REPORT OF THE COMMITTEE FOR BUILDING THE ADDITION TO THE WEYMONTH HIGH SCHOOL
To the Citizens of Weymouth :-
Uuder authorlty of the vote passed at the annual town meet- ing, March 6, 1922, the undersigned were constituted a committee to secure plans and estimates for an addition to the High School, or for an additional High School building, and a sum of one thou- sand dollars appropriated for such purpose.
Your committee, without incurring any obligations thereby, consulted with several architects and also made visits to other High Schools where situations similar to ours had arisen.
The problem, as the committee saw it and as it was presented to the architects consulted, was to provide the old High School with such alterations and enlargements that a school numbering eight hundred pupils could be readily accommodated, and if need be, without great inconvenience a number considerably in excess of eight hundred.
After careful study had been made of the various plans and suggestions submitted, those offered by Mr. Howard B. S. Prescott, of Boston, seemed under all considerations and conditions most suitable for adoption. A careful estimate of costs was also made.
Your committee, therefore, did report its findings to a special town meeting called for February 5, 1923, and adjourned to Feb- ruary 12, 1923. At both these meetings detailed plans for the alterations and enlargements were on view, subject to criticism and inquiry, and your committee at that time was prepared with care- ful estimates of the probable cost of the whole and of the various details thereof.
The town meeting thereupon voted to appropriate the sum of three hundred thousand dollars for the purpose of such alterations and enlargements and the equipment of the same, and the com- mittee in charge of preparing plans and estimates was by vote continued as the building committee.
Bids were thereupon invited from a limited number of con- tractors for the general construction, and later for heating, plumbing and electric lighting, and in all these cases the lowest bids, and in some instances, other than the lowest bids, were within the original estimates made by your committee prior to the making of the appropriation.
For the general contract, bids for which were opened Febru- ary 27, 1923, the following firms submitted figures:

After some changes had been made in the specifications, none of which in any way impaired the building, on March 2nd a con- tract with the John F. Griffin Co., at the sum of $196,000.00 was authorized by vote of the committee, and the same was thereafter duly executed.
On March 14th bids for heating and ventilating were opened as follows:

The latter two bids were upon practically the same specifica- tions, and the figures submitted by H. P. & E. S. Stubbs warranted the committee in securing from them a revised bid which would contain certain improvements desirable to have. These revisions being made, it was voted on March 16th to award the heating con- tract to H. P. & E S. Stubbs, at $36,700.00, allowing for the im- provements desired.
On March 27th bids for plumbing made on uniform specifica- tions were opened as follows:

No immediate award was made on the plumbing bids, in view of the fact that on March 26th suit had been brought in the Supreme Judicial Court attacking the validity of the action of the town meeting authorizing the appropriation and the work, but later a contract was executed with Thomas J. Murphy & Co. in the sum of $9,988.00.
In June, after receiving estimates from several concerns, a contract was made with P. F. Landrey, of Weymouth, for the elec- tric wiring, at $5,200.00, this being the lowest definite figure possible to obtain. There has been some electrical work done which was not originally provided for.
Ground was broken for the new addition in the middle of March and rapid progress was expected to continue. The litiga- tion which shortly ensued, although no injunction or restraining order was ever issued, did create such uncertainty in the minds of the contractors that work was slowed up and contracts for materi- als were delayed, which later had to be made at increased prices. Upon termination of the suit, the contractors, marking time before, felt free to go ahead with energy, and at the close of school in June took immediate possession of the old building in order to make the alterations required therein. Upon the opening of school in September the work in the old building was so nearly completed that the new rooms which had been made were used, and in a short time certain rooms in the adjoining wing were usable.
At the present time, January, the addition to the High School is nearing completion, and the whole may be ready for use and occupancy on or before April 1st. It is desirable that a complete description of the building be reserved for a subsequent report of your committee.
Herein follows a detailed statement of expenses to January 1, 1924, and of obligations incurred.

The library is for the use of all residents of Weymouth. Temporary residents are entitled to the same privileges as permanent residents.
The library is open every day excepting Sundays, Legal Holi- days, and June 17th.
Library Hours : 2 to 8 p. m. daily, except Wednesday, 2 to 5 p. m., and Saturday, 2 to 9 p. m. Summer Hours: July and August, 2 to 6 p. m .; Wed- nesday and Saturday as above.
North Weymouth Branch Hours: Monday and Thurs- day, 2 to 5 p. m .; 7 to 8 p. m .: Tuesday and Friday, 5 to 8 p. m .: Saturday, 2 to 5 p. m .; 7 to 9 p. m.

Two cards are issued to each borrower over twelve years of age; a white card for general use and a green special card for non-fiction, including magazines and music scores.
A white card is given to any child under twelve years of age if the application is signed by parent or guardian.
Teachers and students are given cards which permit the tak- ing of ten or more books, other than adult fiction, for twenty- eight days.
The vacation privilege allows a borrower to take several books, not recent publications, for an extended time.
All books from the circulating department, even the new fiction, may be kept fourteen days. Recent numbers of mag- azines are limited to seven days with no renewal.
A book cannot be transferred from one card to another, but may be renewed, at the library, by mail, or by *telephone, unless stamped "This book cannot be renewed." The shelf number or title of the book and the borrower's name should be stated when the request for renewal is made.
A fine of two cents a day will be incurred for each day's de- tention of a book after it is due. When a book is sent for by the librarian it will be at the expense of the borrower.

Cases of contagious diseases are reported to the library by the Board of Health and all books which have been exposed to contagion are burned.
For the convenience of residents living in different parts of the town, books are exchanged through the delivery stations once a week as follows:

The set of six Class Lists, which form a complete printed catalogue of the library, from 1879 to 1917, can be purchased for fifty cents.
Books purchased since 1917 are listed in the annual Town re- ports published since that date. New books, when ready for cir- culation, are listed in the Weymouth Gazette and Transcript.
REPORT OF THE TRUSTEES OF THE TUFTS LIBRARY
The forty-fifth annual report of the Board of Trustees of the Tufts Library is respectfully submitted as follows:
The most important improvement in the library equipment, in the year 1923, was the installing of a new lighting system in the Stack Room where the old arrangement made the consulting of books very difficult, particularly in the evening.
The woodwork on the outside of the building was painted and other minor but necessary repairs were made. The redec- orating of the interior, for which arrangements had been made, was postponed to another, year, because of the difficulty in se- curing a decorator to do the work.
The room in the Libary Building, occupied for several years by the Post Office and vacated the first of March, was put in order for a new tenant who took possession the latter part of June.
The establishment of a branch at East Weymouth was under consideration but the town failed to make the necessary appropri- ation for its support, therefore the plans of the Trustees could not be carried out. It is hoped, however, that the year 1924 may see a branch located in that part of the town. With this accomp- lished, and the North Weymouth Branch already well established, the next extension of the library service should be in the interest
of the children. In order that our children may be given the ad- vantages which other progressive libraries are providing, our lib- rary needs a Children's Room where with a competent leader they may be instructed in their choice of reading.
The Main Library was open 302 days and the North Wey- mouth Branch was open 252 days; 63,245 volumes were circulated from the Main Library and 13,921 volumes from the Branch, making a total circulation of 77,166, or 117 volumes more than that of last year.
Apparently the interest in radio, the pleasant weather for the automobilists and the improved industrial conditions have left less time for reading.

The outside of the library building was decorated in recog- nition of the Tercentenary celebration of the settlement of the town of Weymouth. The library was closed on the afternoon of the sixteenth of June during the special exercises and the parade.
The Library was also closed on the tenth of August on ac- count of the funeral services for the late President Harding.
During the drive for books for men in the American Mer- chant Marine, one hundred and fifteen books were contributed by members of the Monday Club and others.
Children's Book Week was observed by arranging for the children a collection of the better juvenile books which included new books purchased for the occasion.
The list of "100 Worth-while Books that every American between the ages of 20 and 45 ought to read" published by the Horton Publishing Company, which was posted in the passageway from the Reading Room to the Stack Room, awakened much in- terest in the books listed. One grammar school pupil reported to the Librarian that she had "read them all."
The American Chemical Society announced a prize essay contest in which the competitors were to be students of secondary and high schools of the United States, the essays to be completed before April first, 1924. The five books on which the essays are to be based, with a poster and pamphlet explaining the rules governing the contest, have been deposited at the Library by the Chemical Society for the use of the students of the Wey- mouth schools.
