These appointments were made by the Board of Selectmen from lists certified by Civil Service.
Captain James M. Kennedy and Officer Almon B. Owens regular members of the Department were retired on pension. Captain Ken- nedy served in the department for thirty-seven years and Officer Owens for thirty-one years.
NATIONAL SAFETY AWARD
An honor was again bestowed upon the Town during the year by the presentation of a citation and Silver Star by His Excellency, The Governor of the Commonwealth, Paul A. Dever, for the out- standing record of being free from fatality caused by motor vehicles during the past several years. The Town has now reached an eight- year period from 1943 to 1950 inclusive, without a fatality. The residents of our town may well be proud of this achievement.
DEPARTMENTAL EQUIPMENT
The equipment of this department is regularly inspected and tested and no effort is spared to have it ready for instant use at all times.
RECOMMENDATIONS
I recommend that the Town purchase a new motor vehicle to be used as a patrol car, to replace the 1948 DeSoto Sedan now in use.

I herewith submit my report as Chief of the Fire Department from January 1, 1950, up to and including December 31, 1950.
IMPORTANT NOTICE
I urge all persons discovering fires in buildings to sound the nearest fire alarm box (if within reasonable distance) as it is quicker and more accurate than the telephone. If possible stay at the box and direct the apparatus to the fire. If the telephone must be used, DIAL LY 2-0082 or DIAL "OPERATOR" and give her the location of the fire as well as your name and address. Please be calm to avoid confusion.

INSPECTIONS
During the past year all mercantile, public buildings and hotels were inspected and recommendations were made, but due to lack of manpower we were unable to follow up our recommendations or continue any inspections.
Where this is a valuable branch of the fire service, we hope in the near future to be able to undertake an efficient inspection bureau.
DRILLS
Fire drills were held in all schools in conjunction with Fire Prevention Week. I was pleased that the students were well trained and a credit to the faculty that trained them.
Drills are held daily for the permanent firemen. These drills cover all phases of modern fire fighting.
FIRE ALARM
Up to the present time our Fire Alarm system is in good con- dition, but due to the fast expansion of new buildings, new streets and new hydrants this Fire Alarm system is being overtaxed in certain sections of the town and is becoming increasingly inadequate in fire protection. I suggest a program covering this expansion should be adopted.
The fire department is in need of a new transmitter for the purpose of transmitting the rapidly increasing number of telephone calls received, also the installation of new fire alarm boxes.
FIRST AID
We are very fortunate to have Luke E. Thompson who holds an instructor's rating for teaching Red Cross First Aid. Numerous INHALATOR cases have been performed during 1950. Our men and equipment are available to the citizens of the town at any time. Our first aid is at your command upon request.
PERMANENT MEN
We feel at this time that more permanent men should be added to the Fire Department. With the acceptance of the 63-hour week for the firemen, and without any additional men, we find the de- partment very undermanned. Due to the lack of manpower we are operating two pumps and one ladder truck. Our normal complement should be three pumps and one ladder truck. Our third pump, which is comparatively new, stays parked in the central fire station. A thorough investigation should be made, and a progressive program established to remedy this present shortage of manpower.
APPOINTMENTS AND RETIREMENTS
The examination for promotion to Fire Captain was held on August 18, 1950. This examination was called to fill the vacancies

caused by the retirement of F. W. Oulton, W. M. Champion, Sr., C. L. Stover and W. B. Snow. These men were retired when the town accepted Section 85E of chapter 32, General Laws as inserted by chapter 576 of the Acts of 1946.
The results of this captain's examination brought about the appointments of Captains Carl J. Pagano, James E. Champion, Joseph Braccio, Arnold L. Millberry, and Frank H. Maitland. With the ap- pointment of these new captains it is possible to have an officer on duty at all times. This new arrangement makes it possible to have a captain stationed at Phillips Beach engine house.
I wish to extend my appreciation to E. G. Dykeman, W. B. Snow, L. E. Thompson, A. L. Stover and C. E. Snow who ably and efficiently performed the duties of acting captains pending the results of the above examination.
NATIONAL EMERGENCY
Recently the President of the United States declared a state of national emergency. In line with other communities we have estab- lished a Department of Civil Defense and the town has appointed Harold S. Walker as Civil Defense Director.
At times of wars and emergencies the fire department takes a leading role in civil defense. As Deputy Director of the Fire Services, I recommend speedy action in purchasing and installing on our fire apparatus a two-way radio. Through this method a direct communi- cation service will be established with civil defense control center.
I urge all able body citizens to enlist their services to aid Di- rector Walker in establishing various auxiliary units for his civil defense program.
I wish to thank the personnel of my department for their fine cooperation during the past year. I especially wish to thank Mr. Ryan, Surveyor of Highways, and his men for their work in paving the driveway and yard at the central fire station. I wish to thank the Board of Selectmen and all other town officials for their co-operation and assistance shown me during the year.

The property in the town assessed by the local assessors January 1, 1950 amounted to $25,877,330, an increase over the previous year (1949) of $844,175.
The Real Estate valuation January 1, 1950 was $24,406,576, an increase over the previous year (1949) of $797,735. The valua- tion of Personal Estate assessed by the local assessors January 1, 1950 was $1,470,754, an increase over the previous year (1949) of $46,440.
The Excise tax on motor vehicles and trailer for 1950 was $114,229.56, an increase of $23,009.80 over 1949.
