WARRANT FOR A SPECIAL TOWN MEETING


COMMONWEALTH OF MASSACHUSETTS NORFOLK, ss.


To the Constables of the Town of Weymouth in said County. GREETING:


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid qualified to vote in Town affairs to meet at the Assem- bly Hall in the Weymouth High School, on fifth day of February, 1923, at seven o'clock and forty-five minutes in the evening, then and there to act upon the following article, namely:


Article 1. To see what sum of money the Town will vote to raise by loan or otherwise, and appropriate for the construction and original equipment of an addition to the Weymouth High School, and for alterations and improvements to the present build- ing, and to determine by vote the manner in which funds for the purpose shall be raised or borrowed, and the terms and conditions: of any loan or loans necessary to procure such funds, and to authorize the issue or issues of bonds or notes to secure the same,. in such sum, not exceeding $300,000, as the Town by vote shalll fix, and also to take any other action in relation thereto.


You are directed to serve this warrant by posting a copy- thereof attested by you in writing, in each of two public places im each voting precinct in said Town, seven days at least before the: time for holding said meeting called for in this warrant.

I have this day served the within warrant by posting a copy thereof attested by me in writing in each of two public places in said voting precinct in said town of Weymouth seven days before the time of holding said meeting.

Pursuant to the foregoing warrant a special meeting of the- "Town Meeting Members of the Town of Weymouth, was held at the Assembly hall of the High School this Monday, the fifth day of February, 1923. The meeting was called to order at 7.45 o'clock in the evening and the warrant was read by the Town Clerk.


Article 1. Motion made by J. Leonard Bicknell, chairman of the Appropriation Committee That there be appropriated the sum of Fifty thousand ($50,000) dollars to be raised in the levy of the current year for the purpose of making alterations and improvements to the Weymouth High School, and furnishing equipment made necessary by such alterations; and that there be appropriated the sum of Two hundred and fifty thousand ($250,- 000) dollars for constructing, originally equipping, and furnish- ing an addition to the present building of the Weymouth High School, such additions to increase the floor space of said building, and to meet said appropriation the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow a sum not to exceed two hundred and fifty thousand ($250,000) dollars and to issue bonds or notes of the town therefor, said bonds or notes to be payable in accordance with Section 19 of Chapter 44 of the General Laws, so that the whole of said loan shall be due and payable in not more than twenty. (20) years from the date of issue of the first bond or note, or at such earlier dates as the Treasurer and Selectmen may determine.


And also, that any balance of the appropriation made for the alterations, improvements, and equipment for said school not needed for such purpose shall be applied to the addition to said building and original equipment and furnishing therefor.


And further, that the Committee appointed by virtue of the

vote of the town passed at its last annual meeting be and hereby are constituted the Committee of the town to carry out the pur- poses of this vote.


At this time Mr. Roland H. Haviland, Benjamin N. Elis, James I. Peers, Frederick C. Bauer were sworn in as Town Meet- ing members by George L. Barnes, Moderator. Before discuss- ing the motion before the meeting, Mr. Frank N. Clapp raised a point of order that a quorum of Town Meeting Members was not present.


The Moderator appointed William A. Hodges and John E .. Mulligan as tellers who were sworn to the faithful performance: of their duty. On a count of the members present the tellers re -- ported 78, the Moderator declared a quorum not present and the: point of order well taken. Voted : That the meeting adjourn to meet at the same time and place on Monday, February 12, 1923.

Notice is hereby given that the special meeting of the Town of Weymouth held on February 5, 1923, has adjourned to meet at the Assembly Hall of the Weymouth High School on Monday, February 12, 1923, at 7.45 p. m.

Notice to this effect was sent every Town Meeting Member as provided for in Section 3 of Chapter 61 of the Acts of 1921. CLAYTON B. MERCHANT, Town Clerk.


ADJOURNED SPECIAL TOWN MEETING


The adjourned special town meeting of the inhabitants of Weymouth was held at the Assembly Hall of the Weymouth High School, East Weymouth, on Monday, February 12, 1923. The meeting was called to order by the Town Clerk who stated that owing to a previous engagement Hon. George L. Barnes, Annual Moderator, would be unable to be present.


Voted: That the Town Clerk cast one ballot bearing the name of William J. Holbrook as Moderator, pro tem.


By the above vote the Town Clerk cast one ballot bearing the name of William J. Holbrook, and he was declared elected by the Town Clerk. Mr. Holbrook was then sworn as Moderator pro tem by the Town Clerk.


The question before the meeting was the motion offered by J. Leonard Bicknell, chairman of the. Appropriation Committee on February 5, 1923. Mr. James D. Bosworth was sworn in as teller, Mr. Hodges not being present.


Mr. Thomas P. Vaille moved, to amend the motion bv making the sum appropriating $150,000. instead of $250,000. and striking out the sum of $50,000, to appropriate, in the tax levy of this year.

Mr. Michael Sheehy moved to amend the amendment by- wmaking the first sum $200,000. This amendment was accepted Kby Mr. Vaille as a part of his amendment.


Mr. Sheehy withdrew his amendment from the meeting by vunanimous consent.


Mr. Vaille then asked the Moderator if his amendment was in. rorder, the Moderator decided it was, the question was then put. before the Town Meeting Members and was declared lost. The rresult was 4 in favor and 93 in the negative.


Mr. Wallace H. Bicknell moved as an amendment to the "original motion that the time of loan shall be due and payable in _10 years instead of 20 years.


Mr. Vaille moved that the subject matter of this article be "postponed until the annual town meeting 1924. This question *was declared lost.


The amendment offered by Mr. Wallace H. Bicknell was de- .clared lost.


The original question was put before the Town Meeting members and was declared a vote. 104 in favor and 4 in the mnegative.


122 Town Meeting Members being present out of 180. eligible.


Voted to adjourn.

To the constables in the Town of Weymouth in said County GREETING:


You are hereby required to notify and warn the inhabitants of Weymouth aforesaid qualified to vote in elections, to meet at the ¡polling places in their respective precincts, to wit: in Precincts 1-3-5 and 6 in the halls of the Fire Engine houses located in those precincts respectively, in Precinct 2 at G. A. R. hall; in Precinct 4 at the building formerly known as the Hose House and now "located on Front street near Nash's corner, at Precinct 7 at the Lovell's corner Improvement Ass'n Building on Washington street, won Monday, February 26, 1923, at 2 o'clock in the afternoon, then and there to bring in to the Wardens of their several precincts, their vote on one ballot "Yes" or "No" upon the question of the ratifi- «cation of the following vote passed by the Representative Town Meeting held on February 12, 1923:

"That there be appropriated the sum of fifty thousand dol- lars ($50,000.00), to be raised in the levy of the current year for the purpose of making alterations and improvements to the: Weymouth High School, and furnishing equipment made neces -- sary by such alterations; and that there be appropriated the sum. of two hundred fifty thousand dollars ($250,000.00) for con- structing, originally equipping, and furnishing an addition to. the present building of the Weymouth High School, such addi- tion to increase the floor space of said building, and to meet said appropriation the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow a sum not to exceed two, hundred fifty thousand dollars ($250,000.00), and to issue bonds- or notes of the Town therefor, said bonds or notes to be payable: in accordance with Section 19 of Chapter 44 of the General Laws, so that the whole of said loan shall be due and payable in not .. more than twenty (20) years from the date of issue of the first: bond or note, or at such earlier dates as the Treasurer and Select- men may determine.


"And also, that any balance of the appropriation made for- the alterations, improvements and equipment for said school not. needed for such purpose shall be applied to the addition to said. building and the original equipment and furnishing thereof.


"And further, that the Committee appointed by virtue of a. vote passed at its last annual meeting be and hereby are consti- tuted the Committee of the Town to carry out the purpose of. this vote."

East Weymouth, February 26, 1923.


A meeting of the Board of Registrars was held at the Town Office on Monday evening, February 26, 1923, for the purpose of examining the records from the several Precincts of the votes. cast in said Precincts upon a Referendum Question submitted to the voters at large, as follows:


"Shall the Town ratify the following vote passed by the- Representative Town Meeting held on February 12, 1923?"


"That there be appropriated the sum of fifty thousand dol- lars ($50,000.00), to be raised in the levy of the current year for- the purpose of making alterations and improvements to the Wey -. mouth High School, and furnishing equipment made necessary by such alterations, and that there be appropriated the sum of' two hundred fifty thousand dollars ($250,000.00) for construct- ing, originally equipping, and furnishing an addition to the pres-

The records from the several Precincts showed that 1161 votes were cast in favor of ratification, 810 votes were cast against ratification, 7 votes were blank.

NORFOLK, ss. To the Constables of the Town of Weymouth in said County. GREETING:


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of Weymouth aforesaid qualified to vote in Town affairs to meet at Odd Fellows Opera House, East Weymouth, Mass., on Monday, the Fifth Day of March, 1923, at seven o'clock and forty-five minutes in the evening, then and there to act upon the following articles, namely :


GENERAL ADMINISTRATION


Article 1. To choose all necessary Town officers other than those elected by ballot, viz: Public Weighers, Surveyors of Wood, Lumber and Bark, two or, more Fence Viewers, two or more Field Drivers, one Pound Keeper and a Planning Board.


Article 2. To hear and act upon the reports of the several boards of Town officers and of any committee appointed at any former meeting and to choose any committees the Town may think proper.


Article 3. To see if the Town will vote to authorize its Treasurer, with the approval of its Selectmen, to borrow money in anticipation of the revenue of the current financial year.


Article 4. To see if the Town will authorize its Treasurer, with the approval of its Selectmen, on or after January first, . 1924, to borrow money in anticipation of the revenue of the year 1924.
