POLICE DEPARTMENT


Swampscott completed its eighth consecutive year without a fatality caused by motor vehicle. This is an unusual record, and the Chief of Police and his department deserve commendation for the large part they play in its maintenance.


As a result of the vote of the Town Meeting of 1950, two per- manent men were added to the Police Force, and the Selectmen were empowered, if in their discretion it seemed advisable, to place the department on a forty hour work week. By a majority vote, the forty hour week was adopted May 1, 1950.


Two Captains were appointed during 1950 under the following circumstances. The Police force is divided into three divisions. The day division until recent appointments, was under the immediate charge of an acting duty officer chosen from the ranks. The night. division was under Captain Doherty and the morning division was under Captain Kennedy until his retirement on April 25, 1950. It seemed to us advisable to have an executive officer in charge of each division, so on December 14, 1950 we appointed Officer John P. Costin to replace Captain Kennedy, and on December 18, 1950 we appointed Officer James H. Pedrick the third Captain. This ap- pointment results in a superior officer being in command of each di- vision under the overall supervision of the Chief of Police.


PURITAN ROAD


It is most urgent that Puritan Road be rebuilt as soon as possible. This will involve the building of a new sea wall and possible land takings which will cost considerable money. It is recommended that this be done by contract under a bond issue.


TOWN INSURANCE


Due to the sharp rise in replacement costs a survey was made of insurance carried on all town buildings. This survey showed that values on some of the buildings were inadequate. Where this was so the values were increased.


SURVEYS


The Annual Town Meeting of March 1950 authorized the Board of Selectmen, with expert advice, to survey the High School for sprinkler protection, the old Town Hall for repairs or removal, and the Phillips Beach Engine House for repairs. These projects have been completed and reports will be submitted at the Annual Town Meeting.

Article 3. To see if the town will vote to petition the legislature to enact appropriate legislation to provide for a town manager form of government in the Town of Swampscott. Sponsored by the Town Manager Committee.


Article 4. To see if the town will vote to continue the committee appointed under Article 67 of the warrant for the annual town meet- ing of 1949 to study the town manager form of government and to appropriate the sum of $500.00 for the use of this committee. Spon- sored by the Town Manager Committee.


Article 5. To see if the town will vote to continue the committee appointed under Article 39 of the warrant for the annual town meet- ing of 1949 to investigate the advisability of celebrating the one hun- dredth anniversary of the incorporation of the Town of Swampscott and to appropriate the sum of five hundred dollars for the use of this committee. Article 6. To see if the town will vote to appropriate a sum of money to continue the cost of living bonus of two dollars a week

To see what action the town will take in relation to the recommendations calling for the appropriation or expenditures of money, and creation of a debt, or the disposition of town property, as set forth in the report of officers, boards or committees. Article 9. To see what action the town will take in relation to salaries of elected town officials for the ensuing year. Sponsored by the Board of Selectmen.


Article 10. To see if the town will authorize the Bureau of Old Age Assistance to appoint one of its own members as agent and in- vestigating officer and fix the salary of such appointee at $2,665.70 as provided by Chapter 41, Section 4A of the General Laws (Ter. Ed.). Sponsored by the Bureau of Old Age Assistance.


Article 11. To see if the town will authorize the Board of Public Welfare to appoint one of its own members as agent and investiga- ting officer and fix the salary of such appointee at $520.00 as provided by Chapter 41, Section 4A of the General Laws (Ter. Ed.). Spon- sored by the Board of Public Welfare.


Article 12. To see if the town will authorize the Board of Asses- sors, the Board of Park Commissioners and the Planning Board each, to appoint a member of such boards to act as secretary thereof and receive pay therefor, as provided by Chapter 41, Section 4A of the General Laws (Ter. Article 13. To see if the town will vote to appropriate a sum of money to the account of unpaid bills for the purpose of settling all bills contracted prior to January 1, 1950 and remaining unpaid at the time of the closing of the town's books for the year 1949 according to the records of the Town Accountant.
