The Selectmen have received a request from the members of the Police Department for a five day work week. At the present time the members of this department work six days or a total of 46 2% hours per week.
The Chief and your Board favor a five day week and are re- questing funds in the 1950 budget for four additional men to give added protection to the townspeople and a shorter work week for the personnel.
There is a need for major street improvements in the town and during the year we requested the Town Engineer to draft a recon- struction program to include Puritan Road, Humphrey Street, Essex Street, Walker Road, and Devens Road at a total cost of $266,450.00.
This program should be extended over a period of 10 years through the medium of bond issues.
Puritan Road is in a deplorable condition and serious thought should be given to this project as it will be necessary to rebuild and reinforce the sea wall.
The Selectmen with the assistance of the Town Engineer and Surveyor of Highways are endeavoring to initiate a well planned long range sidewalk program.
There is still a demand for the use of the old Town Hall. This

building is used mostly for civic programs and as a result there is little or no revenue from this building. In addition it is in need of painting and repair but the Town will not appropriate any substan- tial funds for repair work.
In July 6, 1945 a committee was appointed under Article 28 of the Annual Town Meeting of that year and they submitted a re- port to the Annual Town Meeting of 1946, which is incorporated in the Town Report.
Your Board, in order that they may give due and proper con- sideration to the administration of this building, is inserting an ar- ticle in the warrant for the Annual Town Meeting to be voted on by the Town Meeting members. This will afford them an opportunity to decide whether or not the old Town Hall should be disposed of or funds appropriated for continued maintenance.

Article 12. To see if the town will authorize the Board of Public Welfare to appoint one of its own members as agent and investigating officer and fix the salary of such appointee at $520.00, as provided by Chapter 41, Section 4A, of the General Laws (Ter. Article 13. To see if the town will authorize the Board of Asses- sors, the Board of Park Commissioners and the Planning Board each, to appoint a member of such boards to act as secretary thereof and receive pay therefor, as provided by Chapter 41, Section 4A of the General Laws (Ter. Article 14. To see if the town will vote to appropriate a sum of money to the account of unpaid bills for the purpose of settling all bills contracted prior to January 1, 1949 and remaining unpaid at the time of the closing of the town's books for the year 1948 according to the records of the Town Accountant. Article 28. To see if the town will vote to construct a drain in Jessie Street for a distance of approximately six hundred fifty (650) feet and appropriate the necessary money therefor or take any action relative thereto. Sponsored by the Water and Sewerage Board.

Article 31. To see if the the town will vote to authorize the Board of Selectmen to purchase or take by right of eminent domain for public school purposes, and appropriate money for the same, a certain parcel of land with the buildings thereon, bounded and described as follows :
Beginning at a point on the Northerly line of Redington Street, said point being the Southeast corner of the Hadley School Lot; thence Northwesterly for a distance of about two hundred forty-nine feet to the Southerly side of Elmwood Road; thence Easterly by a curved line along the Southerly side of Elmwood Road about one hundred thirty-two and fifty hundredths feet; thence Southeasterly about ninety-three feet; then Southwest about fifty-four and fifty hundredths feet; thence Southeast about one hundred fifty-three feet, to the Northerly line of Redington Street; thence Southwest along the Northerly line of Redington Street about seventy- one and fifty hundredths feet to the point of beginning.

Article 32. To see if the town will authorize the continuance of the Committee which has investigated the cost of erecting a gymna- sium for the Junior High School, or the appointment of a new Com- mittee of five citizens to be named by the Moderator, and instruct this Committee to contract with an architect to make plans and work- ing drawings sufficient for securing a firm bid for constructing such a gymnasium, and appropriate the sum of $12,000 therefor, or take any action relative thereto. Article 33. To see if the town will authorize the Moderator to ap- point a Committee of five citizens, two of whom shall be members of the School Committee, to contract with an architect to make studies and plans to remodel or rebuild or enlarge the Clarke School, and ap- propriate the sum of $10,000 therefor or take any action relative thereto. Article 34. To see if the town will appropriate $3500 to be expended by the Planning Board for maps, surveys, studies and per- sonal assistance for the purpose of carrying out the provisions of

Article 35. To see if the town will vote to adopt the following amendment to the Town By-Laws to govern the hours of labor of the permanent members of the Fire Department:
Article IX-A. The hours of duty of the permanent mem- bers of the uniformed fire fighting force in the Town of Swampscott other than hours during which such members may be summoned and kept on duty because of fire or con- flagration shall not exceed sixty-three in number per week over an eight week period.

To see if the town will vote to appropriate the sum of $1250 and authorize the Water Department to replace and repair the draft post on Windsor Avenue at Foster's Dam and to install a draft post on Carson Terrace near Foster's Dam on town owned property. Sponsored by the Upper Swampscott Improvement Association and approved by the Chief of the Fire Department, the Board of Fire Engineers and the Water Department.
