. To hear and act on the report of the By-Law Committee appointed by the Moderator under Article 34, in the Town warrant of March 9, 1914.

ART. 45. To see if the Town will vote to accept so much of Section 37, Chapter 19, of the Revised Laws as apply to permanent firemen, or to see what action the Town will take in the matter.
ART. 46. To see if the Town will vote to accept Chapter 191, of the Acts of the Legislature of Massachusetts of the year 1907, entitled "An act to authorize the Establishment of Board of Survey in Towns."
ART. 47. To see if the Town will authorize the Board of Selectmen to refund the following Water Debt of the Town of Saugus, to wit : $5,000 due 1916; $10,000 due 1917; $7,000 due 1918; $6,500 due 1919; $3,000 due 1920. Said board to report at this or a future Town Meeting, agreeable to the petition of William H. Small.
ART. 48. To see if the Town will petition the Legislature of this Commonwealth to grant the Town a special charter for a commission form of government, or to see what action the Town will take relating thereto, agreeable to the petition of William H. Small.
ART. 49. To see if the Town will appoint a committee of ten citizens to examine into operation and expenses of the School Department, especially to ascertain if possible whether the schools should not be properly maintained on a basis of tax rate not exceeding $8.00 per thousand on our valuation. Said Committee to consist of the Board of Selectmen, two members of the Finance Committee and five citizens to be appointed by the Moderator, or to see what action the Town will take in relation thereto, agreeable to the petition of William H. Small.
