Selectmen's Report
To the Citizens of the Town of Swampscott:
Your Board of Selectmen herewith submits its annual report for the year 1949. Much progress has been made during the past year which should result in a more efficient town government and reduced administrative costs.
Hearings were held on matters presented to us and impartial consideration was given to petitioners having in mind the best in- terests of the town.
The Town Meeting adopted Article 63 relative to establishing a job classification program for most town employees. The Town Meet- ing authorized the appointment of a committee by the Moderator to study the Town Manager form of government. Both articles were sponsored by the Selectmen.
The job classification project has been made and completed by Griffenhagen and Associates, Consultants in Public Administration and Finance.
Copies of this report were prepared by Miss A. Doris Whipple in the Selectmen's office at a considerable saving to the town and mailed to all Town Meeting Members, Town Officials and Department Heads.
Serious thought and consideration should be given to this report as the Town Meeting will be asked to vote the adoption of a by-law covering the proposed classification and compensation plan under Section 108A of Chapter 1 of the General Laws of the Common- wealth.
Once adopted, these plans become binding upon all boards and committees, except the School Committee.
The Committe to study the Town Manager form of government has devoted many arduous hours of time and research on this form of government and will render their own detailed, comprehensive re- port to the citizens for consideration before the Town Meeting.
STREET IMPROVEMENTS
Considerable time and effort has been devoted during the past year to obtain funds for the improvement of highways and assistance received from the State and County whenever possible.
Under the Chapter 90 program, the resurfacing of Salem Street was finally completed. This project was completed in sections cover- ing a period of three years. Three quarters of the cost was borne by the State and County by doing the work in this manner.
For 1950 we have been assured funds from the State and County to resurface Humphrey Street from the Lynn line to the Lynn Five Cents Savings Bank.
In addition, many conferences were held with our local Town Departments, State Engineers, and the Commissioner of the State Department of Public Works in reference to the elimination of the so-called "S" curve at the intersection of Paradise Road, Burrill Street, and New Ocean Street.
Many previous Boards of Selectmen and town officers endea- vored to procure approval to eliminate this hazardous curve.

As a result of many hours of time and effort your Board is pleased to report that on December 16, 1949 we were officially in- formed by the State that this project would be undertaken by the State, and completed in 1950. The entire cost will be borne by the State.
In the course of the year we have had many requests for Traf- fic Signals at various locations where there is considerable pedestrian traffic, especially school children.
These requests have been discussed with the Chief of Police and Engineer of the State Department of Public Works.
The State Department of Public Works has the final approval, and at the present time are making traffic surveys. We anticipate approval of many of these requests.
Your Selectmen have inserted articles in the warrant in previous years requesting the Town Meeting to authorize the appoinment of a Wire Inspector for protection of our citizens. These articles were de- feated. Under Chapter 529 of the Acts of 1949 it is now mandatory for our town to have a Wire Inspector and a classification for this job has been established by the Griffenhagen Report.
POLICE
Swampscott was again honored for the sixth consecutive year by the National Safety Council for its fine safety record. The efforts of the personnel of this department are worthy of commendation for their good work in maintaining this record.
The Board is continually receiving requests for added police protection. In our budget of 1949 we requested an additional two men, but this request was turned down by the Finance Committee. During the summer months, as a result of conditions existing in the Puritan Road area it was necessary for the Finance Committee to transfer $1,443.16 to the Police Wage Account for two extra men to alleviate a serious situation.
