Article 1. To see if the Town will vote to appropriate a sum of money to cover the increased cost of operation of the Sewer De- partment for the balance of the year 1950 caused by the adoption of the 40-hour week for town employees, or take any action relative thereto.

Article 2. To see if the Town will vote to appropriate a sum of money to cover the increased cost of operation of the School Department for the balance of the year 1950 caused by the adoption of the 40-hour week for town employees, or take any action relative thereto.

To see if the Town will vote to appropriate a sum of money to remove boulders and ledges which are creating a hazard to travelers on Humphrey Street located on a portion of land owned by Aubrey A. and Helen W. Williams, 24 Bay View Drive and Walter M. and Martha A. Tanch, 18 Bay View Drive, or take any action relative thereto.

Article 6. To see if the town will vote to purchase or take by right of eminent domain for public school purposes the land hereinafter described and on said land and on the site of the present Clarke School construct and originally equip and furnish a school building, gymnasium and auditorium and raise and appropriate the necessary money therefor by transferring from available funds, by borrowing or otherwise, or take any action relative thereto. Said land to be taken for the above purposes is bounded and described as follows: A lot of land with the buildings thereon located in Swampscott being Lot 161 on plan recorded in Essex South District Registry of Deeds, Plan Book 10, Plan 7, bounded and described as follows:
Parcel 1.
Southerly by Middlesex Avenue on a curved line, 87.39 feet;
Easterly by Lot 162 on said plan, 97.70 feet;
Northerly by Lot 128 on said plan, 19.67 feet; and
Westerly by Lot 160 on said plan, 100 feet; and also Parcel 2.

To see if the Town will vote to discontinue as a public way that portion of Middlesex Avenue immediately in front of the premises at 96 Middlesex Avenue from the southwesterly boundary of the Clarke School lot westerly for a distance of ap- proximately 88.39 feet, and appropriate the necessary money therefor or take any action relative thereto.

Article 8. To see if the town will vote to authorize the Board of Selectmen to purchase or take by eminent domain for public school purposes 36 acres of land, more or less, located to the north of and immediately adjacent to the Marblehead Branch of the Boston & Maine Railroad and owned by the Tedesco Club; said land is shown as red and green on plan entitled "Plan of Proposed Taking of Tedesco Country Club Land dated April 1950, Howard L. Hamill, Town Engineer, on file with the office of the Planning Board of the Town of Swampscott", and appropriate the necessary money therefor by transferring from available funds, by borrowing or otherwise, or take any action relative thereto.

Article 9. To see if the town will vote to appoint a committee to engage an architect to prepare working plans and drawings and specifications and determine the approximate cost thereof for the construction of a secondary school building on the Tedesco Club site so-called and appropriate the necessary money therefor by trans- ferring from available funds, by borrowing or otherwise, or take any action relative thereto.

Article 10. To see if the town will vote to adopt the following by-laws putting into effect the Griffenhagen Report.
ARTICLE X-A. BY-LAWS ESTABLISHING RULES AND REGU- LATIONS GOVERNING CLASSIFICATION OF PERSONNEL AND THE ADMINISTRATION OF A SALARY AND WAGE PLAN FOR ALL TOWN EMPLOYEES.
Section 1-The Classification Plan :- The official classification plan for positions in the service of the town shall consist of the classes listed by titles in Schedule A which is made a part hereof (Exhibit A of Griffenhagen Report) and shall apply to all positions in the service of the town except those filled by popular election and those under the direction and control of the School Committee, and the Board of Library Trustees.
Section 2-The Pay Plan :- The official pay plan shall consist of the scales of pay for the several classes set forth in Schedule B (Exhibit B of Griffenhagen Report) which is made a part hereof.
Section 3-Amendment of the Plans :- The classification plan and the provisions included herein may be amended in the manner provided by law, or in the manner provided by the bylaws of the town, whichever is applicable. The pay plan may be established or changed by vote of the town at a Town Meeting, or as provided by law, whichever is applicable.

In a case of urgent necessity, the personnel officer, after con- sultation with the appointing authority and with the approval of the personnel board, may anticipate formal action by the town by tentatively adding a new classification to the classification plan and establishing the salary or wage therefor, subject to subsequent early ratification of such action by the town at a Town Meeting and further subject to the approval of the Division of Civil Service when so required.
Section 4-Personnel Board :- There shall be a personnel board consisting of three members to be appointed by the Moderator, as follows:
(a) An elected town official who shall be chairman for a period of one year
(b) A town employee for a period of two years
(c) A citizen and registered voter of the town for a period of three years and thereafter as their terms expire, for a period of three years.
The personnel board shall be vested with the authority to promulgate such rules and regulations as are necessary for the proper administration of the classification and pay plans. Nothing in such rules and regulations shall conflict with the provisions con- tained herein.
Section 5-Personnel Officer :- There shall be appointed by the Board of Selectmen, a personnel officer who shall be responsible for the administration of the classification and pay plan and such rules and regulations regarding the plans that may be promulgated by the personnel board.
Appeal from any decision of the personnel officer may be made to the personnel board, should such decision conflict with anything contained herein, or with the rules and regulations adopted by the board for administration of the plans.
Section 6-Class definitions :- The personnel officer shall pro- vide, and may amend from time to time, written definitions of the classes of the classification plan, such consisting of a statement decrib- ing the essential nature of the work characteristic of positions of the class that distinguished such positions from positions of other classes with such examples as may be deemed appropriate.
Section 7-Interpretation of Class Definitions :- The definitions of the classes shall be interpreted as descriptive only and not re- strictive. The definition for any class shall be construed solely as a means of identifying positions properly pertaining to the class and not as prescribing what the duties or responsibilities of any position of the class shall be, or as modifying, or in any way affecting, the power of any administrative authority, as otherwise existing, to appoint, to assign duties to, or to direct and control the work of any employee under the jurisdiction of such authority.
Section 8-Records and Requisitions :- The personnel officer shall keep such records of all employees of the town, including the name, age, date of employment, civil service classification if any. department in which employed, nature of duties and other informa- tion as it deems desirable. All requisitions for persons to fill positions or perform duties classified under the civil service law, all requests for transfers, increases in salary, changes in ratings, or other requests made to the director of civil service or the department of civil serv- ice shall be cleared through the personnel officer.
Section 9-Allocation of Positions to Classes :- The personnel officer shall allocate each position, subject to the provisions of this bylaw, to its appropriate class in the classification plan. Whenever a new position is established, or the duties of an existing position are so changed that, in effect, a new position of a different class is

substituted for the old position, the personnel officer shall allocate such new or changed position to its appropriate class. He shall like- wise reallocate any position from class to class whenever he finds such action warranted by reason of error in the allocation then in effect. He shall afford reasonable opportunity to be heard to any employee or appointing authority affected by any allocation or re- allocation, upon written request therefor, and may afford such op- portunity in the absence of such request.
Section 10-Titles of Positions :- No person shall be appointed, employed, or paid as an employee in any position subject to the provi- sions of this by-law, under any title other than that of the class to which the position is allocated. The title of each class shall be the official title of every position allocated to the class for all pur- poses having to do with the position as such, and shall be used to designate the position in all payrolls, budget estimates, and official records and reports, and in every other connection involving personnel and fiscal processes, but any abbreviation or code symbol approved by the personnel officer may be used in lieu of the title to designate the class of a position in any such connection.
Section 11-Operation of Bylaw :- This bylaw shall be opera- tive only as to employees whose positions are classified hereunder and for which positions minimum and maximum salaries have been established by vote of the town at a Town Meeting.
Section 12-Civil Service Law :- Nothing in this bylaw shall be construed to conflict with Chapter 31 of the General Laws.

And you are directed to serve this Warrant by posting an at- tested copy thereof at the Town Administration Building, Post Office and in at least two public and conspicuous places in each precinct in the Town and at or in the immediate vicinity of each railroad station in the Town not less than seven days before the day ap- pointed for said meeting.
HEREOF FAIL NOT, and make due return of this Warrant, with your doings thereon, to the Town Clerk at the time and place of meeting aforesaid.

In accordance with the warrant the Town Meeting Members assembled at the Hadley School Hall, and were called to order by the Moderator, Vincent P. O'Brien at 7:55 P.M. the necessary quorum being present (131).

Voted: Article 6. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:
That the Town authorize the Board of Selectmen to purchase or take by eminent domain for public school purposes the land hereinafter described and on said land and on the site of the present Clarke School Building, the Town construct and originally equip and furnish a school building and auditorium or combination gym- nasium and auditorium; and that the sum of $431,700.00 be appro- priated for acquiring said land and constructing said building to be raised as follows :
That $11,700.00 be appropriated from the Excess and De- ficiency Fund and that the Treasurer, with the approval of the Board of Selectmen, be authorized to borrow a sum not to exceed the remainder; viz., $420,000.00; and to issue bonds or notes of the Town therefor payable in accordance with the provisions of Chapter 44 of the General Laws (Ter. Cen. Ed.) so that the whole loan shall be paid in not more than twenty years from the date of the issuance of the first bond or note or such earlier dates as the Treasurer, with the approval of the Board of Selectmen may determine.
Said school building shall be constructed by a committee ap- pointed by the moderator which committee shall have the power to engage an architect, enter into contracts and do all things neces- sary to complete the said school building. The land to be taken for the above purposes is bounded and described as follows:
A lot of land with the buildings thereon located in Swampscott, bounded and described as follows: Beginning at the intersection of the Northerly side line of Middlesex Avenue and the Westerly property line of land owned by the Town of Swampscott; thence curving Westerly along the Northerly side line of Middlesex Avenue for a distance of eighty-eight and thirty-nine one hundredths (88.39) feet to land now or formerly of Bohlinder; thence running Northerly by land now or formerly of Bohlinder for a distance of one hundred (100) feet to land of the Town of Swampscott; thence running Eas- terly by land of the Town of Swampscott for a distance of twenty-one and sixty-four one-hundredths (21.64) feet; thence running South- easterly by land of the Town of Swampscott for a distance of ninety- seven and seventy one-hundredths (97.70) feet, to the point of beginning.
The above described parcel contains 5395 s.f. and being a lot of land with building thereon located in Swampscott being Lot 161 and part of Lot 160 on plan recorded in Essex South District Regis- try of Deeds, Plan Book 10 Plan 7 and Deed Book 3262 Page 447 as conveyed to Harold R.
