In accordance with the adjournment of Monday, March 21, 1949, the Town Meeting Members were called to order at 7:47 P.M., the necessary quorum being present (157).
Howard A. Andrews, Minister of the First Church (Congrega- tional) offered an Invocation.
The warrant with the return thereon was read by Malcolm F. MacLean, Jr., Town Clerk.

Voted: That the reading of the records of the last meeting be omitted.
Voted: Article 2. That this article be laid on the table.
Voted: Article 3. To accept the report of the Finance Committee and adopt their recommendations as follows:
That the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1950, and to issue a note or notes therefore, payable within one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Chapter 44, General Laws.

That the Town grant a permanent in- crease in compensation to all full time elected officials and full time employees of the Town, including non-teaching personnel of the School Department, but not including teachers, of $260.00 each year, retroactive to January 1, 1949, and that the sum of $37,960.00 be appropriated therefor.
That the Town grant to each such employee temporary compen- sation as a cost-of-living adjustment in the amount of $104.00 per employee for the calendar year 1949 and that the appropriation nec- essary for the payment of this temporary compensation be included as a separate item in the budgets of the various departments under Article 9 of the Warrant.
Voted Article 8. To accept the report of the Finance Committee and adopt their recommendations as follows :
That action on this article be indefinitely postponed.

That the Town authorize the Bureau of Old Age Assistance to appoint one of its own members as agent and investigating officer and fix the salary of such appointee at $2,529.67 as provided by Sec. 4A, Chap. 41, G. L. and that said $2529.67 be appropriated as follows: $1,227.33 from the U. S. Grant O.A.A. Administration and $1,302.34 from the Tax Levy, which has been recommended under Article 9.

That the Town authorize the Board of Public Welfare to ap- point one of its own members as agent and investigating officer and fix the salary of such appointee at $520.00 as provided by Sec. 4A, Chap. 41, G.L. The appropriation to pay this salary has been recom- mended under Article 9.

ber of such boards to act as secretary thereof and that the salary of such incumbents be fixed at $50.00 each per year, as provided by Sec. 4A, Chap. 41, G.L. The appropriations necessary to pay these salaries have been provided for under Article 9.

That the following sums be appropriated to the respective departments for the purpose of paying bills contrac- ted prior to January 1, 1949 and remaining unpaid at the time of the closing of the Town's books for the year 1948: Elections & Regis- trations Others $82.29 and Highway Others $1,363.03. Total $1,445 .- 32.

That the Town purchase an automobile to be used as a patrol car for the Police Department, authorize the Board of Selectmen to trade a 1947 Ford on account of the pur- chase price and that the sum of $1,200.00 be appropriated for the purpose of this article, as recommended by the Finance Committee.
Voted: Article 16. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:
That the Town purchase a motorcycle to be used by the Police department, authorize the Board of Selectmen to trade a 1941 In- dian motorcycle on account of the purchase price and that the sum of $750.00 be appropriated therefor.

That the Town authorize the Surveyor of Highways to pur- chase a new automobile and sell or trade a 1940 Chevrolet on account of the purchase price and that the sum of $1,550.00 be appropriated therefor.
Voted: Article 30. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:
That the Town authorize the Surveyor of Highways to pur- chase a new four wheel drive jeep and that the sum of $1,900.00 be appropriated therefor.

Voted: Articles 31, 32, and 33. To accept the report of the Finance Committee and adopt their recommendations as follows:
That the Town Moderator be authorized to appoint a committee of five citizens to study the complete needs of the School Department for school buildings and that said committee be authorized to make a report of their findings at a Special Town Meeting for appropriate action, said Special Town Meeting to be called by the Selectmen on or before June 15, 1949.

Voted: Article 35. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:
That the Town adopt the following amendment to the Town By-Laws :
"Article IX-A The hours of duty of the permanent members of the uniformed fire fighting force in the Town of Swampscott other than hours during which such members may be summoned and kept on duty because of fire or conflagration shall not exceed an average of 63 hours per week over an eight week period." Unanimous
Voted: Article 36. To accept the report of the Finance Com- mittee, as amended, and adopt their recommendations as follows:
That the Town authorize the Board of Engineers to purchase a new automobile to be used by the Chief of the Fire Department and

sell or trade the Fire Chief's present 1938 Buick an account of the purchase price and that the sum of $2,000.00 be appropriated from the Excess and Deficiency Fund for the purpose of this article.

That the Town authorize the Board of Fire Engineers to com- plete the repairs to the Phillips Beach Engine House and that the sum of $800.00 be appropriated therefor.
Voted: Article 38. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:
That the Town authorize the Water Department to replace and repair the draft post on Windsor Avenue at Foster's Dam and to install a draft post on Carson Terrace near Foster's Dam on Town owned property and that the amount of $1,250.00 be appropriated therefor.
Voted: Article 39. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:
That the Town authorize the Moderator to appoint a committee to investigate the advisability of celebrating the 100th anniversary of the incorporation of the Town of Swampscott as a town in 1852, and that the committee report back to the Annual Town Meeting of 1950 and that the sum of $200.00 be appropriated for the purpose of this article.
Voted: Article 40. To accept the report of the Finance Com- mittee, as amended, and adopt their recommendations as follows:
That the Town resurface Redington Street from Mapledale Place to Greenwood Avenue, and that the sum of $5,250.00 be appro- priated from the Excess and Deficiency Fund for the purpose of this article.
