SPECIAL TOWN MEETING, NOVEMBER 8, 1915

To either of the Constables of the Town of Saugus : GREETING:


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus qualified to vote in Town affairs to meet at the Town Hall on Monday evening, November eighth, A. D., nineteen hundred and fifteen, at eight o'clock, to hear and act on the following articles, viz :


ARTICLE I. To choose a Moderator to preside at said meeting.


ART. 2. To hear and act on the reports of Committees.


ART. 3. To see if the Town will authorize the Town Treasurer, with the approval of the Water Commissioners, to pay the sum of one thousand, one hundred thirty-three dollars and sixty cents ($1,133.60) in settlement of bills now due on account of the construction and equipment of the standpipe, said payment to be made from the appropriation made at the Annual Town Meeting of 1915 for extending and improving the Water System of the Town, or take any action in relation thereto, agreeable to the petition of Allston F. Hart and others.


ART. 4. To see if the Town will appropriate the sum of two thousand dollars ($2,000) the same to be used in lieu of the income of the Water Department, for the maintenance and general account of the Department, or take any action in rela- tion thereto, agreeable to the petition of Allston F. Hart and others.


ART. 5. To see if the Town will appropriate and raise by borrowing five thousand dollars ($5,000) for water supply pur- poses under authority of Chapter 133 of the Acts of 1914, of the Massachusetts Legislature, or take any action in relation thereto, agreeable to the petition of Allston F. Hart and others.

To see if the Town will vote to transfer two thousand dollars ($2,000) from the sum appropriated at the Annual Town Meeting of 1915, for interest on temporary loans to the School Department, or to see what action the Town will take in the matter, agreeable to the petition of George L. Nourse.


ART. 7. To see if the Town will appropriate the sum of two thousand dollars for school purposes, being the sum neces- sary to maintain the schools up to and including the week of December 20, 1915, or to see what action the Town will take in the matter, agreeable to the petition of Joseph G. Bryer and others.


ART. 8. To see if the Town will appropriate the sum of $500 for repairs upon school buildings, or to see what action the Town will take in the matter, agreeable to the petition of Joseph G. Bryer and others.


ART. 9. To see if the Town will vote to transfer one thous- and dollars ($1,000) from the sum appropriated at the Annual Town Meeting of 1915 for interest on Temporary Loans to the Overseers of the Poor Department, or to see what action the Town will take in the matter, agreeable to the petition of George L. Nourse.


ART. 10. To see if the Town will vote to transfer two hun- dred dollars ($200) from the sum appropriated at the Annual Town Meeting of 1915, the Town portion on Gypsy Moth account to the account for care of Town Hall, or to see what action the Town will take in the matter, agreeable to the peti- tion of George L. Nourse.


ART. II. To see if the Town will appropriate the sum of $600 for the Police Department, or to see what action the Town will take in the matter, agreeable to the petition of Charles O. Thompson an others.


ART. 12. To see if the Town will appropriate the sum of $75, for printing new By-Laws, or to see what action the Town will take in the matter, agreeable to the petition of George L. Nourse.

ART. 13. To see if the Town will vote to appropriate the sum of $160, in settlement of accident claim against the Town, or to see what action the Town will take in the matter, agreeable to the petition of George L. Nourse.


ART. 14. To see if the Town will appropriate the sum of $450, for the Tax Title account, agreeable to the petition of Henry A. Parker and others.


ART. 15. To see if the Town will appropriate the sum of $100, for State Aid, agreeable to the petition of George L. Nourse and others.


ART. 16. To see if the Town will appropriate the sum of $50, for Soldiers' Relief, agreeable to the petition of George L. Nourse and others.


ART. 17. To see if the Town will appropriate the sum of $50, for the Finance Committee, agreeable to the petition of Frank B. Sloan.


ART. 18. To see if the Town will appropriate the sum of $100, for the Sealer of Weights and Measures, agreeable to the petition of Evan Evans, Jr.


ART. 19. To see if the Town will vote to transfer two hundred and fifty dollars from the sum appropriated at the Annual Town Meeting of 1914 for surveying and plotting the Town to the Assessors' Department, or to take any action in relation thereto, agreeable to the petition of Lewis J. Austin and others.


ART. 20. To see if the Town will appoint a committee of five citizens to consist of one member of the Board of Selectmen, one member of the Board of Assessors, and one member of the School Committee and two other citizens of the Town, all to be appointed by the Moderator. Said Committee to investigate the school housing facilities of the Town; to examine into the question of the advisability of the erection of a new school building and to report their findings to the Annual Town Meeting of March, 1916, together with their recommendations as to the location, size and nature of the building to be erected. Said Committee to prepare proper articles for the Annual Town Warrant of 1916, for the issue of the necessary bonds and other

matters pertaining to the financing and construction of said building, or to see what action the Town will take in the matter, agreeable to the petition of Joseph G. Bryer.


ART. 21. To see if the Town will instruct the School Com- mittee to combine the offices of Superintendent of Schools and Principal of the High School, and thus cause a saving of nearly $2,000 per annum, or to see what action the Town will take in the matter, agreeable to the petition of Frank P. Bennett.


ART. 22. To see if the Town will instruct the School Com- mittee to abolish the three female Coaching Teachers and thus cause a saving of $1,800 per annum, or to see what action the Town will take in the matter, agreeable to the petition of Frank P. Bennett.


ART. 23. To see if the Town will instruct the School Com mittee to abolish the Teacher of Manual Training and thus cause a saving of $r,200 per annum, or to see what action the Town will take in the matter, agreeable to the petition of Frank P. Bennett.


ART. 24. To see if the Town will instruct the School Com- mittee to abolish the Teacher of Domestic Science and thus cause a saving of $600 per annum, or to see what action the . Town will take in the matter, agreeable to the petition of Frank P. Bennett.


ART. 25. To see if the Town will instruct the School Com- mittee to abolish the Special Commercial Teacher in the High School and thus cause a saving of $1,200 per annum, or to see what action the Town will take in the matter, agreeable to the petition of Frank P. Bennett.


ART. 26. To see if the Town will instruct the Water Com- missioners and Selectmen to combine the offices of Superintendent of the Water Board and Superintendent of Streets, or to see what action the Town will take in the matter, agreeable to the petition of Frank P. Bennett.


ART. 27. To see if the Town will vote to authorize the Board of Selectmen to notify the City of Lynn that the inhabit- ants of the Town of Saugus desire to be supplied with water

after the expiration of the present contract and that the Town of Saugus shall ratify the contract before it is executed, or to see what action the Town will take relating thereto, agreeable to the petition of William H. Small.


ART. 28. To see if the Town will vote to authorize the Water Commissioners to examine into the Revere Water System now in the Town of Saugus and report at the Annual Town Meeting of 1916 as to the advisability of taking over same by the Town, or to see what action the Town will take relating thereto, agreeable to the petition of William H. Small.


And you are hereby directed to serve this Warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting, and to distribute copies as provided by the By-Laws at least four days before.

SPECIAL TOWN MEETING.


Special Town Meeting to act on articles in Town Warrant was held Monday Evening, November 8, 1915, at 8 o'clock.


The meeting was called to order by Town Clerk, Henry A. Parker, after the reading of the Warrant by the Town Clerk, Article I, was taken up.


ARTICLE I. To choose a Moderator to preside at said meeting.


Chose Thomas P. Parsons, who, after being duly qualified by the Town Clerk took charge of the meeting.


ART. 2. To hear and act on the reports of Committees.


Voted, To accept the report of the Finance Committee.


ART. 3. ART. 6. To see if the Town will vote to transfer two thousand dollars ($2,000) from the sum appropriated at the Annual Town Meeting of 1915 for interest. on temporary loans to the School Department, or to see what action the Town will take in the matter, agreeable to the petition of George L. Nourse.


Voted, That the sum of $1,800 from the sum appropriated at the Annual Town Meeting of 1915 for interest on temporary loans be and the same is hereby transferred to the School Depart- ment, to be used for the maintenance of schools.


ART. 7. To see if the Town will appropriate the sum of $2,000 for school purposes, being the sum necessary to maintain the schools up to and including the week of December 20, 1915, or to see what action the Town will take in the matter, agree- able to the petition of Joseph G. Bryer and others.

ART. II. To see if the Town will appropriate the sum of $600 for the Police Department, or to see what action the Town will take in the matter, agreeable to the petition of Charles O. Thompson and others.


Voted, That the sum of $600 be and the same is hereby appropriated for the expense of the Police Department.


The Moderator appointed and swore in the following citizens to act as tellers, Frank E. Parker, Edgar B. Oliver, Daniel B. Willis, George R. Clough, Henry A. B. Peckham.


ART. 12. To see if the Town will appropriate the sum of $75, for printing new By-Laws, or to see what action the Town will take in the matter, agreeable to the petition of George L. Nourse.


Voted, That the sum of $75, be and the same is hereby appropriated for printing the By-Laws of the Town.


ART. 13. To see if the Town will appropriate the sum of $160, in settlement of accident claim against the Town, or to see what action the Town will take in the matter, agreeable to the petition of George L. Nourse.


Voted, That the sum of $160, be and the same is hereby appropriated for the purpose of settlement of accident claims against the Town.

Voted, That the sum of $76.03 be and the same is hereby transferred from the sum appropriated at the Annual Town Meeting of 1915 for oiling the streets to the Sealer of Weights and Measures account.


ART. 19. To see if the Town will vote to transfer $250 from the sum appropriated at the Annual Town Meeting of 1914 for surveying and plotting the Town to the Assessors' Depart- ment, or to take any action in relation thereto, agreeable to the petition of Lewis J. Austin.

To see if the Town will appoint a committee of five (5) citizens to consist of one member of the Board of Select- men, one member of the Board of Assessors, and one member of the School Committee, and two other citizens of the Town, all to be appointed by the Moderator ; said committee to investi- gate the school housing facilities of the Town; to examine into the question of the advisability of the erection of a new school building and to report their findings to the Annual Town Meet- ing of March, 1916, together with their recommendations as to the location, size and nature of the building to be erected. Said Committee to prepare proper articles for the Annual Town Warrant of 1916, for the issue of the necessary bonds and other matters pertaining to the financing and construction of said build- ing, or to see what action the Town will take in the matter, agreeable to the petition of Joseph G. Bryer.


Voted, That the Moderator appoint a committee as called for under Article 20, and the following citizens were appointed :- Joseph G. Bryer, Frank P. Bennett, Edwin K. Hayden, George Quarmby and W. George Greenlay.
