Article 32. To see if the town will vote to amend the Zoning By-Laws as follows: By striking out Article IV, section 3, subsection 5, and substituting therefor the following subsection with the same numbering, viz, Article IV, section 3, subsection 5.


The requirements of the "Table of Height and Area Regulations and Front, Side, and Rear Yard Requirements" referred to in Article IV, section 1, need not apply, except as to setback, to lots of less than the required area for the district in which they are located, provided such lots have been duly described by deed recorded with the Registry of Deeds or assessed as separate parcels prior to March 23, 1948, the date of the passage of this by-law. Buildings on such lots shall con- form to the regulations applying in the district of comparable lot size as follows:


Lots in the Residence A-1 district of area of at least 7500 sq. ft. and below 10,000 sq. ft. shall have buildings complying with the re- quirements for Residence A-2 district.


Lots in the Residence A-1 or Residence A-2 districts of area of at least 6000 sq. ft. and less than 7500 sq. ft. shall have buildings complying with the tabular data for Residence A-3 district.


Lots in any district of less than 6,000 sq. ft. shall have buildings conforming to Article IV, section 3, subsections 4a and 4b of these by- laws and to Article III, section 3 of the Building By-Laws of the town.


The exceptions permitted in this subsection apply only to the re- quirements of the "Table of Height and Area Regulations and Front, Side and Rear Yard Requirements" and in no way affect any other regulation in this by-law.

Article 57. To see if the town will vote to extend the sewers in any or all of the following streets :- Charlotte Road, Duke Street, Forest Avenue, Gale Road, Mountwood Road, Muriel Road, Pine Hill Road, Pleasant Street, Puritan Lane, Puritan Road, Sherwood Road, Walnut Road, Winshaw Road, and in any other streets or sections of the Town as the Water and Sewerage Board and the Board of Health deem necessary and that the money necessary to install said sewers be appropriated from the unexpended balance of the outfall sewer bond issue of 1947. Article 58. To see if the town will vote to continue the summer recreational program at Jackson, Phillips, and Abbott Parks and ap- propriate the sum of $3,000.00 therefor or take any action relative thereto. Sponsored by the Board of Park Commissioners.


Article 59. To see if the town will vote to authorize the Board of Park Commissioners to purchase and install 1000 additional seats of a semi-permanent type at Blocksidge Field and appropriate the neces- sary money therefor or take any action relative thereto. Article 60. To see if the town will vote to establish the office of Inspector of Wires to be appointed by the Board of Selectmen as required by the provisions of Chapter 529 of the Acts of 1949, and appropriate the necessary money therefor and adopt the following by- laws:


Section 1. There shall be appointed annually by the Board of Selectmen an Inspector of Wires. Such appointment shall be made in April of each year and he shall hold office from the first day of May

following for the term of one year and until another is appointed in his place. The Selectmen may at any time remove him. He shall keep a record of the business of his department and submit to the Select- men in time for publication in the annual town report a yearly report of such business.


Section 2. He shall require all persons and corporations owning or operating wires to conform to all the laws of the Commonwealth of Massachusetts and to all rules and regulations contained in the National Underwriters' Code.


Section 3. Any person or corporation operating electric or other wires within the town shall, upon request of the Inspector, furnish him with such information as may be necessary to the faithful and effectual discharge of his duties under this by-law.


Section 4. The Inspector shall have access at all reasonable times to all wires, appliances, and apparatus in the interior of a public building or on private premises, which are intended for carrying an electric light or power current, and no person shall arrange, affix or change any such wires or apparatus without giving the Inspector reas- onable opportunity to inspect such wires and their arrangement and fixtures before the same are covered or enclosed; and no person shall place such wires in any building in process of construction until all gas, steam, water, and furnace pipes have been placed in proper po- sition. No person shall connect such wires in the interior of a public building and on private premises with an outside circuit which crosses or runs along, over or under, any street or way of the town without written permission therefor having been first obtained from the In- spector.


Section 5. No electrical installation shall be made in any house, factory, building or structure of any type or affixed in any way to any portion of any premises in the Town of Swampscott which is in- tended to be connected with an outside electrical circuit which crosses or runs along over or under any street or way of the town, unless a written permit to make such electrical installation is granted by the Inspector of Wires to the person, firm or corporation making written application for such electrical installation.


Section 6. Fees shall be charged by the Inspector of Wires to any person, firm or corporation applying for permits for electrical in- stallations as provided in Section 5; said fees to be paid by the appli- cants when such permits are issued in accordance with the following schedule :

No fee shall be paid for the installation of portable appliances for use with convenience outlets. All fees received by the Inspector of Wires shall be turned over to the Collector of Taxes as receipts and accounted for by him.

Article 61. To see if the town will vote to appropriate a sum of money for the purpose of placing lights and other decorations on Humphrey Street during the 1950 Christmas season or take any ac- tion relative thereto. Sponsored by the Board of Selectmen.


Article 62. To see if the town will vote to accept the provisions of General Laws, chapter 136, section 4B, which provides for Sunday bowling between the hours of 1:00 P.M. and 11:00 P.M. Petitioned for by Patsy J. Losano et al.


Article 63. To see if the town will vote to authorize the Board of Selectmen and their successors in office to grant easements for the location, installation and maintenance of public utility services and in- stallations within private ways in which the town may have any right, title or interest, either as the result of the town's having acquired real estate abutting such ways in or following proceedings to fore- close tax titles. Article 64. To see if the town will vote to authorize the Board of Selectmen to sell or otherwise dispose of Real Estate now or here- after owned by the town and acquired through foreclosure or pur- chased under General Laws (Ter. Ed.), Chapter 60, as amended, for non-payment of taxes and appropriate a sum of money therefor, or take any action relative thereto. Sponsored by the Board of Se- lectmen.


Article 65. To see what action the town will take on the matter of transferring certain unexpended balances, as shown on the books of the Town Accountant as of December 31, 1949, to the Excess and Deficiency Fund, or take any action relative thereto. Sponsored by the Board of Selectmen.


Article 66. To see if the town will vote to appropriate a sum of money to be used in conjunction with money appropriated by the Commonwealth of Massachusetts to construct a sidewalk on the Northerly side of Paradise Road from Franklin Avenue to Walker Road. Sponsored by the Board of Selectmen.


Article 67. To appropriate and raise by borrowing or otherwise, under any general or special law which authorizes the town to raise money by borrowing or otherwise, such sum or sums of money as may be necessary for any or all of the purposes mentioned in the foregoing articles. Sponsored by the Board of Selectmen.


And you are directed to serve this Warrant by posting an attes- ted copy thereof at the Town Administration Building, at the Post Office, and in at least two public and conspicuous places in each pre- cinct in the town, and at or in the immediate vicinity of each railroad station in the town, not less than seven days before the day appointed for said meeting.
