Selectmen's Report
To the Citizens of the Town of Swampscott:
The Board of Selectmen herewith submits its annual report for the year 1950.
FIRE DEPARTMENT
The Annual Town Meeting of 1950 placed the Fire Department under the operation of General Laws, Chapter 48, Section 42. This statute eliminates the Board of Fire Engineers, formerly appointed by the Selectmen, and the chief of the Fire Department has and exercises all the powers, and discharges all the duties, formerly con- ferred or imposed by statute upon the Board of Fire Engineers. The statute provides that the chief "shall appoint a deputy chief and such officers and firemen as he may think necessary and may remove the same at any time for cause and after hearing." For a statement of developments in the Fire Department during 1950, and the retirement and changes in personnel within the department made by the chief of the Fire Department, we refer you to his report.
CIVIL DEFENSE
Under Chapter 639 of the Statutes of 1950, the Town was com- pelled by the mandatory provisions of the law to appoint a civil defense director. On September 21, 1950, Mr. Harold S. Walker was appointed. Mr. Walker has had vast experience in civil defense work during the second World War. He has worked for the federal govern- ment and for the Army both here and in Europe and Asia. Regard- less of how distasteful to the general public the necessity of civil defense and the expense involved therein may at first appear, the continuous planning, preparation, and education for war catastrophe in the community is imperative. We have also appointed an advisory council to assist Mr. Walker, and for the chairman of this council, we have been fortunate in securing the services of Mr. Edward Breed.
WIRE INSPECTOR
The Annual Town Meeting of 1950 adopted a statute and by- laws creating the office of Wire Inspector. First appointee for this job was the late Harold E. Morse, who resigned on September 21, 1950, because of ill health. The present Wire Inspector is Edward J. Connell, an engineer and employee of the Lynn Gas and Electric Company. Mr. Connell spends about three hours a day, five days a week, on this work. He has office space in the Building Inspector's office.
CLARKE SCHOOL
On the 27th day of July, 1950, the Clarke School Building Com- mittee, appointed after the May Special Town Meeting, submitted to us two contracts: one to demolish the old Clarke School; and the other a contract with an architect for plans, specifications, and supervision of the construction of a new school. We were asked by the Building Committee to counter-sign these contracts under applicable provisions of the Town by-laws. After consideration, a majority of the Board felt that in view of the international developments which had transpired between May, 1950, when the Town voted to tear down the old Clarke School and build a new one, and the date the above contracts were submitted to us, the Town Meeting should again have an opportunity to pass on the questions. Specifically, in view of the situation in Korea, we were concerned with the potential shortage of materials, the rising costs, and the uncertainty of when a new school could be built. Thus, a majority of the Board prepared articles to be included in the Special Town Meeting of September 12,
