ART. 50. To see if the Town will accept Houston avenue, beginning at a point on Ballard street and running northeasterly a distance of 1,083.87 feet, as per plan and specifications filed with the Town Clerk.

ART. 54. To see if the Town will appropriate the sum of $500 for a new flag pole to be erected on Small Common in Franklin square, East Saugus, Mass., agreeable to the petition of Horace H. Atherton, Jr. and others.


ART. 55. To see if the Town will accept Beech street, beginning at the junction of Beech and Vine streets and running thence easterly to a point 325 feet, east of Elmwood avenue, a total distance of 695 feet, according to plan and specifications filed with the Town Clerk.


ART. 56. To see if the Town will vote to abolish the office of Auditor, according to Chapter 624 of the Acts of 1910.


ART. 57. To see what sum of money the Town will appro- priate and raise by taxation for Town charges and for any other purpose for which the Town may lawfully expend money.


The Polls will open at 5.45 o'clock A. M., and may close at 4.30 P. ANNUAL TOWN MEETING.


March 8, 1915.


The meeting was called to order at eight o'clock P. M., by Town Clerk, Henry A. Parker, who read the Warrant, omitting the reading of the articles as upon motion which was carried that the reading of the articles be dispensed with.


ARTICLE I. To choose a Moderator to preside at said meet- ing.


Chose Thomas P. Parsons, who, after being duly qualified by the Town Clerk, took charge of the meeting.


ART. 2. To hear reports of Committee.


Report of the committee for the acceptance of so much of Section 37, of Chapter 19, of the Revised Laws as apply to the Fire Department, was read and voted to lay on the table.


Report of the committee of ten citizens for the purpose of examining into the question of a future form of government suitable for the Town was read and voted to lay on the table.


ART. 3. To choose all other Town Officers which Towns are, by law, required to choose in the months of March and April annually.


Chose, Carl F. Koch, Pound Keeper; Willie M. Penney, Daniel S. Bannon, Charles L. Putney, Field Drivers ; Frank H. Coburn, Herver Upham, Fence Viewers; Herbert O. Pratt, Frank H. Coburn, Frederic Stocker, Measurers of Wood and Bark ; Board of Selectmen as appraisers of Town Property.

ART. 4. To hear and act upon the report of the Finance Committee.


Voted, To waive the reading of the Finance Committee report.

ART. 6. To see if the Town will appropriate the sum of $5,000 for the construction of sidewalks of brick, stone, con- crete or other material of similar lasting character, to be located in such places in the Town as the Selectmen may determine, or to see what action the Town will take in the matter, agreeable to the petition of George Quarmby and others.

ART. 7. To see if the Town will appropriate and raise by borrowing $5,000 for the construction of sidewalks of brick, stone, concrete or other material of similar lasting character and to issue bonds of the Town therefor, or to see what action the Town will take in the matter, agreeable to the petition of George Quarmby and others.

ART. 8. To see if the Town will vote to construct in the Town a sewer for sanitary and surface drainage and sewage disposal to be constructed on Lincoln avenue, Bristow street, Winter street, Lynnhurst and other places, or to see what action the Town will take in the matter agreeable to the petition of George Quarmby and others.

To see if the Town will appropriate and raise by borrowing the sum of $5,000 for the constructing in the Town of a sewer for sanitary and surface drainage and sewerage dis- posal to be constructed on Lincoln avenue, Bristow street, Winter street, Lynnhurst and other places and to issue bonds of the Town therefor and to define the term and time of payments of said bonds, or to see what action the Town will take in the matter agreeable to the petition of George Quarmby and others.

ART. 10. To see if the Town will vote to purchase depart- mental equipment for the Street Department, to wit : one stone crusher for a sum not exceeding $2,300 or to see what action the Town will take in the matter, agreeable to the petition of George Quarmby and others.

ART. II. To see if the Town will vote to purchase depart- mental equipment for the Street Department, to wit : one Auto- matic Oil Distributor for a sum not exceeding $650 or to see what action the Town will take in the matter, agreeable to the petition of George Quarmby and others.

ART. 12. To see if the Town will appropriate and raise by borrowing $650 to be used for payment of the cost of depart- mental equipment for the Street Department, to wit : one wagon for oiling streets, and to issue bonds of the Town therefor, or to see what action the Town will take in the matter, agreeable to the petition of George Quarmby and others.

ART. 13. To see if the Town will vote to purchase depart- mental equipment for the Police Department, to wit: one Police Ambulance at a cost not to exceed $3,500, or to see what action the Town will take in the matter, agreeable to the peti- tion of Charles O. Thompson and others.

Thompson and others.

ART. 15. To see if the Town will appropriate and raise by borrowing $6,000 to be used for payment of the cost of depart- mental equipment for the Fire Department, to wit: an Auto Combination Hose and Chemical and to issue bonds of the Town therefor, or to take any action in relation thereto, agreeable to the petition of Ernest Stuart and others.

ART. 16. To see if the Town will appropriate and raise by borrowing $7,000, to be used for payment of the cost of depart- mental equipment for Fire Department, to wit : an Auto Com- bination Hook and Ladder Truck and to issue bonds of the Town therefor, or to take any action in relation thereto, agree- able to the petition of Ernest Stuart and others.


Voted, To indefinitely postpone.


ART. 17. To see if the Town will appropriate and raise by borrowing $2,700, to be used for payment of the cost of depart- mental equipment for the Fire Department, to wit : Fire Hose, and to issue bonds of the Town therefor, or to take any action in relation thereto, agreeable to the petition of Ernest Stuart and others.


Voted, That the sum of $1,200, be and hereby is appropriated for the purchase of Fire Hose, for the Fire Department.

ART. 18. To see if the Town will appropriate and raise by borrowing $19,850, to be used for payment of the cost of department equipment, as called for under Articles 12, 14, 15,

To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to make a loan of $25,000 for the purpose of acquiring land and the construction of a three-way fire house, and to issue bonds of the Town therefor, and to define the terms and time of payment of said bonds, or to take any action in relation thereto, agreeable to the petition of Ernest Stuart and others.

ART. 21. To see if the Town will appropriate the sum of $600 for the purchase and spreading upon the sidewalks twenty carloads of cinders, agreeable to the petition of Charles N. Wormstead and others.

ART. 22. To see if the Town will appropriate the sum of six hundred and fifty dollars ($650) to complete the grading of Prospect street from Central street to the house of L. Green, a distance of 600 feet, or to see what action the Town will take in the matter, agreeable to the petition of William King and others.

ART. 23. To see if the Town will appropriate the sum of $700, to install a system of drainage, from Cleveland avenue through Washington avenue, to the Lynn line, with the neces- sary catch basin, agreeable to the petition of Charles N. Wormstead and others.

ART. 25. To see if the Town will appropriate the sum of $250 to purchase a calculating machine for the Assessors' office, agreeable to the petiton of Lewis J. Austin and others.

ART. 26. To see if the Town will appropriate the sum of $300 for the benefit of Athletics in the Saugus High School, agreeable to the petition of Frank B. Sloan and others.

ART. 27. To see what action the Town will take, if any, with regard to the planting of shade trees, and to appropriate at least $150 for this purpose, in order that the Town might enter the Shade Tree Planting Contest, conducted by the Massa- chusetts Forestry Association, agreeable to the petition of Thomas E. Berrett and others.

To see if the Town will make an appropriation to be expended under the direction of a committee already appointed for celebrating the one hundredth anniversary of the incorporation of the Town of Saugus in 1815, or to see what action the Town will take in the matter, agreeable to the petition of Frank P. Bennett, Jr., and others.

ART. 30. To see if the Town will vote to install a Fire Alarm Box at the corner of Ballard street and Houstan avenue, and make an appropriation for the same, agreeable to the peti- tion of William J. Phelan and others.


Voted, That the sum of $100 be and is hereby appropriated for the installation of a Fire Alarm Box, to be located at the corner of Ballard street and Houstan avenue, as called for in Article 30.


ART. 31. To see if the Town will make an appropriation for a Fire Alarm Box to be located on Saugus avenue, about half way beween the Old Saugus Race Track and Morton avenue, agreeable to the petition of Vito A. Lespasio and others, or to see what action the Town will take in the matter.

ART. 32. To see if the Town will instruct the Selectmen to locate incandescent lights in the following places, and make an appropriation therefor, viz .: Two on Kent street, one to be placed midway between Lincoln avenue and the point where Kent street turns at right angles ; the other to be placed at the point where Kent street turns at right angles ; one at the corner of Basswood and Aberdeen avenues ; one on Aberdeen avenue, opposite lot No. 190; one on Aberdeen avenue, opposite the residence of R. W. Wallace; one at the corner of Oakcrest and Walnut streets; one at corner of Oakcrest and Fairmount avenue ; one on Sterling avenue ; one on Fairchild avenue ; one on Reservoir avenue ; one on Lenox avenue ; two on Blue Ridge avenue ; one on Wickford street, about 300 feet from Bristow street ; one on Harlow street about 300 feet from Bristow street ; one on Main street, near the residence of William G. ART. 33. To see if the Town will vote to purchase the lots of land described in Article 35, for a Public Playground.

Voted, That a Committee of five citizens be appointed to investigate the advisability of purchasing land for playground purposes and if advisable to recommend a suitable site for the same. ANNUAL TOWN MEETING.


ART. 41. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in antici- pation of the revenue of the current financial year.


Voted, that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1915, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year. ART. 42. To see what compensation the Town will give the Collector for collecting the taxes of 1915.


Voted, That the Tax Collector be paid three-fourths of one per cent on all 1915 taxes collected.


ART. 43. To see what action the Town will take in relation to the collection of taxes assessed for the year 1915.


Voted, That the Poll Taxes for the year 1915 be due and payable July 1, 1915, and interest of six per cent be charged on all unpaid taxes in conformity with the Acts of the Legis- lature of 1913.


ART. 44. To hear and act on the report of the By-Law Committee appointed by the Moderator under Article 34, in the Town Warrant of March 9, 1914.

To see if the Town will appoint a committee of ten citizens to examine into operation and expenses of the school department, especially to ascertain, if possible, whether the schools should not be properly maintained on a basis of tax rate not exceeding $8 per thousand on our valuation ; said committee to consist of the Board of Selectmen, two mem- bers of the Finance Committee and five citizens to be appointed by the Moderator, or to see what action the Town will take in relation thereto, agreeable to the petition of William H. Small.


Voted, To lay on the table.


ART. 50. To see if the Town will accept Houston avenue, beginning at a point on Ballard street and running northeasterly, a distance as 1,083.87 feet, as per plan and specification filed. with the Town Clerk."
