(2) The establishment of the six and six plan, so-called, with a Junior High School course of three years and a Senior High School course of equal length, the adoption of which recommendation will result in the elimination of the ninth grade.


(3) The acquisition by the Town of all available land in the rear of the present High School building. The Committee find that this land can be purchased at its assessed value, and the various owners have offered the land to the Town at that figure.


(4) The construction of a 12-room building with an audi- torium, either in addition to or in conjunction with the present High School Building.

(5) Changes in the present High School Building whereby the auditorium therein, now located on the third floor, shall be divided into recitation rooms and a study hall. Your Com- mittee feels that it should recommend to the citizens of the Town that the present auditorium should not be increased in size to be used for auditorium purposes, as there can be no question but that such a use would be a fire hazard of a serious nature.


(6) While the Committee has considered many different plans, the provisions of some three or four of which fully answers the needs of the Town in regard to its schoolhouse requirements, and it has decided that a site can be purchased, a building built in accordance therewith, and the proper furnish- ings and equipment provided therefor within the sum of $75,000, yet we feel that the selection of any one of these plans, or of any other plan, and the choice of an architect to prepare final plans and supervise the work should be left open for the consideration of the permanent Building Committee as recommended herein.


(7) Your Committee as a result of its investigation feel that the suggested site may be purchased, a 12-room building erected

thereon and proper furnishings provided for said building for a sum not exceeding $75,000.


(8) Your Committee recommend the appointment of a per- manent Building Committee of five citizens to be chosen by the Moderator, and the issue of bonds or notes of the Town to the amount of $75,000 to be used for the purchase of a site, and the construction of a building thereon with the necessary equipment and furnishings.


(9) Your Committee have prepared what it deemed to be proper articles for insertion in the annual Town Warrant and respectfully recommends to the Town the adoption of said articles.

AN ACT PERTAINING TO A Superintendent of Public Works.


The following is the Act which is to be voted upon on the Ballot at the coming Town Election, to abolish the Water Department and appoint a Superintendent of Public Works under the control of the Board of Selectmen.


AN ACT.


Relative to the Powers and Duties of Municipal Officers of the Town of Saugus.


Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows :


I SECTION I. The powers and duties conferred and im- 2 posed by chapter ninety-one of the acts of the year nineteen hundred and eleven, upon the water commissioners of the town of Saugus are hereby vested in the selectmen of the said town ; and the board of water commissioners is hereby

SECTION 2. The selectmen of the town of Saugus are hereby authorized to appoint a superintendent of public works who shall perform under their authority and direc- tion the duties of the present water commissioners of the town, and shall also, subject to the authority and direction of the selectmen, perform the duties of the selectmen in respect to the construction, maintenance and repair of streets, ways, bridges, sidewalks, monuments at the termini and angles of roads, guide-posts, drains, water-mains and services, and any pipes or fixtures through which water is supplied. The superintendent of public works so appointed shall be a person specially fitted by education, training or experience to perform the work devolving upon him.

3 his duties by the chairman of the board of selectmen of the town, or by the town clerk or by a justice of the peace, and shall receive such compensation for his services as the board of selectmen may determine.

SECTION 4. A majority of the board of selectmen may remove the superintendent of public works by filing a written statement with the town clerk setting forth in detail the specific reasons for his removal, a copy of which shall be delivered or mailed to said superintendent : provided, however, that, if the superintendent so requests, a hearing shall be given him. The decision of a majority of the selectmen made after the hearing shall be final.


7 8 SECTION 5. Any vacancy in the office of superintendent of public works shall be filled in the manner provided above for the remainder of the term. Pending such appointment, the board of selectmen may designate a per- son to perform the duties of the office temporarily.

SECTION 6. This act shall take full effect upon its acceptance by a majority vote of the voters of the town of Saugus present and voting thereon by ballot, at the next annual election, and for the purpose of such acceptance this act shall take effect upon its passage.
